Southern California’s Conquest of Drought
Construction of a 16-foot diameter concrete conduit on the $92-mile Metropolitan Aqueduct.
Southern California’s history has been colorful, unprecedented, and until recently, unplanned. Two words decorated for the growth of the Los Angeles metropolitan area from 5,500 people in 1850 to a population of 1,085,000 in 1920. These two words were “climate” and “tourism.” It became apparent that spirit of “immobilization” to prevent disaster, with the Oriental wisdom of “providing the doctor to keep us well, rather than paying him to cure us when we are sick.” It is a $220,000,000 program to prevent disaster, both now and forever more, rather than pay for it after it has happened.
State Costs High For Tuberculosis
Tuberculosis costs the state California more than $52,000 annually. A. J. Cruickshank, Santa Ana, treasurer of the California Tuberculosis association said while speaking in behalf the 1927 Christmas Seal rally being conducted by the U.S. tuberculosis associations through out the state.
This figure. Cruickshank noted out, includes the cost due to the loss of life from tuberculosis money lost in wages, and the sense of caring for tuberculosis patients. The cost is borne on dividends, business and government.
“It has been proved that adequate public health care could be carried out in the with the expenditure of approximately $17,000,000, or at least each citizen of the state of proximately $2.50 to $3 annual Cruickshank said. “Contravenance of $17,000,000 year for constructive health control for all diseases with an estimated annual loss of prices $52,000,000 due to the treatment of tuberculosis alone, we can easily see that it is sound but policy to invest money in California Seals and thereby make stable not only the cure of the colitis, but the prevention spread as well.”
Out-of-State Caries Must be Inspected

Southern California's history has been colorful, unprecedented, and uptil recently, unplanned. Two words associated for the growth of the Los Angeles metropolitan area from 5,000 people in 1830 to a population of 1,005,000 in 1920. These two words were "climate" and "outside." In 1920 it became apparent that tourists were becoming permanent residents and that a new word, "industry," was accelerating the growth of the area at an ever increasing speed. At the same time, by an old method, the very climate that had first attracted thousands of people now threatened disaster to the area. This disaster was drought—water shortage caused by a climate that produces little rain. Engineering investigation revealed that the area had an overdraft of 200,000,000 gallons of water per day. It meant that the population of 1,085,000 was using 200 million gallons of water more each day than Nature was supplying. Pan-sighted leaders believed that the area was going to continue to grow, and that not only would the immediate present have so be taken care of but that the future would have to be carefully planned for. The wisdom of their forecast was proven by the fact that the population increased 67 percent between 1920 and 1950, when the total population in the area had jumped to 2,491,000. Thirteen cities in this metropolitan area have handed together to protect their present stake, and to guarantee the foundation for future development by providing for themselves an adequate and guaranteed water supply. To do this they are building the world's greatest domestic water supply system, the Colorado River Aquaduct, which when completed will forever hamish the spectre of drought from their cities.
It may be because of the proximity of California to the Orient, or it may be the fact that a smattering of Oriental philosophy has in a small way directed the course of this state since the time when thousands of Chinese were imported to help build the Central Pacific Railroad, that has been responsible for a new type of insurance program that the people of Southern California are building for themselves. It is a program which couples the Occidental spirit of "immature action" to prevent disaster with the Oriental wisdom of "paving the doctor to keep us well, rather than paying him to cure us when we are sick." It is a 622,000,000 program to prevent disaster, both now and forever, rather than pay for it after it has happened.
The disaster to be prevented in drought—a recurring director now facing a large part of the population of the United States. The Southern California cities are protecting their present wealth, and guaranteeing for themselves a future free of drought, by the construction of an aqueduct. 392 miles long and having a capacity of one billion gallons of water a day.
Guaranteeing in turn that this aqueduct will always have all the water that its needs is the largest man-made lake in the world, and back of that is 245,000 remote miles of the western Rocky Mountains where snow-covered glaciers drain into that 110-mile reservoir.
This new type of insurance program now under construction is known as the Colorado River Aqueduct, and it is being built by The Metropolitan Water District of Southern California. The 199- mile reservoir Is Meadow Lake formed by Boulder Dam, and flowing into this lake in the Colorado River which drains the western tapes to the Rocky Mountain.
The property threatened by disaster but to be protected by this insurance program lies on an area of 400,000 acres, and in 1967 this area has an assessed value of nearly two billion dollars and a population of more than two million people. What that valuation will be in 1962, no man can accurately say. A look at the past, however, reveals something of what the future may bring. In 1912 this same area find a population of 450,000 people and was assessed at $445,000,000. The stake has grown rapidly and one of the chief factors in his growth has been the plentiful use of water on a once semidesert country. The conversion from semi-dessert, however, to a semi-tropical wonderland was made at the expense of a rapidly depleted local water supply.

Fedco Company to Expand Next Year
The Fedco company of Rosemead, originators and manufacturers of Fedco, one feed for all ages poultry feed, are preparing a large expansion program for 1938.
Louis A. Federer, manager of the company, states "We have tend toward a prosperous 1938.
Fedco is handled by over 200 dealers. Thousands of tons of Fedco move into poultry plants and hatcheries each month. New territories will be opened, and new dealers created; advertising will be increased. Out-of-State Carriage Must be Inspected

Hartranft to Head New Police Course
A new course in police agility training will be open to police students in the winter quarters at San Jose State College, under the direction of "Tiny" Hartranft, physical education instructor.
This is the first time any training of this sort has been included in a college curriculum and a wide research of entrance examinations of the various police departments in the United States was made in order to produce correct tactics for those who wish to work in the police field, according to William A. Wiltberger, head of the San Jose State police school.

Highway Safety Program

Schaefer points out that the last three years his residents in the United States killed 110,200 persons, anently crippled hundreds and have millions.

Highway Safety Program Starts
Calling on the governors and other state officials in the Pacific states for more help in saving lives in highway crashes. A. L. Schafer, Red Cross manager in the Pacific area, has arranged a series of conferences.

Ski Trails at Big Pines Among Best
Southern California skiers do not have to go far in order to enjoy their favorite sport under ideal conditions, advises the National Automobile club. Big Pines Recreation park, only 90 miles from Los Angeles via paved and high-geared roads has some of the finest ski slopes in the country; with four marked trails from 100 to 300 feet wide, clear of timber, brush and stumps.
A full program of events is planned by the Big Pines Recreation camp starting January 1.
