SINGLE TAX NOT WANTED HERE
There comes, almost with each recurrent election in California, the old question of whether a single tax of real property shall be written into our law. A proposed initiative measure, embodying the principles of such a tax, has found its way to the November ballot many, many times in the past. And another is now in the process of qualifying for the general election this coming November.
Its proponents, in their current campaign for its adoption—California having wisely defeated it upon each occasion in the past—have endeavored to attract support from many classes, principally from those who oppose the present state sales tax.
Read the following, which is a brief description of the pending proposition, which The Gazette received this week:
Initiative Measure:
Repeals limitations on ad valorem property taxes for state appropriations. Prohibits increasing present assessed valuation of improvements and tangible personal property; annual reduces tax rate thereon and exempts same from taxation in nine years, except for regulation; existing tax rate limitations becoming inoperative proportionately as necessary to offset such reductions. Exempts from taxation $1000.00 of assessed improvements on land occupied by owner as home. Limit tax moratoriums to improved property in one parcel and ownership

Speaking generally, adherents of the single tax idea fall into two classes: those who sincerely and mistakenly feel that only real property should bear the burden of taxation; and those who sincerely know that it should not, but who advocate the tax merely for selfish ends.
In the latter class are those who pay taxes today only upon personal property, and upon sales. This proposed amendment, if passed, would free them from all burdens of taxation.
It has been said that, if the single tax were to become law, the state government ultimately would own all the land, for the reason that, one by one, parcels of real estate would be in default in payment of the tax imposed, so great would that tax be in amount.
Proponents of this single tax idea need signatures to qualify the proposal for the ballot. They need not seek them in Orange County, where, thus far, our people have not been bluffed or buffaloed into swallowing an insane and dangerous legislative monstrosity.
CONSERVING A NATURAL RESOURCE
To the average man conservation of natural resources means conserving oil, timber and mineral properties which occur plentifully in this country. A relatively small percentage of people realize the extent or the importance that the remaining wildlife have to certain sections of our country. On of the most important forms of wild life in respect to Orange county is the fish which inhabit the ocean in our front yard.
The money which the sport fishermen put into the county treasury is no small item. When one considers the income to the public from boats and homes along the coast line which are here because of ocean sport fishing the true picture of the worth of this natural resource becomes clear.
The commercial fisherman and ‘purse seiner’ represents the danger to this sport in that they move in on a non-protected area and deplete the small fish on which the larger fish feed. When this happens and the large fish move to new waters the sport is gone and there is danger then of people also moving on and taking some of our tax revenue with them. One or two floating fish reduction plants would

To prove his point, the president quoted statistics from bureau of internal revenue showing that 1% of U.S. corporation own 52% of all corporate assets that even in 1929 only 3% of population got 78% of the dues; that in 1936, 33% of all heritances went to 4% of all heirs.
The president suggested this concentration was due to monopolistic trends in U.S. business, concluded that “a thorough study of the concentration of economic power in American industry and the effect of that concentration upon the decline of competition” should be undertaken by federal trade commission, department of justice and securities exchange commission—for which he recommended appropriate $500,000. The president also requested $200,000 more to end the department of justice to force existing anti-trust laws.

Through a technicality in the game preserve law the ocean area off Orange county is now open to the commercial man. Just how soon his inroads will become apparent is the problem. It is not too soon now to consider what can be done to make our coastline a real fish preserve.

WASHINGTON — In a heavy week's work preparatory to his Caribbean cruise, the president sent to congress his long-awaited message on anti-monopoly legislation, signed the biggest ($500,000,-000) regular navy appropriation in U.S. peacetime history. While the senate debated his $1,500,000,-000 navy expansion bill, the president also put in a request for an additional $25,000,000 to provide for starting work on two more battleships—to bring the total currently planned or under construction to nine.
The president also was visited by the man who more than any other in the U.S., personifies to millions the triumph of the rugged virtues of the American way—Henry Ford. With Motormaker Ford was his son Edsel and Publicist William J. Cameron. It was Henry Ford's first meeting with the president since world war days when he manufactured submarine chasers for Assistant Secretary of the Navy Franklin D. Roosevelt.

The sweeping Goring decree demanded registration of all Jewish holdings worth more than $2,000 (5,000 marks) and forbade sales and transfers of Jewish property without government permission. Goring also provided stiff prison terms for recalcitrants using "Aryan" dummies or splitting up their properties. Nazi spokesmen admitted that the decree was a preliminary measure to dispossession and confiscation of what Jewish wealth still remained in Germany.
VIENNA—Believing the Easter truce on anti-Semitic demonstrations over, prankish storm troopers rounded up hundreds of Jews in Vienna's parks, marshaled them into parade formation, roared with laughter when they forced them to perform a burlesque of the goose step through the city's amusement centre. The troopers made Jewish cafe patrons scrub floors and wash windows, and escorted through the streets customers from Jewish stores who were forced to carry signs reading: "I am an Aryan pig. I bought from a Jewish shop."
BALLOON—MONTREAL, Canada — On March 1 the chemistry class of Verdun high school, near Montreal, released a hydrogen-filled 5c balloon with which they had been experimenting. Last week they received this note from Singapore, Straits Settlements, about 14,000 miles away:
"My wife found your balloon this morning. We saw your address on the note; it was torn and I could not write on it. If you sent me money I will send the green balloon to you. It was found near Killiney Road. I am a Chinese old man."

"The aims of National Tire Safety week have my entire support, and should do a great deal in instructing the public on the hazards of poor tires," James S. Boudin, chief of police, declared today when William Dyer, manager of the Goodrich Silvertown store here, outlined the program to be carried out next week.
"This campaign, in which tire dealers all over the country are cooperating with the manufacturing companies should help to make motorists tire conscious, and warn them of the dangers of unsound tires.
"Not only tire makers, and their representatives, but the automobile industry and officials in all branches of public life are behind the campaign, with its objective of helping to protect life and property."

BUSINESS: FIRST QUARTER NOTES—NEW YORK — "The present outlook is very poor," said President Walter P. Paepcke of Container Corp. as he announced last week his company's omission of the usual quarterly dividend. Container's first quarter net dropped off from a 1937 profit of $626,970 to a 1938 loss of $53,198, and with new exceptions the same sort of thing was being experienced last week by almost every other U.S. industry.
