WASHINGTON AS SEEN By Congressman JOHN PHILLIPS The home folks are serious in their support of the Hoover Commission's recommendations. It is evident from the letters. How is Congress carrying out your wishes? The Hoover recommendations suggested far-reaching changes and economies in the State Department increased the pay of practically every executive in Washington. Read the following examples: Cabinet officers, who now get $15,000, will get $25,000. The whole kit and kaboodle of assistant secretaries, who now get $10,000, will get $15,000 and the Under Secretary in each department will get $20,000. The chairman of the Atomic Energy Commission, who has one of the most important jobs in the world today, was raised only from $17,500 to $18,000, and the chairman of the Reconstruction Finance Corporation, which agency supervises monthly loans totalling over $200,000,000 with a current outstanding balance of $1,432,064,000, has his salary increased only from $15,000 to $16,-000, or 4,000 less than the Under Secretary of, say, the department of commerce. J. Edgar Hoover needs no build-up in this letter. His reputation is secure with the people. His salary is $14,000 and the original billican leadership. I can hardly blame the Democratic member for having to support such a bill after all, these are Democrat appointees, and the Preside wanted the raises, but why Republican leaders would suppose the bill, or fall to support a mandate for a recorded vote on the motion to recommit, will be something for the party to explain to the folks at home. I gave Mr. Reall the support I could. I rise a remark again that the soon Congress gets out of Washington and back home, the better it will be for the country. There are a few departments in which changes would be more helpful. This refers to an excess of employees, and also to the thinking at the top level. It didn't need the Hiss case to reveal that. Yet when the state department "reorganization bill," came out of committee it contained only an increase from 6 assistant secretaries, to 10, and some technical changes in responsibility. There were no suggestions for reorganization. We had a more interesting case last week. The Hoover Commission report said it was difficult to get the right men in top executive jobs, at present salaries. It suggested economies and internal reorganizations which would make it easier to operate the agencies, and offset any necessary salary increases. To which part of the report did the administration pay attention? Give guess! In another recommendation, the commission advocated that the schools of the state "continue their efforts to provide education in the fields of family life and sex education." The commission, headed by Charles Dey, Elkus, recommended that California adopt a law similar to that of Wisconsin, "making it a misdemeanor for newspapers and other publications to disclose the identity of victims of sex offenses." Recite Lurid Details "Newspapers in California," the report said, "are still guilty of invading the privacy of victims of sex offenses to the extent of publishing pictures and reciting the lurid details concerning even young children." The report granted that "for many years, efforts have been made to secure the voluntary cooperation of the press to refuse to publish this kind of information," and staid that "these efforts have sometimes been successful." The report also urged that California communities be encouraged to develop "consumer organizations" to work with the producers and distributors of radio programs, movies and comic books "to insure that these media shall exercise a wholesome influence on children." Improve Quality The purpose of this recommendation, the report said, is "to improve the quality of material offered in the media without resort to legal restrictions and censorship."
