Coachella Valley Water District Takes Over Operation of Canal
The Coachella Valley County Water District takes over the operation and maintenance of the lower 74 miles of the Coachella Branch of the All-American canal, and the protective works, effective at midnight Friday, March 25.
Reclamation Director E. A. Moritz, announced here today that the Department of the Interior is turning over the Coachella Branch beginning at Station 2604, just above Niland, California, to the district in accordance with terms of the 1934 repayment contract. Exclusive of the protective works, which are non-reimbursable, the cost of the canal will be repaid without interest by the district over a period of 40 years. Payments are to start in June 1953 or upon the date of completion of the distributing system, whichever is the earlier.
Transfer Completed
Arrangements for the transfer were completed several weeks ago following conferences between officials of the district and the Bureau of Reclamation, the latter representing the Department of the Interior.
Assistant Secretary of the Interior William E. Warne, on March 4 issued simultaneous notices of the completion of the Coachella Main Canal under the 1934 contract and of the protective works under the 1947 distribution system repayment contract. He stated that the works would be transferred to the district in 60 days or sooner if satisfactory arrangements were made. Immediate action by district and regional reclamation officials made possible the transfer in only 21 days after assistant Secretary Warne's

Keith Farrar Commended
"President Keith Farrar and other district officials are to be commended for their acceptance without hesitation of the responsibility for operation and maintenance of the canal and protective works," Moritz stated. "The Bureau of Reclamation is confident in the district's ability and believes that the Coachella project will prove to be one of the really outstanding reclamation developments of its day."
The transfer is in keeping with the bureau's policy of turning over irrigation works as soon as they are completed and the water users are prepared to assume responsibility for their operation and maintenance. Moritz pointed out.
Years of Planning
The transfer is a culmination of years of planning and effort by the water users and the Bureau of Reclamation to bring Colorado River Water to the Coachella Valley. The stage was set for construction of the 123-mile-long waterway in 1934 with the approval of the repayment contract. The first construction contracts were awarded in 1938 and 1939 and the first 88 miles of the unlined portion of the canal were completed prior to 1943. Construction proceeded on a limited scale until the end of the war. An accelerated construction program since V-J Day brought the main canal to completion last summer.
Construction is now underway on Units 1, 2, 3, 4, and 5 of the distribution system to serve the valley and a contract has recently been awarded for Unit 6. Units 7, 8, and 9 are yet to be contracted.
30,000 Acres
The American Pipe and Construction Company holds contracts for Units 1, 5, and 6, while the R. V. Lloyd Company is the contractor for Units 2, 3, and 4. Parts of several of the units are in use and valley farmers this year have over 30,000 acres for cultivation,

The Coachella Canal branches off from the main All-American Canal 20 miles west of Yuma, Arizona. It runs northwesterly past the Salton Sea and loops around the northern end of the valley several miles above the city of Indio. An underground lateral system delivers water to the fields.

Under terms of the distribution system repayment contract the valley has an 8-year development period during which the acreage expansion is expected to reach about 75,000 acres.
