'Limited Participation' Cuts Proposed Sewer Tax Rate in District to 10 Cents After months of negotiation, the board of supervisors of Orange county last week took the longest step so far in providing the county with a long range water program, by forming the three "limited participation" sanitation districts, covering the greater part of the county's agricultural areas. The three are District 2, which extends from Orange to Yorba Linda and includes Anaheim, Garden Grove, Placentia, Brea and the east half of Fullerton, 3, which extends from Talbert to La Habra and includes Westminster, Midway City, Los Alamitos, Stanton, Cypress, Buena Park and the west half of Fullerton, and 7 which includes Tustin, El Modina, Lemon Heights, Panorama Heights and the valley area of the Irvine ranch. Formation of Districts 4 and 9 await hearings to be held August 3. With the formation of the districts the major step toward carrying out the program will be the calling of bond elections in the various districts to finance actual construction. These bonds, like other bonds issued by any political subdivision in the state, will require the approval of two-thirds of the voters at elections called for that purpose. No district election has yet been called and none can be called in time to include bond payments in the coming county tax levy. If and when voters approve of the bond issues, the rate in districts 2 and 7 will be 10 cents per $100 of assessed valuation. In District 3 it will be 12 cents. Under the original county-wide sewerage plan submitted by the board of consulting engineers last July the rate in this district would have begun at 35 cents per $100 of assessed valuation and would have gradually decreased until the bonds were paid. The taxes to be levied in Districts 2, 3 and 7 — if bonds are voted by the electorate — will provide for construction of joint works of the various districts, including trunk lines south of Ellis avenue to the ocean, with a treatment plant and an ocean outfall 7000 feet long instead of the 15,000 line originally recommended; also the purchase of the existing works south of Ellis avenue now owned by the joint outfall sewer group of cities and sanitary districts. In these works all property of each district would participate.
