STATE ALMOST OUT OF RED INK California is going to stop seeing red in the very near future, financially speaking. After traversing the dark valley of the depression years while deficits rose mountain high, California is nearing the brighter uplands. During the past year, the general fund cash deficiency has been slashed by one-half. The total deficiency, now nearly down to the $34 million mark, is swiftly declining and it won't be long, according to estimates of the State Controller's Office, till California is wholly out of the red. And then will legislators hungrily re-fill long empty pork barrels, vote big appropriations for pet projects with cheery abandon to celebrate the end of their depression diet when big appropriations went to relief almost exclusively? The sad truth is that they probably will, unless action is taken to protect a big, soon-coming surplus. Oklahoma neatly solved the problem by enacting a constitutional amendment this year which placed state finances on a hard-boiled pay-as-you go policy, outlawing deficits. No money — no appropriations. Its State Board of Equalization estimates total revenue beyond which the Legislature cannot appropriate—without levying new taxes! That's a measure with teeth in it! We Don't say California should clamp so tight a padlock on its treasury, but with good reason it could follow the proposal of economy minded legislators and effect a decisive reduction in State taxes by far simpler means, would achieve much the same ends, reducing available funds for pork barrel sprees and easing the strain of Federal taxation. It's small gain if California climbs out of the red only to plunge into it again. The next move is up to the voting citizens. $10,000 In Prize Offered at Annual Turkey Pageant Copies of the 20-page prize list offering nearly $10,000 in prizes to be awarded at the annual Hemet Utility Show and Congress, November 7; 8, and 9, were mailed this week to turkey breeders and potential exhibitors through the western states. An unexpected number of entries indicates that this show will have more exhibits than any of the previous according to Miles E. Nixon secretary of the Forty-sixth trict Agricultural Association sponsors of the event. Nickles announced that arrangements are being completed for "kick-off" luncheon November in the mess hall of the branch of the Ryan Schoen Aeronautics. Luncheon was served to more than 400 people including public officials and prominent in the turkey industry. The luncheon will be followed a tour of inspection of the school where nearly 300 army corps cadets are receiving primary training. A new entertainment feature this year's show will be a dance contest to select a championship square dance. A substantial cash prize will be awarded to the winning team smaller cash prizes will be given to the teams placing second third. Teams will consist of dancers and each team will its own caller and musician. Church Services Foursquare Church “Where Is My Boy Tonight?” is the subject of Rev. Ruby Fisher’s sermon at evening worship, 7:30, this Sunday. It will be dedicated to all the boys in the army camps. There will also be a crusader service for the youth at 6:15 p.m. Grace Lutheran “Since a Dead Faith is Dead, Why Not Bury It?” is the subject chosen by Rev. C.H. S. Hünziker for this Sunday’s sermon at 10:30 a.m. The evening service at 7:30 will be participated in by the young people. Operators Urged to Obtain New License Motorists of Anaheim who are still driving with "good until revoked" licenses should lose no time in going to the nearest office of the Department of Motor Vehicles and having them renewed. According to advices received by The Anaheim Gazette from Sacramento the Highway Patrol has been ordered to issue citations to all persons driving with such licenses. The order, issued by Chief E. Raymond Cato on approval of James M. Carter, Director of Motor Vehicles, instructs Highway Patrol officers to give an order of cancellation to drivers with good until revoked licenses and to instruct them to get new licenses at once. The officers will make periodic checks in which all passing motorists will be required to exhibit their licenses. All good until revoked licenses were cancelled several months ago by Director Carter as a safety move designed to eliminate unfit drivers. Those seeking new licenses will be required to submit to a vision test, a written examination on common driving rules and to demonstrate their ability to drive safely. "To Buy or Not To Buy" Shanghai, China, July 17th, 1940. One of the things I came to buy was a new stove for the kitchen. The old one was picked out of a junk heap and fixed up to use. Before we got to it the thieves had stolen all the lids and all the doors. We had to have all these recast before we could use it. The local iron master did not get a very good fit and we have had fits with the smoke ever since. Now a cast iron wood burner is a heavy piece of luggage, and when I don't know just how we will be getting back home it is questionable whether or not to buy. However, late this afternoon I decided to buy and have it crated ready to take back to Ningpo. They put it in two crates for me so that it would be a little easier to handle. The whole thing weighs 700 pounds and that is quite a load to carry overland on the shoulders of coolies! There is still no way to get back to Ningpo. Today the paper carried news of a landing party of Japanese soldiers near the city and heavy bombing raids. I wired Ellen that there is no way to get home but have had no answer. However, now I am ready to go any time there is a way through. I have arranged with the shops to return my purchased goods in case I must go through without luggage. There will be a $25 packing charge on the kitchen stove and $5 packing charge on the provi- Hunting Season Migratory Fowl Is Established Boundaries Defined On Closed Areas, With Open Dates Given Fish and game officials of California, Arizona, and the U.S. Fish and Wildlife service conferred recently at Yuma, Arizona, on the migratory waterfowl season along the Colorado river. Federal regulations provided for the shooting of waterfowl on the California side of the river on October 16; on the Arizona side, from the middle of the river, on November 2. At the meeting a uniform open shooting season along the river was agreed on, as follows: Starting at a point on the Colorado River where the States of Nevada, Arizona and California intersect, thence westerly ten miles, thence southerly a strip 10 miles wide from the center of the Colorado River to the Mexican Border, thence from the Mexico border to the California-Arizona line including all streams and sloughs within that area shall be closed to the hunting of waterfowl between October 16 and November 1, both dates inclusive. The balance of the state shall be open to waterfowl shooting between sunrise and 4 p.m. from October 16 to December 14, to coincide with the Federal regulations. Avocado Field Day Announced For La Habra Culture of Fruit To Be Demonstrated By Institute Experts An avocado growers field tour for demonstration of orchard practices in connection with avocado culture is to be held the afternoon of the Avocado Institute on October 31st, at La Habra. This decision was made by the program committee of Orange and Los Angeles Counties, headed by H. H. Gardner, Orange, Chairman of the Orange County group. Four orchard stops and demonstrations are scheduled for the afternoon—one will be in the La Habra area to observe results of orchard thinning of closely planted trees. The other three stops will be the Yorba Linda district, another prominent avocado producing area of Southern California. Demonstrations in the Yorba Linda district will include permanent cover crops, springer irrigation, fertilizers, topworking, changing from citrus to avocados, and effect of excessive water on tree roots. The Institute program starts at 9:30 in the morning at the Washington grammar school, La Habra. Orange County Man To Head Exchange Donald Beach Kirby, of Newport Beach, was named president of the California State Builders Exchange at the sixteenth annual convention of the organization last week. A resolution adopted by the state organization, strongly favored compulsory arbitration and urged immediate state and federal legislation covering it. The Exchange delegates felt that the best interests of the public are not served by strikes and shut down of production. The loss of earthly hopes and pleasures brightens the ascending path of many a heart. The pains of sense quickly inform us that the pleasures of sense are mortal and that joy is spiritual.
