THE LEGISLATURE MEETS On the eve of the Legislature's regular session at Sacramento next Monday, State Controller Riley has wrapped up a bundle of holiday cheer in his announcement that California' income is now greater than its expenditures, and that the general fund cash deficiency is dropping rapidly. As against this welcome year-end accounting of California's finances, there is the fact that revenue hunters' appetites have by no means been appeased. Demands for new taxation are already being sounded, particularly for revenue from that already heavily tax-ridden source—gasoline. Although California's vehicle owners have been pouring increasing millions into the State treasury with each passing year, it would be a mistake to conclude their capacity to pay is unlimited. With annual gasoline costs per motor vehicle now $135.75, State and Federal taxes, as well as levies hidden from the consumer, already comprise $39.39 of that sum. The California motoring public even now pays millions in Federal gasoline taxes yearly which are never returned to this State for road construction, as was the declared intention when that "temporary" tax was enacted. Proponents of more and higher levies upon motor vehicle owners point to California's strategic defense situation and the vital importance of her roadways to that defense. None denies California needs better roads and sturdier bridges. But these are properly national defense needs, a responsibility to be shared and supported by the nation as a whole, and not undertakings for Californians alone to support. Between the Headlines By Fleetwood Lawton BRITAIN'S NEW ENVoy Within the next few days, within the count Halifax, until recently a reign secretary in the Churchill cabinet, will be arriving in the United States by clipper plane in his new capacity of ambassador. Lord Halifax comes to this country at a moment in history which may be of decisive importance to the outcome of the war and therefore to the future of the entire world. Despite the fact that the most ambassador was one of the ministers who supported the Neville Chamberlain's disastrous appeasement policies, he is a man of unquestionable ability and great personal prestige. His outstanding tact and his eagerness try and understand the other man's point of view will stand him in good stead and may perhaps counterbalance the ascetic pearance and aloof manner which make it highly unlikely that Halifax will ever be able to achieve the warm and immediate popularity which Lothian enjoys. Lothian did much indeed promote between Great Britain and the United States a more complete mutual understanding that perhaps, has ever before existed. The first duty of Lord Halifax will be the consolidation and eventual possible, the still further amplified. from the consumer, already comprise $39.39 of that sum. DAD'S WEEK Give a thought to the Forgotten Man. This is his week. He's the man who figures in the post-holiday mail. Now that the warm flood of Christmas time letters and happy New Year greetings have reached ebbtide, he's the recipient of that cool stream of communications which ever follow these holidays as night follows day. These little communications, sparing of words and right to the point, are also known as bills. No member of the family will hurry to greet the mailman and seize these letters from him, as they did last week and the week before, when the postman brought greetings of a different sort. No, indeed! This is the time when Dad comes into his own. The first of the month bills, now falling due, are part of the aftermath of one of the most bustling, prosperous Christmas buying seasons the country has ever known. Officially, of course, Dad's Day is months away. But as a supporting silent—and sometimes not so silent—partner of a shopping holiday that put more new life and new dollars into circulation than have been seen in a decade, let's not forget him now. Not only do I admire this issue of the Gazette for the above mentioned reasons, but for the pleasant memories I have for its long-time loyal and capable Editor, and I am happy that the paper continues to remain in the Kuchel family. The Gazette has made a great contribution to the development and on-going not only of Anaheim, but of Orange county and of California. May it long continue this efficient service and in the hands, of the Kuchel family. I appreciate that you included the article on Citrus Culture prepared by me, which I trust will be really of some service even today. It is also interesting to remember that in 1898-99 the Gazette published in full the memorial addresses I delivered at services at the Anaheim cemetery those two years. May you long continue to give local and general news in as readable a fashion as you have done and as The Gazette has done for seventy years and incidentally lose no opportunity to popularize your city and boost citizens coming into the lime light, and ever rally to the support of the grand Old Party. General Leahy, the new United Ambassador to Vichy, has asked his post aboard a war bearing with him a permanent Roosevelt. The Nazi are using, according to seemingly false reports, for the complete final alignment of France with Austria, but these demands are being with stubborn resistance. Austria has two cards, and only cards, of importance in his case. The first of these is the decision to dissolve the Vichy government and declare to the world that Nazi interference makes it impossible for a French regime to conceive with so much as a resistance of independence. The Nazi is the fast that almost be doubtful Petain's presence at head of the Vichy regime alone. Marshal Weygand from Germany is up some form of autocratic rule in the African colony of France, perhaps even giving the not inconsiderable forces of these colonies a war against Germany. Leahy is probably perfectly willing to pursue a policy of internal and economic collaboration with Germany so long as he is led to negotiate on something teaching equal terms, so long as there remains some faint pro-advantage deriving for the people from such a course. This deeply averse to going to some measures which would at present tail the occupation by the head of all continental Franceiser with the institution of reprisals by the enraged Russians. Berlin, however, will be satisfied with such concessions as Petain is prepared to do for Hitler requires, as ever, less than complete domination. The head of the Vichy government is on the verge of a decision which, one way or the other, may well be vital to the future of the French nation. And once this decision is made it is doubtful that Petain could modify it. White, manager of the concern since the death of his father, the late H. N. White, about two and a half years ago. S. N. White has operated the store during the time the estate was in probate although he is a member of the faculty of Orange union high school. His decision to remain in school work rather than to enter the business field is the cause of the closing out sale which will open next Saturday morning. The board of trustees of Orange union high school has granted White a leave of absence for 30 days to permit him to direct the final sale. It is his hope that the extremely low prices which he has placed upon all his merchandise will enable him to complete the closing out process within the 30 days. Mrs. Dolly Rheiner Is Called by Death Mrs. Dolly Rheiner, aged 76, died yesterday, January 1, at her home at 619 North Los Angeles street. Mrs. Rheiner had lived in southern California for 28 years and had resided in Anaheim since 1934. She leaves two daughters, Mrs. Ray; E. Zile of Anaheim, with whom she made her home, and Mrs. Eva Bray of Fresno; one son Boyd Rheiner of San Jose; one brother, J. T. Purdy of Lyons, Funeral Rites For J. A. Newsom Held Funeral services for Joseph A. Newsom, 67, were conducted Monday afternoon from the Friends church at Los Alamitos, with burial being made in Westminster district cemetery. Hilgenfeld mortuary was in charge. Newsom, a native of Indiana, but a resident for a half century in the West Anaheim - Garden Grove district, died Christmas morning at the home of a brother on South Stanton boulevard. He had been an invalid since babyhood. Newsom is survived by four brothers, Harvey V. Newsom of Garden Grove, Benjamin Newsom of Long Beach, Luther R. Newsom of Anaheim and William C.
