Orange County Tax Assessment Below Average Slight Gain Noted Over 1940 Assessment; San Diego County Leads According to a compilation by the State Board of Equalization recently released, covering taxation of propriety owners in this state, it is shown that for the 1940-41 tax year an average of $4.18 per $100 was paid. In 1940 the average assessment amounted to $4.12 per $100, giving a 6-cent raise for the current year. In comparison to this state-wide average, the average rate of county, city, school district and other special or general taxes in Orange county amounted to $3.59 per $100 assessed valuation last year. In the summary of county ratings it is shown that Alpine county headed the list for low, the rate for that district being $1.45. San Diego county headed the list with a rating of $5.29. Fred E. Stewart, Oakland member of the Board, explains that it was necessary for the board to determine the average rate of local taxation in order to adopt a rate to be applied annually to the rolling stock of car companies whose holdings are taxable under the private car tax act of 1937, the taxation rate been gestablished at $3.80 per $100. Telephone Co. Launches Project For Defense Aid Our Territorial Outposts ALASKA: A Land of Gold and Fur, Becomes A Land of Guns and Men ALASKA—Uncle Sam's vast domain on the north extremity of the North American continent, long consigned only for its potential wealth sources; the bone of content among the various political divisions of government administration; considered at the time of purchase in as a useless acquirement and an item of expense; is coming into its own as a useful member of the union, providing a vital link in the chain of national defense. With an allocation of $90,000,-000 to be used primarily for the establishment of defense units along the 2,500 miles of shore line that extends from Annette island in Southeastern Alaska, to isolated Attu island at the extreme tip of the Aleutian islands group, and including an airbase unit at Fairbanks in the interior, the northland presents a defense barrier that will be hard for an invader with unfriendly design upon the peace of the nation to penetrate, whether from the East or elsewhere. NAVAL BASES In establishing naval bases the planners of this defense sector choose wisely and well. First in the chain of these bases is the one established at Sitka, the old Russian capital and for a time that of the territory. Here is being expended nearly $4,000,000 in building a naval airbase and repair station. It is a strategic location, offering a close cruising cooperation with defense units of the Pacific coast. Next to be considered is the naval and airbase at Kodiak, on near Juneau; and at Yakutsk miles northwest of Sitka. J. Rossberg, telephone company manager. This undertaking, covering construction of a pole line along an 88-mile route from Yermo to Cadiz, both in San Bernardino county, and the stringing of additional wires from Cadiz to Danby, is in addition to three other larger long distance schedules previously announced and will provide twenty-four talking circuits. The other long distance jobs are construction of an underground toll route between Santa Ana and Del Mar at a cost of $1,000,000, the placing of an underground cable between Los Angeles and Newhall at a cost of $326,000 and the building of new facilities between Newhall and Yermo, including a pole line and repeater stations, at an expenditure of $716,000. The Newhall-Yermo route is included in a $1,360,000 enterprise embracing construction to Salt Lake City. Rossberg said that the Yermo-Cadiz toll line will provide a cross-connection between the Newhall-Salt Lake City lead now under construction and the Los Angeles-Kingman lead and thus will add to several existing routes, provide an alternate route into Los Angeles, and give greater assurance of service continuity through making possible a flexible plan of emergency circuit arrangements. Work on the new job will be pushed through the summer to make possible the use of the additional facilities at an early date. Still further to the west, about 750 miles distant from Kodiak, is Dutch Harbor (Unalaska) where also is located a similar base of about the same dimension as the one at Sitka. With this trio of naval units closely patrolling the North Pacific, supported by air forces, it is doubtful if an invading sea force could effectually penetrate to the northwest limits of the union for the purpose of doing damage. Attu island, the western extremity of the Aleutian group., affords an excellent site for an observation post and should present plans be carried out one will be established there. Alarmists have pointed out that it is but 600 miles to this lonely place from Paramoshiri, the powerful Japanese naval and airbase, and but 1,700 miles to Dutch Harbor. In this day of speed, both on sea and in the air, it is doubtful if an Eastern invasion could be effectively carried out for such an invasion would have to have a supporting convoy of supplies. A submarine flotilla would prevent such an undertaking.
