Interest Charged On Redeemed Tax
New Law Applies Through Third Quarter; Some Exceptions Made
Interest instead of penalties is now being charged when delinquent taxes are redeemed. This is the statement of the county auditor who explains that it is possible under chapter 890, an enactment of the 1941 legislature. The act became effective on the first day of July.
"The new law, which is applied through July, August and September, requires this office to total the amount of taxes which are delinquent, but without adding costs or penalties. Then to this total of taxes is added interest at the rate of five percent per annum from July 1 of the year of first delinquency. The maximum interest that may be charged is 15 per cent."
“There are two exceptions to the act, however. The first is that when only the 1940-41 taxes are delinquent—that is, of the tax year which closed June 30—the tax collector's costs and penalties are rtained, and an additional penalty of one per cent per year of the taxes, effective the first day of each month, combine with the delinquent taxes to make up the amount required to redeem. The other exception is when an installment payment is made instead of full-redemption,” the auditor said.

More than 200 community workers in Riverside, Orange, Bernardino and Los Angeles counties will be given literally taste of military life as 4,500 officers and men of the California State Guard mobilize at San Anita race track, Sunday, AuguThis list of invited guests “officers mess” at noon off-day includes newspaper publishers, two officers from each Clerk of Commerce in the four counties, the mayor of each city, members of the state legislature in four counties and the member of the four county boards of supervisors.
Among the officers who were as hosts to the civilian guest be Adjutant-General J. O. B. van, from Sacramento; Col Rupert Hughes, Jack Hastings and John C. French; approximately 18 majors, more than 400 retains and more than 100 lieants. It will be a typical meal, similar to that served officers in line of duty. In meantime more than 4,000 commissioned officers and ened men will be enjoying noon served in typical army styles.
This will be mid-day intension in a busy day of squads.”

LEGAL NOTICE
SALE OR TAX DEEDED LOTS
Notice is hereby given that the City Council of the City of Anaheim will at the meeting of said Connell to be held at the City Hall, on August 12, 1941, sell the hereinafter described property upon the conditions and the manner hereinafter set forth:
1. Sealed bids will be accepted by the City Clerk for the purchase of said lots up to 8,000 o'clock P. M. of August 12, 1941. Upon the opening of said bids the same will be announced publicly, and thereupon any person present may increase the highest bid for any parcel by a bid at least ten (10%) per cent higher than the highest thereof, and thereupon the City Council will entertain additional oral bids. All bids, whether written or oral, shall be accompanied by cash or a certified check in an amount equal to at least twenty (20%) per cent of the bids as a guarantee of attentive performance. Upon the failure of the bidder to pay the balance of the purchase price at the time that a deed and policy of title insurance is issued to him, such 20% deposit shall be forfeited to the City.
2. This property is offered upon the understanding that in the event said City is unable to convey title free and clear of encumbrances, except restrictions, conditions and rights of way of record, that said City will be without liability for such failure to convey, and thereupon the purchase price or any part thereof deposited by the bidder shall be returned to him by the City.
3. With each deed the City will deliver to the purchaser a policy of title insurance to be issued by the Orange County Title Company in an amount not to exceed the purchase price, insuring the title to be in the purchaser free and clear of all encumbrances, except conditions, restrictions and rights of way of record.
4. The City Council reserves the right to reject any and all bids offered. In the event that no written bids are received on any parcel, the Council will entertain oral bids upon the terms and prices herein set forth at the time of sale herein set forth.
5. The following are the parcels of property offered for sale:

When the taxpayer has been making installment payments on the total amount of back taxes and wishes to redeem in full, the amount due is refigured, the county auditor further explains, to conform to the new law, giving full credit for all interest and installments paid.
Mrs. Mary R. Darling Burial Tomorrow
Mary R. Darling, 80, a native of New York who later moved to Nebraska and for 15 years a resident of Anaheim and vicinity, died early Tuesday evening at an Orange hospital after an extended illness. She leaves two sons; J. A. Wilson of Anaheim and C. T. Wilson of Beaver Crossing, Nebr.; one daughter, Mrs. E. E. Taber of Anaheim; two brothers, John and Ernest Rumsey both of Nebr.; eleven grandchildren and ten great grandchildren. She was a member of the Salem Evangelical Church and of the Royal Neighbors Lodge of Beaver Crossing, Nebraska.
Funeral services will be conducted from the Hilgenfeld Mortuary, 120 East Broadway, Friday at 2 o'clock. The Rev. S. F. Hilgenfeld will officiate and burial will be made in Loma Vista cemetery.
Death Summons Mary E. Wrigley
Mary E. Wrigley, 86, a native and resident of Illinois until she came to Orange county, California, 22 years ago; died early this morning at the home of her son, Walter M. Wrigley, 412 N. Nicholas Ave., Fullerton, after an extended illness. She is survived by three daughters, Mrs. R. E. Hohnke of Blythe, Calif., Mrs. Thomas Haggerty of Fresno and Mrs. G. W. Baird of Fullerton; one son as above and five grandsons. She was a member of the Seventh Day Adventist Church.

It will be a typical meal, similar to that served officers in line of duty. In meantime more than 4,000 commissioned officers and exiled men will be enjoying noon served in typical army style.
This will be mid-day intersession in a busy day of squadron company, battalion regimental maneuvers culminating in the largest parade formal review of State Troops ever held in the United States.
The distinguished civilians will be guests of the office noon mess; will occupy seating in the trade at four o'clock in the noon. Seats in the grandstand will be available to families friends of all guardsmen and the public generally. There be no charge of any kind.

The recent creation of the aviation cadet in the Army corps that will put army cadets on a uniform pay allowance basis with those in U.S. Navy and U.S.Marine has been announced. Legislation covering this action has resulted both presidential and war department approval resulting in cadets being immediately trained in the new category for efficient training.

Long-Time Resident
Summond by Death
Mrs. Clara E. Reese, 61, who for many years had been a resident of this locality, passed away at her home in West Anaheim last Friday. Born in Bellville, Ill., she came to California 34 years ago.
Surviving are a son, Horace E. Atcheson of Little Rock, Calif., four daughters, Mrs. Margaret Kingsley, Glendale; Mrs. Helen Mitchell, Huntington Beach; Mrs. Clara Stewart, Anaheim; and Mrs. Alma Young, Little Rock. Eleven grandchildren also survive.
Services were held at Backs, Campbell and Kaulbars funeral parlors on Monday, with interment being made in Loma Vista cemetery.
RAILROADERS' PICNIC
Thursday, August 14, at Long Beach, will be held a joint "get-together" picnic held by retired railroad workers from Long Beach, Los Angeles, Sacramento and San Jose. It will be an all day affair with a program starting at 10:00 o'clock. Prominent speakers and the municipal band will be in attendance.

Board On Whereabouts
Forty-six Orange county draft registrants have been listed as delinquent for having failed to properly inform their respective draft boards as to their whereabouts. Board 170, Orange, reports 10 draftees; Board 171, Newport, 11 and Board 172, Santa Ana, 25.
It is pointed out for future guidance of registrants that it is a penal offense to fail to keep his local draft board informed of his correct address. Conviction of the offense carries a fine and imprisonment.

Proves Success;
Made Annual Event
Four-hundred Anaheim people flocked to Irvine Park Tuesday night to attend the joint Young Ladies' Institute and Knights of Columbus picnic. The event proved so successful that it was unanimously decided to make the picnic an annual affair.
The dinner started at 6:30 p.m. Baked beans, potato salad, sliced tomatoes, rolls, ice-cream, coffee and punch were served. Stan Zinda and Miss Agnes Callens were in charge with a committee composed of Mr. and Mrs. Charles Donohue, Mr. and Mrs. Fred Hepp, Ude' Bauer, Miss Vernia Pholman, Charles Wilson and Mr. and Mrs. Vic Peltzer helping.
An orchestra from Orange furnished music for dancing after dinner had been eaten.
