Legislature Attempts to Improve Fairs — And Reduce State’s Cost By EARL G. WATERS Western News Service Sacramento (WNS)—Activities of the various district and county fairs are being scrutinized by the legislature in a move to improve the fairs and reduce their costs to the state. Assemblyman Ernest Geddes of Pomona has introduced two measures, one of which has already been approved by the lower house, which would revise the present policy on fairs. Geddes has proposed a program of expanded use of fairgrounds and his measure (AB 2775) has been approved by the assembly. Under the plan the installations at the various fairgrounds could be leased for such things as circuses, midget auto races, and the like. At present most fairgrounds are used only during actual fair dates. In a second measure (AB 1767) Geddes proposes a new formula for the allocation of state funds to district and county fairs. This state money is derived from the state's share of pari-mutuel wagering. It is presently given equally to all fairs with a maximum grant of $65,000 per year. However, in addition, the fairs, upon application, secure from the fund grants for capital outlay. Merit Basis Assemblyman Geddes proposes a formula which will apportion the money on a merit basis taking into consideration value to the community and the business success of the various fairs. While there is considerable discussion over the merit proposal, directors of the better fairs are endorsing it. They have objected to sharing equally with some of the so-called fairs which to date have been nothing more than horse race meets and feel this measure will improve the fairs generally. Meanwhile, the ways and means committee has advanced a proposal which may be in conflict with the Geddes program. Million for Centennial This committee is seeking to appropriate close to one million dollars to the centennials commission for its continuation for another year. They have suggested this money be taken from the fairs and expositions funds which has an unbudgeted balance in excess of $6 millions. Supporters of the fair program are objecting to the ways and means committee method of financing the centennials commission on the grounds that "the commission has wasted every cent it has been granted." Art Craner who manages the highly successful Los Banos fair charges the centennial commission "violates every principle of good showmanship." According to Craner the fairs should be operated on a money-making basis. He said this should have also applied to the centennials commission. Should Make Money "If a fair's any good it will make money," Craner stated. "The centennials commision could also have made money had they spent their funds properly." Passage of the Geddes measure will carry out Craner's theory of fair operation. Fairs which earn money will be in a better position to receive grants from state funds. This will not be the sole test under the Geddes plan and a showing of value to the community will also be required in order to get favorable consideration. "Fairs which do nothing more than operate a race track will be on the bottom of the list of receivers from state funds," Geddes declared.
