State Chamber Urges Approval of School Bonds; Repeal of Prop. 4
Sacramento, Sept. 8—California State Chamber of Commerce recommendations concerning 11 of the 12 propositions on the November statewide special election ballot were announced today by James E. Shelton, Los Angeles, State Chamber president. Proposition No. 12—daylight saving time—still is under study by the State Chamber's six regional councils. Final action by the State Chamber's board of directors will follow its October meeting.
Final recommendations on other propositions by the State Chamber's board of directors after action by regional councils and state-wide committees, follow:
No. 1—School Bonds—Yes.
California's continuing unprecedented population growth since 1940 has tremendously increased school attendance, which is expected to reach 2,250,000 by 1958. The swelling of school population has now reached the third grade in elementary schools. This growth will continue upward each year, through the high school grades. Many school districts have reached their limit of local revenues and are unable to provide school facilities for this increased enrollment. In addition to the overcrowding of schoolrooms, more than 100,000 pupils now attend half-day school sessions, and classes are held in basements, store buildings, garages, etc. The proposed $250,000,000 bond issue is to provide state aid to those school districts which have reached their bonded indebtedness limitations. The grants will be given to impoverished districts subject to whole or partial repayment—depending upon the individual district's enrollment and assessed valuation.
No. 2—Aged and Blind Aid—Yes.
Measure continues present $85 monthly aid to the blind and $75 monthly to the aged.
sion dictatorship which even the legislature cannot regulate. Its first lien upon state treasury funds even affects public school funds. It has created a "government within a government" under a director whose control over the annual spending of $200,000,000 in public money is accountable to no one. Repeal will correct dangerous provisions and will not harm qualified recipients of state aid.
No. 3—Legislative Sessions and Legislative Pay—Yes.
Restricts activities of annual budget sessions, limits time and expenses of legislative sessions and interim committee activities; also increases salaries of legislators to $300 per month.
Propositions 4 to 11 are measures resulting from the work of the Joint Legislative Committee on Constitutional Revision. They are designed to delete obsolete, ineffective material from the State Constitution.
No. 4—Provisions Relating to Local Government—Yes.
Eliminates inoperative provisions no longer applicable to any California county.
No. 5—Constitutional Convention of 1878-79—Yes.
This archaic provision long ago ceased to have force or effect.
No. 6—Effective Dates of 1933 Statutes—Yes.
Repeals another obsolete section of the Constitution which long ago served its purpose.
WORTH REPEATING AGAIN AND AGAIN!
