WHO'S COUNTY BOSS
There has been quite a bit of smoke and dust around the court house of late, as is known to those of you who watch the public prints. Some of it has blown this way, and some that. Some has just blown. A good deal of it was not smoke or dust at all, but just plain fog. Yet it all has some significance.
There is a furore over some salaries, fees and perquisites. This has centered around the sheriff and the coroner and the public administrator. The big end of the remuneration of these two officers comes from fees and not from salaries, and in the case of the sheriff from the profit on feeding prisoners. Peculiarly enough there is nobody but the officers themselves who seem to know just what the total income of each office is. Some of the supervisors are proposing to find out.
The board and one faction of the Santa Ana city council had a tilt over the matter of a police radio for the county seat town. Chairman Willard Smith was too fast on his feet for the town boys and beat them to the punch. He succeeded in protecting the county's radio station communication channel. As a matter of fact, most of this radio noise was merely an echo of the old light made by Chief of Police Howard of Santa Ana against Sheriff Jackson. So far in every case Howard has taken the loser's end.
There has been a good deal of has been "no." The only specific case thus far has not yet been made the subject of a court test. This will come when some county officer, who cannot get what he wants through the purchasing department, goes out and orders it on his own hook, and the bill is turned down by the supervisors. Then the creditor will have to sue the county and the courts will decide the question. At present, the hottest spot in the picture is occupied by the purchasing agent, through no fault of his own. He is sort of between Sir Satan and the damp, blue-green Pacific.
When you get in behind the draperies and backdrops which provide a background for all this action you find that there really is just one controlling idea. And that it, "Who is boss?" Who is going to give the orders, and be able to enforce those commands?
As a matter of fact, there is no definite line-up on the board of supervisors. For the most part they are five separate units. Some, we judge, are willing to remain so. Others would like to see the board organized in such a way that a majority would stick together on every important question, and so the leader of the majority could swing the others with him. It looks doubtful as to whether such a condition will come about.
It is altogether likely that this situation will continue as is for more than a year yet. But in August, 1938, there will be an election at which all county offices will be "no."
State's Use Tax Bans Evasion of Retail Sales Tax
What is the state use tax?
A recent survey revealed such widespread lack of knowledge on this California law that Ray Edgar, member of the state board of equalization, which administers the tax, has asked cooperation of newspapers in his district to explain this tax to the public.
It was enacted by the 1935 legislature on the board's recommendation, when it was found many Californians were making purchases outside the state to evade the sales tax. The unfairness of this to California merchants and industries was apparent and prompted passage of the use tax.
The act authorizes a tax of three per cent on the sales price of tangible property brought into the state for use, storage or other consumption. Retailers maintaining places of business in California are required to collect a use tax from the purchaser and report such collections to the board each quarter. Individuals purchasing tangible property outside the state must report such purchases and pay the tax thereon or be subject to penalties. The use tax is a tax on the consumer and differs from the sales tax in that the latter is a tax on the retailer.

The picture drawn was considerably discolored, due to the fact that the list of alleged starve-ings was in reality a list of pupils in each school district who were receiving some aid, either from the district, the parent-teacher group, service clubs, or some other source. Right Hand Passing Dangerous Practice
An urgent appeal was made motorists recently by Chief Raymond Cato of the California highway patrol, to avoid pass other vehicles to the right on highways. This practice, resonating in an attempt to gain a seconds time, is condemned by state traffic head, because of deaths and accidents caused such illegal passing.
