County Receives Federal Payment
Government Pays $16,202 Toward Reimbursement of Aid Expenses
Checks totalling $16,202 have been received during the month of May as partial federal reimbursement of old age security and blind aid paid out by Orange county, it has been learned from Welfare Director Jack W. Snow. This brings reimbursements from state, federal and miscellaneous sources up to $195,743 already this fiscal year.
"Under present legislation the state and federal governments pay their shares of old age security, blind aid and orphan aid only after the county has actually paid out the funds to clients," Snow said. The federal government reimburses the county on a monthly basis while the state reimburses the county semi-annually."
Emergency legislation now awaiting the governor's signature will make it possible for the county to ask for state and federal funds quarterly in advance, Snow pointed out. It is not known whether the bill will be signed soon enough to be effective during the present quarter.
Reimbursements so far claimed by the county this year are shown as $96,116.69 from the federal government, $88,852.82 from the state and $10,773.54 from miscellaneous sources, such as the repayment by clients of relief advanced.
Reimbursements from the federal and state governments will amount to approximately 72 per cent of all funds paid out locally for approved old age security cases, leaving the county to provide 28 per cent of the total outlay.
Lemon Growers to Convene on June 18
The pruning and treatment of frost injured lemon trees will be the theme of the annual lemon growers field day that will be held Friday, June 18, at 9:30 o'clock. "This is probably the principal orchard problem before the lemon growers at the present time," says Farm Advisor H. E. Wahlberg, "judging from the stream of inquiries on the subject that have recently been directed to his office. An opportunity will be given in the field demonstration to see young and old trees of various degrees of frost injury and recommended pruning operations will be explained.
The demonstration tour will start at the S. M. Smith orchard, one mile west of La Habra, corner Central avenue and La Mirada street.
Milk Sale Drive to Be Held This Month
In a nationwide effort to aid the dairy farmers in the marketing of their products, the National Association of Chain Drug Stores will launch a milk drive June 12 and extend the campaign through July 10, it is announced by the California Chain Stores association.
Cooperating with the chain drug stores will be the National Chain Variety stores. It is expected that independent stores too will join in the drive.
Ninth in volume of milk production California has grown steadily in importance in this branch of the farming industry. Los Angeles county sales area in the southern California field is the third largest in the United States in dairy products. In that area alone, it is pointed out, there are 1240 dairies with a total cow population of 80,000.

A prominent citizen of Orange county, and a former county official, spent most of his time at Sacramento observing legislative operations. He is a man in whose judgment this writer has a good deal of confidence. He made this general summary of the personnel of the legislature:
At the beginning of the session about one-third of the legislators went to Sacramento with steady heads and conservative viewpoints. About one-third had radical notions but brains enough to consider matters from a broad point of view and to give up such notions of their own as were shown to be impractical. The other third were crazy to begin with and stayed that way.
The first group were steadily increased by additions from the second group, the observer said. By the time the session was well under way the swing was toward greater conservatism, and much crackpot legislation was killed.
In the first group was placed Thomas Kuchel of the northern Orange county district. In the second group were placed Assemblyman Watson of the south end and Senator Westover, Orange county's representative in the upper house.
On the whole, Orange county need not be ashamed of its showing at Sacramento. It was not expected that three new men would cut much ice as a delegation in which two were long-headed men of thorough experience, but in comparison with many other counties the present representatives seem out like lighthouses.

The idea that the publication of the delinquent list costs the county money is not true. The law requires the addition of a fee of 50 cents on each description to cover these costs. In the Orange county list this fee amounts to about $15,000, according to record in the tax collector's office. This is nearly three times the cost of publication, and the entire amount ultimately is paid by the property on which the delinquencies rest. Other taxpayers are not taxed for the cost of publication at all.
There are other costs which enter into the preparation of the delinquent list. In fact, when the added expense in the auditor's office is taken into account, with the added costs in the tax collector's department, it is found that tax delinquencies are expensive to handle. However, these are costs which are bound to come so long as there are tax delinquencies, and are not affected either way by the publication. As a matter of fact, some officials are of the opinion that the delinquency fee should be increased to cover all these costs.
