Red Cross Unit's Record Revealed
More than 300 persons have received training in life saving and first aid, four rescue squads have been organized and trained and instruction given in water safety to summer visitors unfamiliar with surf bathing, according to a report filed recently at Red Cross headquarters by Darla Lamb, head of the County's coast patrol, the Rev. D. Howard Dow, Anaheim chapter chairman, reports.
Need for additional life guards was pointed out by Lamb in his report. Lamb stated that private life guards have been prohibited at Bay Shore, Crystal Cove and Goff Island to augment the present force of county guards patrolling the great wide open spaces in the vicinities of Sunset Beach, Bolso Chica Beach, public beach between Huntington and Newport, Ladder Rock Beach, Coast Royal County park, and Doheny Park.
Training of volunteers in life saving and water safety is one of Lamb's accomplishments this season, according to the report. Lamb is a Red Cross first aid instructor and a life saving and water safety examiner. The coast patrol is now operating as a Red Cross first aid mobile unit. The car is equipped with two way radio and works under the direction of the sheriff's office.

Test Shows Many Out-of-State Cars Visit Here
"You can't always recognize an out-of-state dollar, but a count of out-of-state license plates on southern California highways will give fair evidence of the source of many dollars circulating in this area today."
This statement, made by All-Year club managing Director Don Thomas, accompanied a report showing 2365 out-of-state vacation cars crossing the intersection of Wilshire boulevard and Western avenue in Los Angeles during a ten-hour daylight vigil kept by All-Year club checkers one day last week.

Christian Science Active
Located on approximately 90 geographic center of Trea Island, the site of the 1939 Gold Gate International Exposition, Christian Science churches societies of the state of California have erected a building known as The Christian Science building.
This building will house exhibits of the activities of Christian Science including the Christian Monitor, an international daily newspaper, and the publications of The Christian Science Publishing society, in Boston Massachusetts.
The building's design offers access to the display areas, reading room, conversation nook and outer gardens.

Theo Winbigler of Santa Ana Passes
Theo Winbigler, 68, pioneer resident of Santa Ana and mortician since 1884, died suddenly Sunday at a San Francisco hotel of a heart attack. Death came to Winbigler while he and Mrs. Maude Winbigler, his wife, were vacationing. He also leaves a son, Ernest who was associated in business with him, and three grandchildren.
A native of Los Angeles, Winbigler had resided in Santa Ana 64 years. He was a director of the Commercial National bank, active in civic affairs and held membership in several organizations.

Bulldog Gridders Fight for Places
The roar of 44 Bulldogs will rent the atmosphere in the vicinity of Gilmore Stadium next Monday night, August 28, when the annual fry-out for a place on the 1939 football team will be held.. Ike Frankian, who replaces Gus Henderson, as head coach of the Bulldogs has one-of-the-fineest squads ever to greet a coach in professional playing.
Eighteen veterans from the lineup of the national independent championship "11" will form the nucleus of the Bulldog team this fall.
Outstanding recruits from various Pacific Coast teams are Ralph Stanley, Ray Wehba, Ollie Day from the Rosebowl championship University of Southern California, "Izzy" Cantor of U. C. L. A., and Bill Yaeger, national high score at Santa Barbara State.
This game, which has been aptly named the "Bulldogs vs. Puppies" fracas, annually furnishes hungry fans with more football than they can see in a dozen collegiate contests in these parts.
"When 44 men are fighting for 30 positions, which carries with it a big pay check for the fall season, one can readily see that every play is for blood," said Franklian.
The 30 lucky players will furnish the opposition for the Washington Redskins when the latter team invades Los Angeles on Labor Day night.

Jaysee to Offer Aircraft Course
Inauguration of a course in aircraft construction leading to a certificate in trial vocations for all students terested in aviation has been nounced at Santa Ana ju college.
The new shop courses in station mechanics, to be offered addition to the proposed training of pilots in connection with federal government at Eddie Tin's airport, will be directed Instructor C. R. Nisewanger, has spent the summer working airplane factories in the Los Angeles area.
Providing six hours a week actual shop work in aircraft structure, in addition to courses machine shop, forge and weld and drafting, the new jaysee training curriculum provides a complete program in vocational for students expecting to enter air industry, it was said.
Delinquent Date of Employe Fund Receipt
Members of the California ployment commission have reiterated payment contributions to the unemployment fund. Hereafter, all contributions will be delinquent 20 days after due date.
The rule will become effective time to apply on contribution and payable October 1.

Metropolitan Water District Sets the 42-Cent Tax Rate for Coming Year
Limiting the tax rate of The Metropolitan Water District of Southern California to an increase of but two cents over that of last year, despite the fact that large additional sums of money have been invested during the past year in completing the Metropolitan aqueduct, the water district's board of directors Friday fixed a tax rate of 42 cents for the fiscal year 1939-1940.
The largest part of the district tax rate is required to meet interest charges on bonds sold to finance aqueduct construction work.
The board's action was taken on the recommendation of its finance committee, with Director Victor H. Rossetti, acting chairman. Members of the finance committee pointed out that Metropolitan aqueduct construction costs as a whole have been considerably less than the original estimates. Additional savings to district taxpayers were also effected during the last year by bond refunding consumed by the water district and the Reconstruction Finance corporation resulting in a reduction of interest.
General Manager F. E. Weymouth stated Friday that the construction of the main line of the aqueduct is expected to be completed in September, and that Colorado river water will be delivered to the cities of the Metropolitan Water district sometime next year.
Up to the end of past fiscal year, June 30, 1939 (district bond funds in the amount of $161,000,000 had been invested in the water project). During the seven years that aqueduct construction work has been under way, more than 35,000 men have been directly employed.

Ysee to Offer Aircraft Course
AUGURATION of a complete course in aircraft construction being to a certificate in industrial vocations for all students interested in aviation has been announced at Santa Ana junior college.
The new shop courses in aviation mechanics, to be offered in addition to the proposed training institutes in connection with the local government at Eddie Marsh airport, will be directed by Director C. R. Nisewanger, who spent the summer working in cane factories in the Los Angeles area.
Providing six hours a week in real shop work in aircraft condition, in addition to courses in mine shop, forge and welding, drafting, the new jaysee aviation curriculum provides a comprehensive program in vocational work students expecting to enter the industry, it was said.
Delinquent Date on Employee Fund Reset
Members of the California Emment commission have revised their rule regarding payment of contributions to the unemployment fund. Hereafter, all contributions will be delinquent 20 days after due date.
The rule will become effective in time to apply on contributions due payable October 1. These contributions will be delinquent for midnight October 20 instead of October 31, as would have been case under the old rule.

Long Jail Sentence Given Anaheim Man
Tony Carroll, 26, of 912½ E. Center street, is in Orange county jail serving a sentence of 125 days for driving an automobile while intoxicated. He went to jail in lieu of paying a fine of $250, after pleading guilty before City Judge Frank Tausch Monday.
Carroll was arrested Sunday afternoon after the automobile he was driving had hit another car on Center street. Carroll admitted he did not have, and never has had, an operator's license.
Surfboard Tourney to be Held Sunday
Surfboard and paddleboard riders will gather at San Onofre Beach next Sunday for a tournament to be conducted by the San Clemente Chamber of Commerce. It is expected that more than 100 competitors will take part, officials said.
The tournament was planned at the suggestion of several newsreel companies. The chamber has obtained two trophies and six cups to be presented to winners of the contests. It is planned to make the tournament an annual affair.

District Sets
for Coming Year
Crossing the entire state of California the aqueduct will deliver a million gallons of water a day to 13 cities which comprise The Metropolitan Water District of Southern California.
It was pointed out today by the district's board of directors that cities in the water district are not required to meet their share of the district's obligations from taxes. Each city may, if it chooses, make such payments from municipality revenues. Glendale, for example, it was stated, has never invied any taxes for its share of the water district obligations, but met all such charges from plus earnings of its municipal water and power department.
Garden Grove May Develop New Park
Property owned by the Garden Grove Water district and located in the rear of the library, on which the Boy Scout headquarters is built, may soon become a park.
Members of the Garden Grove cons club scout committee conferred several days ago with Supervisor Willis Warner on a proposal to clean up the grounds, landscape them and turn them into community asset. Warner agreed.
Retail Trade in State Maintained During July
Manager O. E. Hanson of the local branch of Bank of America reveals that the current business review compiled by the bank's analysis and research department, shows that improvement in retail trade has been well maintained throughout California during July.
Reports of 67 department and apparel stores show that not only did sales average two per cent higher for July this year as compared with the same month a year ago, but that there was a similar gain for the first seven months of this year.
Also, sales of new automobiles in California totalled 17,522 in July, an increase of 24 per cent over the same month last year.
Building activity of all kinds, also reviewed by the bank, is shown as 14 per cent higher in July than in the same month a year ago, although five per cent lower than in June this year. Total building permits issued in 32 principal California cities in July this year were valued at $15,158,910. The statistics show that building activity in California showed better results in July than in other sections of the west.
Lemon Proration Hearing Aug. 31
The Agricultural Prorate commission today announced a hearing to be held in Los Angeles, Thursday, August 31, to discuss modifications of the lemon marketing program proposed by the program committee of lemon proration zone No. 1.
The hearing will be called at 10:00 a.m. in Room 115, state office building, with Fred W. Read, president of the commission, presiding.
The principal modification sought provides for the elimination of existing provisions in the lemon marketing program which now grant additional prorates on September 1 to growers who have been unable to market the same percentage of their total production as other growers.
SENT TO JAIL
The theft of $5 worth of chili peppers from Clarence Nishizu brought Gilbert Moose and Edward Lujan 20 days in the county jail each when they pleaded guilty to petty theft charge before Justice of the Peace Charles Kuchel Saturday.
