Bank of America
til such time as bureaucratic credits gives way to business
Bank of America Urges Ban Credit Restrictions
Urgging the complete relaxing of all restrictions on installment terms E. A. Mattison, executive vice president of the Bank of America, declared today in St. Louis, Mo., that the best regulator of installment credit is not government decree but the inherent integrity of 99 per cent of American purchasers of instalment-financed goods, which causes them to curtail purchasers when not confident of their ability to repay.
Addressing the national consumer and installment credit conference of the American Bankers Association, Mattison pointed out that an economic downswing causes customers to postpone purchases. The use of installment credit is quickly affected by any significant business changes, he explained, but on the other hand inflexible government regulation of the conditions upon which installment credit can be granted has a totalitarian sound.
Recent extension of repayment terms by the Federal Reserve Board, Mattison said, was a step in the right direction but still represents unneeded restrictive regulation which unwisely forces many to continue using over-age automobiles because they are not permitted to buy new cars in the free credit market which the automobile trade wants and needs. This results in the continued use of 14 million obsolete cars and a waste of eight billion gallons of precious gasoline each year “until such time as bureaucratic credits gives way to business credit.”
Installment plan buying was described by the West Coast banker as an important and accepted part of American life, a tested lending device that benefits consumers, retailers, distributors and producers alike, reducing household drudgery, providing new avenues of enjoyment for American families and creating new jobs for American workers.
County Gets New Plant; Will Aid Ceramic Industry
Start of operation of the silica sand grinding section of the new clay and silica sand plant seven and one-half miles northeast of El Toro in Los Alisos canyon, was announced today by Olaf P. Jenkins, chief of the state division of mines.
Ultimate production will include both high quality silica sand and high grade china clay for the ceramic industry. The clay washing section, now under construction, will handle 30 tons of material per day from the Robinson ranch deposit in Trabuco canyon.
W. A. Schoeppe, of El Toro, and I. P. Arnold, of Downey, are operating the plant.
The new grinding section is housed in a 40 by 100 foot steel and aluminum building, and contains the latest in equipment.
Since its establishment in 1794 about fifty-five per cent of the entrants to West Point Military Academy have graduated.
