OPA Gives Details Of Vets' Housing Enforcement Plan All veterans who have bought or may buy a house built under the Veterans Emergency Housing Program were assured today by Ben C. Koepke, OPA Southland rent chief, that the price agency will aid in every possible way in tion, unless sold sooner to a veteran. This applies to homes government approved for buil ing on or before August 6, 1948. Q. What if approval to build was granted after August 6, 1948? A. Then the house must be h for sale to veterans during c struction and for 60 days a completion if not sold sooner to veteran. Q. Do these requirements apply also to the resales of houses b under this program? A. Yes. Q. Does "veterans preferer apply to housing built for rent. A. All units built for rent un the program must be offered rent to veterans during constru ction and for 30 days after completion unless the unit was rene sooner to a veteran. Q. How will I know that a h is being built under the Veteran Emergency Housing Program? A. Where Of Vets’ Housing Enforcement Plan All veterans who have bought or may buy a house built under the Veterans Emergency Housing Program were assured today by Ben C. Koepke, OPA Southland rent chief, that the price agency will aid in every possible way in safeguarding their rights under the program. The housing expedition, Wilson W. Wyatt, has recently delegated to OPA the responsibility of enforcing veterans preference requirements and maximum sales prices and maximum rents on housing built under this program. “With the help of the veterans themselves, the nation-wide compliance and enforcement program now getting underway will assure that veterans get the houses built for them at the legal ceiling prices”, Koepke said. “It is vital, however, that veterans understand the program and help by reporting any violations or attempts to violate promptly to their local OPA area rent offices.” The following questions and answers covering the most important phases of the program have been prepared for the information of both builders and veterans. Any other questions about the program should be directed to local OPA area rent offices. Q. What is the aim of the Veterans Housing Program? A. The objective of this program is to start the building of 2,7000,000 homes in 1948 and 1947 at prices veterans can afford to pay. Q. What new responsibilities have been given to OPA under this program? A. OPA has been delegated two new responsibilities by the housing expeditor—(1) To enforce the ceilings on rentals and sales prices set by FHA on houses and apartments built under this program, (2) To see that veterans get first chance to buy or rent these new dwellings. Q. How will OUA handle these responsibilities? A. The more than 500 OPA Area Rent Offices and the OPA regional enforcement staff will be responsible for OPA’s part in the program. Q. What are the “veterans preference” requirement of this program? Sidener, a resident of Anaheim for 28 years, passed away in Santa Ana on Tuesday following a long illness. She was born in Iowa in 1860. Surviving are two daughters, Mrs. F. D. Carey of Santa Monica and Miss Gertrude Warner of Santa Barbara. Funeral services are being conducted this afternoon (Thursday) from the chapel of Backs-Campbell and Kaulbars mortuary at 2 o'clock with burial in Anaheim cemetery. Yes, you must register the ceiling rental set by FHA with the OPA Area Rent Office within 30 days after first renting, if you live in an area under OPA Rent Control. Q. I am a veteran and I am planning to buy a home. The seller has had offers from several veterans. He will sell to me if I will make him a side payment of $500 extra. What shall I do? A. Get in touch with your OPA Area Rent Office immediately, and they will advise you. Q. I believe I have paid more than the legal ceiling price for a house built under the program. What can I do? A. Report the matter to your OPA Area Rent Office. If you pay more than the legal price for a new home you will have to pay part of the overcharge out of each month's earnings for years to come. That is why it is important that you cooperate with OPA in strictly enforcing ceiling prices. Q. How will the OPA Area Rent Office enforce the regulations under the veterans emergency housing program? A. The OPA Area Rent Office will check up on compliance, hold compliance conferences and help get refunds in cases where purchasers or renters of dwellings built under the program paid over ceilings. Q. Will CPA take any legal action in cases of violation? A. Cases of willful and negligent violations will be turned over by the OPA Area Rent Office to the Regional OPA enforcement staff for legal action which may involve criminal penalties. Q. Do veterans preference requirements and ceiling prices apply to the sales of all structures being built under the program?
