WEEK IN CONGRESS— WASHINGTON — The senate last week passed a bill providing for a $4,000,000 face-lifting operation on the national capitol, sent it to the house. To achieve architectural symmetry and uniformity of construction, the bill proposes to move the capitol's east facade, and famed portico forward from 12 to 32 feet and reface the white painted sandstone with white marble to match the senate and house wings. Although it has been altered, the main section of the building between the two wings is virtually all that remains of the capitol as it was planned in 1793. The senate also passed (64 to 11) and sent to the President the $522,847,808 Naval Appropriation bill for fiscal 1928, allocating $130,000,000 to start work on 8 new destroyers; 4 new submarines, Who’s Who? The senate also exempted newly-appointed U.S. Maritime Commission Chief Joseph P. Kennedy from provisions of the Merchant Marine act of 1935 which would make him ineligible to serve on the commission because he had a "substantial" financial interest in a shipping line within the three years preceding his appointment. The house passed and sent to the Senate the Rankin bill to restore pension benefits to some 2,000 veterans suffering from the results of venereal diseases contracted during the world war; the Voorbies bill to permit some 48,000 world war veterans to extend expiring war insurance policies for five years; the Supply bill providing 1938 fiscal appropriations totaling $123,099,000 for the state, justice, commerce and labor departments. But six years later the supreme court nullified and or minimum wage law passed congress for the District of Columbia, and on this precedent validated subsequent laws passed by Arizona, Arkansas, New York. Hence legalists thought Elsie Parrish's chance of winning a preeminent court decision extremist slim. But they failed to reckon with Justice Owen J. Roberts, who voted on both sides of liberal conservative cases. Although had previously voted that New York's minimum wage law unconstitutional, he reversed himself to join four liberal colleagues in upholding (5-4) Chambermaid Parrish. Wrote Chief Justice Hughes in an amazingly lively majority opinion:— ... Economic conditions make it not only appropriate we think imperative that in ciding the present case the sub should receive fresh consideration ...
