Assembly Spikes Move to Kill Power Bill Sacramento, (WNS)—The Assembly has spiked a move to kill a bill that would allow county supervisors to develop power projects in conjunction with storage of water for irrigation and domestic use. Reconsideration was denied to a bill authorized by Assemblyman Francis Lindsay, Loomis. The bill was passed by the House on May 16 but Tulare county assemblyman Harlan Hagen sought to have the vote reconsidered as a first step to defeating the bill. Hagen termed it as an attempt by northern California counties to "tie up water indefinitely." He said the language was so obscure it would confuse and obscure existing water laws. EYE, EAR, NOSE and TEETH—Emphasizing Eyesight—Fitting Glasses—Treating—Skin Care ant, according to Hagen, it is an attempt by northern areas to deny water to potential users in the Central Valley Project. The Tulare assemblyman argued that supervisors in the northern watershed would be allowed to file on additional water under the guise of using it for power development. Lindsay denied any plot to cripple the CVP. He said certain counties had entered into contracts with the State Water Resources Authority for the authority to make surveys of prospective power projects. The legislation is an enabling act allowing the survey to be completed, Lindsay said. According to Lindsay, water is the only natural resource left to the north counties and it must be made to help finance the growing cost of county government. Sale of power is the only answer Change in Vets Marital Status Is 'Important' A change in a veteran's marital or dependency status, in his address, or in his physical condition may be of paramount importance in connection with his rights and benefits under Federal law, according to Ben Liebermann, county service officer, county of Orange. "For example," he observed, "many veterans are not aware that if they have even a minor-service connected disability and are hospitalized as a result of it by the Veterans Administration for three weeks or more, the fact that they have dependents will mean an increase in their compensation while they are in the hospital. But if the VA has no record of their Ella Mae Shoffner of Montebello displays one of her fine harness horses in a trial spin for the coming Los Angeles National Horse Show scheduled at the Horse Palace on Riverside Drive, May 31st to June 5th. State-Financing Of Recreation Hahn also has a $5,000,000 companion appropriation measure to finance the program. It is pending benefits under Federal law, according to Ben Liebermann, county service officer, county of Orange. "For example," he observed, "many veterans are not aware that if they have even a minor-service connected disability and are hospitalized as a result of it by the Veterans Administration for three weeks or more, the fact that they have dependents will mean an increase in their compensation while they are in the hospital. But if the VA has no record of their dependents, they may lose out on payments which would mean a lot at such a critical time." Marital status and number of children also have a definite bearing on the amount of subsistence payable to veterans studying or training under the GI Bill of Rights. Changes of address are especially important in all cases, because Government checks cannot be legally forwarded. State-Financing Of Recreation Receives Setback Sacramento, (WNS) — Legislation committing the state to a policy of financing public recreation received a major setback when the assembly refused to consider it and sent the bill to the ways and means committee for further study. The measure, sponsored by Los Angeles Assemblyman, Gordon Hahn would provide for allocation of state recreation funds to local public agencies which have established a recreation program. Cornerstone of the bill, according to Hahn, would be the use of public buildings and facilities for carrying out the programs. Hahn also has a $5,000,000 companion appropriation measure to finance the program. It is pending before the ways and means group. Marvin Sherwin, Piedmont assemblyman and chairman of the committee opposed Hahn. He said that his committee should be allowed to pass on any measure committing the state to a policy of supporting it with public funds. Hahn contended that policy determination should be left to the entire legislature and the companion appropriation measure was all that should be considered by the ways and means committee. Sherwin argued that once established, such a program would demand continuing appropriations in every budget. The motion to refer it back to committee was made by L. Stewart Hinckley, Redlands. Anaheim Gazette Since 1870 How George and Jean won $2,000 college scholarship These two young Westerners, Jean Hathaway of Chico, California, and George Emde, Jr. of Lodi, California, will begin college next fall with the help of $2,000 scholarships awarded by Standard of California. They were chosen as outstanding among 4-H Club and Future Farmers of America members who raised and showed their own livestock at the recent Grand National Junior Livestock Exposition in San Francisco. Four other scholarships of $1,000 each were also awarded—to Mary Lee Hay of Lovelock, Nevada; Robert Young of Quincy, California; Ralph Boyd of Lancaster, California; and James Buell of Buellton, California. In elastic ability, leadership, personality, records in club projects were all considered by 4-H Club and F.T.A. judges. We'd like to say "Good Luck!" to George, Jean, Mary, Robert, Ralph and James. We know they'll do a fine job in school...and later as good citizens of the West. Standard Oil Company of California To Receive Old Age Pension Checks Direct Sacramento, (WNS)—Old age pension recipients in nine California counties will receive their June checks direct from the State Controller's office, Thomas H. Kuchel, controller, announced today. The counties are Alpine, El Dorado, Lake, Placer, Plumas, Sacramento, Sutter, Yolo and Yuba. Kuchel said the checks will be written by modern, high-speed methods on punched cards, which should not be bent or mutilated. The nine counties have approximately 10,000 recipients of aid payment, and they will serve as "pilot" counties for development of procedures necessary to permit his office to take over direct payments throughout the state.
