Strike Insurance Plan Revealed to State Farm Group Philip Bancroft, Walnut Creek pear grower, was named president of the Associated Farmers of California as the state-wide farm organization closed their two-day convention in Fresno last week, after consideration of agricultural labor problems. Highlight of the conclave was the announcement of a plan for insuring farmers against loss from strikes or other labor disturbances which damage or prevent marketing of crops. The 400 associated farmer delegates called for opposition to state ownership of federal farm labor camps, urging that nonprofit associations of farmers be permitted to purchase such facilities; favored formation of a single state-wide farmer group to handle details of importation of farm labor whenever domestic labor is not available, and recommended legislation setting up a 12-man advisory board of farmers to advise the state department of employment on placement of farm labor. The farm group also opposed encroachment of federal agencies on local agricultural activities, including placement of the state employment service and soil conservation districts under federal control. The organization called for legislation abolishing hot cargo and secondary boycott practices and mass picketing; expressed opposition to Fair Employment Practices commission and called for a "Right-to-Work" law. Other officers elected include Don Steadman of Gridley, northern vice-president; A. B. Hanson of Santa Maria, southern vice-president; H. L. Strobel of Salinas, secretary-treasurer; L. C. Unger of Selma, and W. F. Croddy of Santa Ana, directors-at-large. LOCAL MAN ABOARD USS PASADENA Crescencio Romero, Jr., seaman, USN, son of Crescencio Romero of Route 5, Anaheim, is serving aboard the light cruiser, USS Pasadena, a unit of Task Force 38, which is undergoing an intensive training period in the western Pacific and China sea area. These exercises are being conducted to test the capabilities of the ship. County Property Tax Levy Reaches All Time High Property tax levy for Orange county government purposes totals $4,122,632 for the current fiscal year, 1948-49, compared with $3,357,496 for last year, $3,118,667 for 1946-47, and $1,721,840 for prewar 1941-42, California Taxpayers' association said today, making public its study of property tax levies for county government purposes. Should the state be forced to levy a $1 property tax rate to finance the added cost of Proposition No. 4, it would mean an additional levy of $4,045,000 on property in the county, the Taxpayers' association estimated. Property taxes are also levied by cities, school districts, and other districts in California. Data for these property-tax levying units of government are not included in the figures listed above. There is considerable question as to how long the property owner could carry on under the burden of a state property tax—along with the levies for the county, city, schools, and other districts—to pay for the added cost of aid to the aged and blind which the state must finance if Prop. No. 4 is not repealed, the Taxpayers' association declared.
