Sealed proposals will be received at the office of the State Highway Engineer, Room 808, State Building Los Angeles, California, until 2 o'clock p.m. on October 21, 1948; at which time they will be publicly opened and read in the same building in a room to be designated on the day bids are opened; for constructing State Highway in accordance with the specifications thereof; to which special reference is made as follows: Orange County, at Santa Ana River, about 4 miles east of Anaheim (VII-Ora-178-A) a reinforced concrete girder bridge to be constructed and about seven-tenthths (0.7) mile of approaches to be graded and surfaced.

This is a "request" letter: At several meetings I have spoken briefly of the situation in Berlin.
I had occasion to talk to Washington by telephone. That is not unusual. What was unusual was that I was talking to a prominent member of the National Press Club, to which I also belong. I asked him, after we had concluded the business of the call, what the men at the Press Club thought of the Berlin situation.
"The they think;" he said, "that the crisis will come in 48 hours." Just like that, no equivocation. I think within a week, but I still stick to my public statements that there will be no war this fall. Call it intuition, if you want, and Mr. Hitler ran a war very unsuccessfully by intuition. Call it my favorite crystal ball, and the crystal ball never had so serious a problem to look into. Call it inside information, and I haven't any more than you have, if you were to read the reports, public or confidential, that I read, and to which others have the same access. Call it the experience that comes with years of taking the items involved in a complicated situation, and putting them into the Hollerith-like mind of an analyst and then having the mind, like that machine, bring up an flict: On one side we have less independence of action thought, and the hopes of men and women; on the other we have slavery, physical mental control, and the deputy to which that mass destro- called "communism" has led satellites and would like to the world.

Unexplained promises and appeasements by then-president at Yalta Teheran and elsewhere; and commitments at Potsdam; the unconscionable surplus which held up American thirty hours; so that R troops could take over with no provisions for a placed us in a position where Russians thought us weak foolish. On one side we have liberty, full independence of action and thought, and the hopes of free men and women; on the other side we have slavery, physical and mental control, and the depths in which that mass destruction led "communism" has led its satellites and would like to lead the world.
Let's add it up. Unexplainable premises and appeasements of the non-president at Yalta and Sheran, and elsewhere, and the commitments at Potsdam; with unconscionable surrender which held up American troops forty hours, so that Russian troops could take over Berlin, with no provisions for access, faced us in a position where the Russians thought us weak and ill. Why shouldn't they? Our now is to overcome that start. Time is in our favor. Our allies stronger, physically and morally. Talks have produced only deadlocks. The UN cannot act, cause of the veto. Yet the UN is stronger. We will stay in Yalta. Our planes and carriers shifting to the Atlantic. England has stopped its demobilization. Supplies are being stored. Russia does not understand appearance, but does understand length. Plans have been handed stories, and orders, to open only case of attack. Civilian defense planned. Russia may, as she musts, have the atomic bomb, but still have the know-how, and bomb, copied presumably from information secured through season and theft, will still trail to present research and production methods. To some, these things point to war soon. To me, knowing Russia, they point to peace.
The one big question, bigger than any $64 question ever asked, whether conflict can be avoided never between this nation, ended on liberty and pledged liberty, and the U.S.S.R., den Grove high school In 1943. He attended Nebraska State Teacher's college where he was a member of the football and basketball squads.
Both the Army and Air Force contemplate reviving the system of temporary officer promotions. The Air Force already has notified its field commanders that it now appears feasible to "implement an approved plan for filling current requirements for temporary promotions of officers in the Air Force of the U.S." Implementation of the Air Force program is expected to be effected early in 1949.
Promotions to middle grades for Army enlistment personnel will soon show a sharp upward trend. General promotion to the first three grades still awaits modification of promotion machinery for personnel not yet covered by career fields.
Joseph Boswell Funeral Wednesday
Funeral services for Joseph Boswell were held Wednesday afternoon at 2 o'clock at Backs, Campbell and Kaulbars chapel with the Rev. J. F. Cowee, pastor of Calvary Baptist church, officiating.
Mr. Cowee was born in England and had lived in Anaheim and vicinity since 1930. He passed away on Sunday, Oct. 3.
Surviving are his wife, Louise of the home on East Ball road; three sons, Robert Boswell of Washington, Pa., Edward and Thomas Boswell of Fullerton; seven grandchildren and a brother, James Boswell of Hamburg, N.Y.
Interment was in Fairhaven cemetery.

A baby son was welcomed by Mr. and Mrs. Albert S. Tousseau, 14891 Wagner road, Anaheim, at Fullerton General hospital last Tuesday.
