Test On Tidelands Next month the question of the federal government's tideland grab comes up before the United States Supreme Court. The case, as you may know, was fostered and espoused by the Department of Interior, during the incumbency of Harold Ickes, who changed sides with the alacryt of a man going over a fence impelled by the hot breath of an angry bull. While secretary of interior, Mr. Ickes first opposed, and then instigated, an attack upon state's rights to tideland claims, and the pending suit is the product of his latter point of view. San Francisco, profoundly affected by the suit, can find satisfaction in the fact that Fred N. Howser, the present state attorney general, is carrying along at full speed the baton relayed to him by his predecessor in office. California, whose tideland areas embrace immensely valuable reclaimed lands — San Francisco's port and waterfront facilities, for example — and sub-surface resources rich in oil, has been leading the fight against the government suit. Behind this state's attorney general have been marshalled forty-five other state attorneys general.
