Sealed proposals will be received at the office of the State Highway Engineer, Room 808, State Building, Los Angeles, California, until 2 o'clock p.m. on December 11, 1947, at which time they will be publicly opened and read in the same building in a room to be designated on the day bids are opened; for construction on State Highway in accordance with the specifications thereof, to which special reference is made, as follows:
Los Angeles and Orange Counties, on Lakewood Blvd. at Flower St., at Stanton Ave. and Lincoln Ave., at Spadra Rd. and Orangethorpe Ave., and at Tustin Ave. and Chapman Ave. (VII - L.A. Bids are required for the entire work described herein.

'Voice Gestures' Topic of Speech Craft Course
Voice gestures were discussed during the sixth session of the Speech Craft course, offered by the Anaheim Toastmaster's club each Monday evening in La Palma Grill, this week. Two more lessons will complete the series, club spokesmen stated.
Table topic of the evening was presented by Kenneth Heuler. Members discussed "Is Congressional Investigation of Communistic Activities Under the Jurisdiction of Congress?"
The meeting was opened by president Aubrey Van Verst. Toastmaster of the evening and for the speech craft session was Robert H. Allen who introduced the three 10-minute speakers.
Leslie Sim spoke on "You Speak With Your Voice"; Earl E. Smith urged the group to "Demonstrate With Voice Gesture," and Dick Weese, guest from Fullerton Toastmasters Club No. 37, discussed "How to Speak With Words."
Regular after-dinner speakers included Ralph Alexander who discussed "Four Points of Selling" and Philip Selfridge, new member, who gave an impromptu dissertation on "My Hobby."
Critic for the evening was Royal Marten. Guests, in addition to Weese, included Joe Schade of Fullerton Club 37, and C. Garshwiler who was introduced by Dr. B. D. Roberts.
Next week, subject of the seventh speech craft course will be "Types and Occasions of Occasions." Table topic master will be Herman Hoch. Vic Huber will serve as toastmaster and course instructor. Leslie Sim will hold the berth of critic.
Roma Wine Co. Grape Buyer To Become Broker
Announcement was made this week that Max Bartholomew, who has headed up the grape buying department for Roma Wine company, California Vineyards association, Cresta Blanca Wine Co., In., and affiliated companies, is planning to open offices in Fresno as a wine and fruit broker.
According to James K. Herbert, president of California Vineyards association, Bartholomew will continue to buy grapes for that concern during the grape and crushing season and will serve as consultant in grape buying during the other months of the year.
Bartholomew, who is well known throughout the state among grape growers and vintners, will maintain his brokerage offices in Fresno at a location to be announced later.
Navy Relaxes Rules Relating To Recruits
Some relaxation of the Navy's rather strict physical requirements of young men wishing to enlist were announced this week by Chief Malcolm R. Mansfield, recruiter in charge of the Santa Ana Navy recruiting station.
Inability to distinguish colors will no longer keep men from 17 to 30 years of age out of the Navy, Chief Mansfield said. Among many other requirements which have been relaxed are those relating to eyes and teeth.
The Navy enlistments for three, four and six years are unchanged, the chief said. He invited interested young men to call in person at the Navy recruiting station, post-office building, Santa Ana, or call Paul Neja, Sr., Melrose street, Anna appointed instructors. Alkali Removal From Soil To Be Demonstrated
Two alkali reclamation demonstrations are scheduled for next week, said W. M. Cory, assistant farm advisor. The first will be held at the Charles Parr ranch, one quarter of a mile south of Garden Grove boulevard, on Eucalyptus street, Westminster.
Alakli reclamation is underway on both properties.
Causes of the accumulation of saline salts and methods involved in their removal will be discussed at these field meetings.

County Gets $156,597 From Gas Tax Fund
Of the $6,920,295 apportioned to the 58 California counties during the period of July 1 to September 30 from state gasoline and use fuel tax revenues, $156,597 was Orange county's share, it was revealed in a release from the office of Thomas H. Kuchel, state controller. Nine California counties received more, and 46 had less. Los Angeles county's share was $2,561,332 and Alpine county received the least, $7741.
Gross collections for the quarter were $26,847,669. Of this amount $3,677,730 represented additional gasoline taxes collected as the result of the increase of 1½ cents a gallon under the 1947 Highway Act goes into the Highway Users Tax Fund. Incorporated cities will receive $1,730,007 for expenditures on major streets and an equal amount will be expended by the division of highways within cities.
Beck Services Held Saturday
Funeral services were conducted for Charles Edward Beck, 68, Saturday evening at 6 o'clock from Hilgenfeld chapel. He was found dead Wednesday of last week in a hotel room in Los Angeles.
A native of Illinois, Beck has been a resident of California for the past 23 years.
He leaves his widow, Lottie May Beck of Palm Springs; one son, Roy Edward Beck; one daughter, Mrs. Jean Mae Sweeney, both of Palm Springs; one brother in Colorado; three sisters in Nebraska, and two grandchildren.
Entombment was in Melrose Govern Los Angeles.

Paul Neja Heads New Junior K.C. Rifle Club Here
Paul P. Neja, Sr., of 112 South Melrose street, Anaheim, has been appointed instructor of the Kay Cee Jr. No. 73 Scout Rifle club, it was announced this week by the National Rifle Association. The organization was granted the junior club charter in conjunction with the NRA's national youth program.
The new club will feature various phases of target shooting. Membership is open to boys and girls under 18 years of age. Instructed by Neja, the youngsters will learn the fundamentals of rifle shooting and the correct way to handle firearms.
Paul Neja, Jr., was elected president of the newly organized rifle club. Other officers include Ronnie Bevins of 322 North Pine street, vice-president; Robert Santibanez of 116 South Vine street, secretary, and Ernie Huenemeyer of 331 North Pine street, treasurer.

FHA-Insured Vet Loan Funds Are Exhausted
Effective immediately no more applications for FHA-insurance of mortgages under Title VI, Sections 603 and 608, of the National Housing Act, may be accepted by the local FHA office according to Washington instructions received in a wire to southern California district director, John E. McGovern.
McGovern explained that the allowable insurable amount has been exhausted and that no more applications may be accepted unless additional authorization is granted by the Congress.
Title II, Section 203, of the National Housing Act, involving projects consisting of from one- to four-family units, either to be built or already constructed, remains in full force and effect, McGovern stated.
