Predict State Budget Increase Of $75 Millions Sacramento, (WNS)—Present heavy expenditures by the state of California indicate that next year's budget will be at least $75,000,000 in excess of present revenues. Senator William P. Rich, Marysville, made this statement today in connection with a statement attacking Proposition No. 4, and urging the adoption of Proposition No. 2 on next November's ballot. Rich said he had instructed Rolland A. Vandegrift, legislative auditor to get the facts on the cost of administration of Proposition No. 4, as administered by Mrs. Myrtle Williams, head of the state department of social welfare, and declared: "The facts are startling." He declared the people were told there would be a tremendous saving in administrative costs if No. 4 were adopted, but he asserted this has not been the case. Rich asserted it was a "fantastic claim" that counties would save $30,000,000 annually under the new system, and declared that the legislature, to meet the cost of pensions under No. 4, had "to put back tax rates of 1943." Specifically, he said, the half cent sales tax, which the people in the counties pay, was increased 20 per cent over 1948 principally to meet the added pension burden. The U. S. September TV sales in the Los Angeles area again cracked all previous records: The previous monthly high was 18,188 sets sold in August. "The September volume was a 14.1 per cent increase in the total local television market in one month," Millar reported. "Television receiver ownership has gained by 167 per cent in the first nine months of 1949." The count on TV sales in the Los Angeles area is kept by the Southern California Radio and Electrical Appliance Assn. on the basis of distributors' reports of shipments to dealers, less stock on hand.
