Center Street ANAHEIM : CALIFORNIA Forestry Parley Meets in Geneva The leading forestry authorities of Europe recently concluded a series of discussions at Geneva to coordinate Europe's forestry policies and increase production of timber on an over-all basis. The meeting was sponsored by the Food and Agriculture Organization of the United Nations (FAO). Here, a Swiss Forestry Inspector explains the principles of forest conservation to a group of delegates. Half-Day Schooling Cheating 200,000 California Children of Education Half-day schooling is cheating nearly 200,000 California children in their rights to a good education, William L. Blair, Pasadena newspaper editor and president of the California State Board of Education, said today in sounding a call for approval of Proposition 1 at the emergency election November 8 to provide state aid in school construction. "Forcing children to attend school swing-shift style in double, and in a few cases, even triple sessions is rationing education and tampering with the future of our state," he said. Western Railroads Refuse Reduction Connecting lines in the east and north Boat service from Florida Eastern ports has started again for the first time since the war. While no official announcement has been made, it is understood that the rail lines serving Florida intend to offer rates which will compete with the water rates and may, in addition, absorb their excessive loading charges in the market served by boat shipments, Wilco reported. California Children of Education Half-day schooling is cheating nearly 200,000 California children in their rights to a good education, William L. Blair, Pasadena newspaper editor and president of the California State Board of Education, said today in sounding a call for approval of Proposition 1 at the emergency election November 8 to provide state aid in school construction. "Forcing children to attend school swing-shift style in double, and in a few cases, even triple sessions is rationing education and tampering with the future of our state," he said. Problem is Statewide He cited Los Angeles county with 99,000 children on half-day shifts, Alameda county with 15,-000, Contra Costa county with 14,500, San Mateo and San Diego counties with 7,000 each, San Bernardino and Fresno counties with 5,000 each; Sacramento county with 4,500, and Kern and Tulare counties with 3,000 as evidence that the problem is statewide. "Between the evils of half-day schooling and use of inadequate make-shift classroom facilities, nearly every county in the state contains some of the 550 school districts which have been unable to meet their school housing needs," he stated. He quoted Paul Ehret, superintendent of the San Lorenzo school district, Alameda county, as reporting that there are now "more children on double shifts than constituted our entire enrollment two years ago, even though we have built two new schools in that period." State Will Suffer In Richmond, Blair added, there are 1500 children in junior high school who never attended a full-day session of school during their elementary years. Most of the district where these conditions exist have reached the legal limit of their bonding capacity and many have voluntarily levied extra taxes over the legal maximum, yet still they can't provide the badly needed classrooms, Blair explained. "These children are not receiving the education they deserve," Blair declared. "They're being cheated and California will reap harmful effects for years to come unless we act now. Proposition 1 offers the only immediate solution. It must be approved November 8 to end educational rationing in California." And Save In Anaheim Makes your shopping pleasant Western Railroads Refuse Reduction Of Citrus Rates Western railroads have completely refused to effect any reduction in freight rates on California citrus fruit, F. R. Wilcox, assistant general manager of the California Fruit Growers Exchange, told the board of directors of the Sunkish organization today. "Despite evidence that the excessive rail rates are forcing California citrus growers to reduce shipments of fresh fruit, the four rail lines originating all shipments of citrus from California and Arizona flatly refuse to support any reduction in freight rates," Wilcox states. "Consequently, we must continue to look to other forms of transportation to remove the burden of unreasonable freight charges." The refusal came in the form of a letter to shipping organizations following a meeting of railroad executives to consider a proposal made to them by citrus shipping representatives in mid-September. At that time the shippers requested a reduction of 29c per 100 pounds in the transcontinental rate. They also requested the carriers to propose a counter reduction if the 29c figure could not be met. The answer from the rail lines flatly refused both suggestions. The annual freight bill on California citrus fruit exceeds $60 million and represents the largest single cost in the entire operation of citrus production. It now costs more to take a box of fruit to market than it does to grow it. California shippers are watching closely the action of some of the southern railroads in the handling of the Florida citrus crop. The Illinois Central has announced a reduction approximately 30c per box from Lake Wales to Chicago.
