DEPARTMENT OF PUBLIC WORKS, St. Boniface Church Christmas Day Services Christmas Day services for St. Boniface Catholic church have been announced by Rev. Fr. Henry W. Gross. High Mass will be observed at 6:30 a.m. with music by the men's choir of the church. At 8 a.m. Low Mass, the girls of Marywood school choir will sing. The Parish school choir will sing for the Low Mass at 9 o'clock Christmas Mass for the Ara Ceoli service. Another Low Mass will be observed at 10 o'clock. Cost of Fishing Also Advances; Licenses Up $1 (Western News Service) The State Division of Fish and Game says it has approximately $3,000,000 worth of 1948 fishing licenses ready for distribution, and announces that the licenses will be on sale within the next few days. The new licenses may be purchased, the division said, at any of the division's 2,600 outlets throughout California, and at any of the five fish and game offices, located at San Francisco, Los Angeles, Fresno, Redding, and Sacramento. Licenses next year will cost fishermen $3 instead of the familiar $2.. Non-residents will pay $5 for a seasonal angling license, and $3 for a ten-day license. Alien angler's licenses jump from $5 to $25, the division said. The division expects that before the season closes next year, some 800,000 Californians and others will have purchased angling licenses. Appearing before the McCarter interim committee on mii affairs, Richard A. Graham, Valley, now a warrant officer in the military service, asked the legislature bring veterans as himself under the home benefits. The present law, he said titles only those who have re ed an honorable discharge in the military service to be under the law, denying such p leges to those whose bon residence is California but can qualify because they have ad d the service as a career. The change in the law w provide that "veteran means person who served in the mil or naval service of the U States on or after December 1941, and before the first day January, 1947, has rec an honorable discharge there or has been released from a duty under honorable cond or who after such service fo united States has continue such service under honorable ditions, and who was at th e end of his enlistment, induction, mission or drafting,a bo MER. Say 5.5% Return Enough For Phone Company (Western News Service) David A. Kosh, chief of the Public Utilities Division of the United States Treasury Department, testified this week that he believes a net return of from 5 to 5.25 per cent is a sufficient earning for the Pacific Telephone & Telegraph Company in California. Kosh's recommendation came after a day-long appearance on the witness stand in the company's rate case before the California Public Utilities Commission. Previously, Dr. Ralph E. Badger, economist retained by 35 California cities, and the California Farm Bureau Federation testified that he believes 5.5 percent is a reasonable rate of return for the company in California. Engineers estimate that the utility is seeking about 6.75 per cent as a net return on its California investment. In the aggregate, a request for a $30,000,000 annual gross increase in its income is sought by the company. Recently, Arthur T. George, company counsel, reported informally that the company is planning to request $6,000,000 to $8,000,000 more than the $30,000,000. So far, the commission has granted the utility an interim, emergency increase totaling $16,000,000 on an annual basis, pending final determination of the case. On January 12, at Los Angeles, Kosh will be cross-examined by company attorneys and the City of Los Angeles will submit evidence. On January 26 at San Francisco, commission staff members are expected to introduce results of their studies, in evidence. The survey showed 63,525 of eggs in storage as compared with 99,176 in November, 1946; butter had dropped from 1,449 pounds to 548,140 pounds this year; poultry stocks were up 7,674,361 pounds this year as pared to 5,830,227 last year. There is more turkey in storage plants this year, being estimated at 5,476,424 pounds against 3,824,654 pounds for same week in November.
