HALLOWE'EN FESTIVAL
Today and tomorrow residents of Anaheim are hosts to the county at the fourteenth annual Hallowe'en festival. The underlying motif behind the occasion is to provide a measure of enjoyment and gayety not only to the residents of this city, but to those of the county as well.
It is well for a community to relax occasionally and enjoy itself as a community. In this day in which speed and activity are the keynotes a community is too prone to forget that a city is made up of a group of individuals and not mere machines. The value of friendliness is sometimes lost in the rush of business and industry. Such events as the Anaheim Hallowe'en celebration provide opportunity to express this friendliness which is so vital. Not the least of those considered in the plans are the children of this section. They are the ones who hold this season most dear. If the festivities leading up to a grand climax with our parade please them, then truly it is worth while.
The Anaheim Merchants association is entitled to a generous share of praise for its efforts in sponsoring and promoting the Hallowe'en celebration. The task is not an easy one. It calls for the cooperation of many men and women,

is entirely natural that the auto clubs should do everything in their power to protect their members from unnecessary delays or inconvenience, but the clubs to be congratulated for recognizing that agriculture and public health also are entitled to protec-tion organizations will not tolerate with any group attempt to eliminate discourtesy, need-ful delay and unwarranted tax actions at border stations; in they will gladly cooperate in saving this end, for such cases, it allowed to continue, hold indanger the success and influence of essential quarantine work.
Major factors in stirring up pro-cess against ports on entry in these past have been border wars between various States over registration and license-plate requirements, trucking restrictions, etc., which have been marked by arra-ces, fee abuses and a vicious use of reprisals. In other in-ces, unintelligent administra-tion of caravan tax laws has dis-inated against all drivers of cars, with a resultant storm criticism.
In the other hand, quarantine unions, maintained by the state department of agriculuture, have formed a splendid service in California in preventing the induction of plant pests and dis-isms which have proved disas-ses to agriculture in many other states. The action of the auto club conference at Salt Lake City in recognizing the need for crop protection as well as protection of the motorist from unnecessary invenience and delay, speaks well for a policy of "live and let live" in efforts to solve the border station problem. During last year, 25,887 lots of plants or plant products infested with serious pests, or in violation of quarantine regulations, were intercepted at California border stations. The work of protecting California agriculture from the introduction of such pests and diseases must go on, for the welfare of the state's basic industry is of paramount importance. But every public official and public organization should cooperate to eliminate needless delays, uncivil treatment and other abuses which arouse public antagonism to border patrol activities.
Senior Day for 4-H Members Saturday
The annual Senior day for all senior 4-H club members and leaders will be held next Saturday, at the U. C. L. A. campus.
All senior 4-H members and 4-H leaders will assemble at the campus in the morning for visits and demonstrations at the various university departments.
In the afternoon the group will be guests of the student body of U.C.L.A. and will be admitted free to the football game between the Bruins and Bears.

Santa Fe’s Income Last Month Drops
Santa Fe’s net railway operating income for September was $204,081, according to a statement released by President Bledsoe recently. This is a decrease of $1,199,135 under September of last year. Gross for the system was $13,577,520, an increase over September, 1936, of $329,612 or 2.49 per cent.
Operating expenses were $12,-266,690, an increase of $1,592,662, or 14.92 per cent over the same month of 1936.
