Labor, Management Criticise State’s Handling of Unemployment at Confab
Sacramento (WNS)—Governor Earl Warren’s conference on employment which ended yesterday by a series of criticisms from both labor and management on the state’s handling of unemployment.
The conference was also marked by the introduction of policies for “full employment” by both the C.I.O. and A.F. of L.
As the C.I.O. representative, John A. Despol, San Francisco, recommended at one session that the governor call a special session of the legislature immediately to raise unemployment insurance benefits to $45 per week, business representatives at another section leveled severe criticism at the state for permitting unemployment insurance benefits to reach a level which necessitates a tax increase on the employer.
Town Meeting
These were some of the principal features of the conference the governor described as patterned after the “New England Town Meeting.”
More than 2,000 persons, a large portion of which were state employees, registered for the conference, which is featuring sixteen section meetings on various phases of unemployment.
The C.I.O. program, in addition to recommending that unemployment insurance benefits be increased to $45 per week, called for a shorter work day of six hours, with time and a half for over 30 hours per week; a compulsory health insurance program; a state finance corporation to aid small business and a state commission on employment to attract new industry to California.

The C.I.O. program, in addition to recommending that unemployment insurance benefits be increased to $45 per week, called for a shorter work day of six hours, with time and a half for over 30 hours per week; a compulsory health insurance program; a state finance corporation to aid small business and a state commission on employment to attract new industry to California.
The A.F. of L. program asks for improvement of the state social security program, a state prepaid medical care plan, an increase in the minimum wage to at least 75 cents an hour, a state relief program for unemployed workers, program for public works, a state full employment act, a more adequate tax structure and a fair employment practices commission.
Tax Increase
It was at the manufacturing section meeting, headed by Morris B. Pendleton, of Los Angeles, that criticism was made of the state's handling of unemployment insurance. The charge was made that the state had removed the employee contribution to the unemployment insurance fund, transferred it to disability insurance, thereby causing a potential increase in taxes.
George Roche, of the department of employment, informed the group that the intake for the unemployment insurance fund totals approximately 2½ per cent of the total payrolls, while the pay-outs have increased to approximately four per cent. At this rate, it was indicated that employers soon will be paying a full 2.7 per cent of their payrolls, regardless of whether or not they earned a merit rating through stabilization of employment.
Charges were also made at the meeting that the department of employment has paid out unemployment insurance on fraudulent claims, and further discussion of this subject was to be held at a later session.
Optimists Plan Xmas Basketball Tournament
A Christmas vacation basketball tournament for elementary and junior high school students will be co-sponsored by the Anaheim Optimists and the city recreation department, December 19-29.
Just as the runner must develop his physical talents of wind and strength of limb, so must the spiritual athlete develop his God-intended spiritual capacities of sensitivity, selflessness, etc., by regular training in worship and prayer," said the bishop.
"Course obstacles are another problem which the runner has to master," he continued. "In the same way, spiritual obstacles of sorrow, disappointment and temptation can become, not stumbling blocks, but aids to growth of character and helpfulness to others."
Finally," said the Bishop, "the runner must keep his eye fixed on both guide posts along the way so that he will not go astray, and also look for a goal at the end of it. The guideposts in Christian life are the teaching of Christ, the Bible, the wise admonitions of trusted leaders and one's own daily talks with God. Far in the distance shines the goal and God-intended home of every Christian soul," he concluded.
The newly-certified members include Mr. and Mrs. Lester Luverne Stanton, Mrs. William Webb, Mrs. Walter Tucker, Robert Patrick, Dr. John Vogel, Jr., Miss Sandra Sangster, Ernest Borchert, III, Mrs. George Paige, Miss Sally Olding, John Cunningham, Gary Cunningham and Mr. and Mrs. G. J. Curtis.
Music for the service included the Introit solo, "My Task," sung by Mrs. Bert Beard and an offerty anthem, "God So Loved the World" presented by the choir under the direction of Mrs. Walter Ross. Accompanists were Hazel Erickson, organist, and Ernest Zitzmann, violinist.
Ushers for the occasion were Harry Horn and Dr. George Koch. Following the service a reception was held in the parish house.
Introduced to the new members were Mr. and Mrs. Ted Kuchel and Mr. and Mrs. Gerald Goodrich, senior and junior wardens of the parish and their wives. Also present were other members of the congregation.
The Woman's Auxiliary headed by Mrs. Eva Boyd, president, were in charge of the reception arrangements and refreshments. Pouring at the tea tables were Mrs. John Kimball Saville, wife of the church's pastor, and Mrs. Homer Ames.

The invitational tourney will be played in two divisions—elementary for sixth grade and under and junior high for seventh, eighth and ninth grade students. A championship and consolation flight in each division will be played assuring each entrant of at least two games.
Entry blanks are now being accepted by the Anaheim Recreation Department, City Hall, Anaheim, California.
3,109 Unemployed File Claims at Santa Ana
Sacramento (WNS)—Unemployment insurance claims filed in the Santa Ana office of the department of employment for the week ending November 24, totaled 3,109, according to a report issued by the department.
Of the total claims filed, the department paid 2,193, the report said, and at the same time, received 503 new claims.
Throughout the state, the department received 231,524 claims for the week, as compared to 192,888 for the same week a year ago. It paid 170,166, compared to 114,313 for the same week a year ago.

Commenting upon the need for expanding adoption services, Lt. Governor Goodwin J. Knight, on a recent visit to the society, stated that, "We need more adoption services... either through the creation of more agencies, or the expansion of those now in the field. The purpose: to eliminate haphazard or spur-of-the-moment adoptions—to give every new-born babe its birthright—the right start in life and future happiness, health and security."

Disabled Vets Get Increase
All veterans who are receiving Government compensation for service-connected injury or illness will receive larger checks starting in January as a result of a new federal law, but one group of these veterans must take action themselves in order to get the full benefit of the liberalizing measure, according to Ben Liebermann, Orange County Service Officer.
In addition to increasing compensation by 8.7 per cent "across the board," Public Law 339 extends to veterans with service-connected disabilities rated at 50 per cent the extra compensation for dependents formerly granted to those with ratings of 60 per cent or higher.
Naval Reserves Visit Acapulco
Over 300 Naval Reservists from the Eleventh Naval district boarded the destroyer USS Twining at Long Beach for a two week winter training cruise to Acapulco, Mexico, Saturday, December 3. This is the second cruise to the popular Mexican resort to be made by the Reservists this year.

Pour ½ cup melted butter or margarine over 2 cups soft bread crumbs and mix until all crumbs are buttered. Drain sirup from a No. 2 can of water pack red sour pitted cherries and from 1 1-lb. can apricot halves. Save juices to make pudding sauce. Put layer of crumbs, in medium-size baking dish, then layer of fruit. Sprinkle with brown sugar (using ½ cup), lemon juice (using 2 tablespoons) and grated rind (using 1 teaspoon). Mix ½ teaspoon cinnamon, ½ teaspoon nutmeg, and ¼ teaspoon salt and sprinkle some of this, too. Repeat until all ingredients have been used, saving few crumbs to sprinkle on top. Bake at 375 F. about 30 minutes. Serve warm with fruit sauce. Eight servings.
