According to the bureau the practices complained of are not confined to Southern California, but have become nationwide and the subject of a warning bulletin issued by the National Better Business bureau. Many complains, the bulletin declares, state that they were induced to obligate themselves by representations that the improvements would cost them nothing if they would allow their homes to be used for display purposes.
