The State Army (An Editorial From The Orange Daily News) The military establishment of the United States, is primarily responsible for the security of the country, including the coasts. There should be no doubt, in the mind of anyone, that it is the only competent organization capable of assuming that responsibility. It is this fact, doubtless, that has moved the state legislature to inquire into the necessity for the rather imposing state army proposed by Governor Olson. The Governor's guard budget, proposed to the legislature and printed in the assembly journal of Dec. 21st, provided for an expenditure by the state of some $37,000,000 annually for the support of the state army. The officers of the proposed army, all to be approved by the Governor, were amply compensated. Mr. Olson proposed 13 colonels, at $6596 salary per year, each; 39 lieutenant-colonels at $5700; 65 majors at $5148; 312 captains at $4032; and more than a thousand junior officers at pay appropriate to the grades; in all, the officer expenditure would approach five million per year. The legislature naturally examined the proposal in relation to the requirements of the state's security and was not deeply impressed. It set up a committee to make a study of the state's real needs and will doubtless make ample financial provision for them. On the face of the present situation, it appears that Governor Olson will be required to rest some of the defense on the U.S. Army and will not be given $37,000,000. To a good many people, it will seem entirely safe to leave the coast defense to the army of the United States, providing such auxiliary armed forces as the U.S. Army specifically requests. to the grades; in all, the officer expenditure would approach five million per year. Priorities officials have granted a preference rating to manufacturers of hot-dip tinned and tin-plate dairy equipment although only enough steel will be allocated to produce 1,340,000 milk cans needed for normal replacements and to handle additional eight billion pounds of milk.
