NOTICE TO PAVING CONTRACTORS
NOTICE IS HEREBY GIVEN sealed proposals will be reed by the City Council of the of Anaheim, at the office of City Clerk of said City, up to clock P.M. of Tuesday, March 1937, for furnishing and laying following approximate quan- of asphalt concrete pavement.

ORDINANCE NO. 605
AN ORDINANCE REGULATING THE SANITATION AND CONDUCT OF CAMP CARS AND/OR TRAILERS IN THE CITY OF ANAHEIM.
THE CITY COUNCIL OF THE CITY OF ANAHEIM ORDAINS AS FOLLOWS:
Section 1. For the purpose of this ordinance, certain words and phrases are defined as follows, and certain provisions shall be construed as herein set forth, unless it shall be apparent from their context that they have a different meaning.
Words used in the singular include the plural, and the plural the singular. Words used in the present tense include the future.
CAMP CAR AND/OR TRAILER
"CAMP CAR AND/OR TRAILER" is any unit used for living or sleeping purposes, and which is equipped with wheels or similar devices used for the purpose of transporting said unit from place to place, whether by motive power or other means.
CAMP GROUND
"CAMP GROUND" is defined to be any place, area or tract of land upon which is located any camp car and/or trailer.
Section 2. It shall be the duty of the Plumbing Inspector to enforce all of the provisions of this ordinance, and, for the purpose of securing enforcement thereof, the Plumbing Inspector, or any of his duly authorized representatives, shall have the right, and are hereby empowered to enter upon the premises of any camp ground now operating, or which may hereafter be operated within the City of Anaheim, to inspect the same and all accommodations connected therewith.
PERMIT REQUIRED
Section 3. It shall be unlawful for any person, firm or corporation
TRANSFERRED. Such permit shall be transferable upon the written application of the holder of the permit to the Plumbing Inspector, and with his consent endorsed thereon. A permit may be granted at any time during the year, and unless previously revoked, shall expire one calendar year following the date of issue.
Section 9. PERMIT MUST BE POSTED IN CONSPICUOUS PLACE. It shall be unlawful for any person, firm, or corporation to establish, maintain, conduct or carry on any camp ground unless there shall be at all times posted in a conspicuous place at said camp ground the permit obtained from the Plumbing Inspector in accordance with the provisions of this ordinance.
Section 10. The provisions of this ordinance shall be applicable to every camp ground within the incorporated area of the City of Anaheim, and it shall be unlawful for any person, firm or corporation maintaining, operating, conducting or carrying on any such camp ground, or for any person living or sleeping in any camp car and/or trailer located in a camp ground, or any other person, to violate, or contribute in any way to the violation of, any of the provisions of this ordinance.
Section 11. RESPONSIBILITY OF OWNER OR OPERATOR. Every person owning or operating a camp ground shall maintain such camp ground and any toilets, baths or other permanent equipment in connection therewith, in a clean and sanitary condition, and shall maintain said equipment in a state of good repair.
Section 12. POWER OF HEALTH DEPARTMENT TO FORMULATE AND ENFORCE RULES AND REGULATIONS. The Health Department is hereby empowered to formulate, from time to time, and to enforce, any rules and regulations that said department may deem advisable

Each proposal must be accompanied by a certified or cashier's check, payable to the City of Anaheim, in an amount not less than in per cent of such proposal, as a warranty that the bidder will, if awarded the work in accordance with the terms of his proposal, execute a contract in the required form and furnish a surety bond satisfactory to the City for the faithful performance of the contact, said bond to be in an amount not less than one-half of ordinance, and, for the purpose of securing enforcement thereof, the Plumbing Inspector, or any of his duly authorized representatives, shall have the right, and are hereby empowered to enter upon the premises of any camp ground now operating, or which may hereafter be operated within the City of Anaheim, to inspect the same and all accommodations connected therewith.
PERMIT REQUIRED
Section 8. It shall be unlawful for any person, firm or corporation to operate, maintain or offer for public use within the confines of the City of Anaheim, as herein-after set forth, any camp ground without first applying for and receiving from the Plumbing Inspector a permit so to do, in the manner herein-after provided, or without complying with regulations herein-after set forth, or any rules and regulations which may be formulated by the Plumbing Inspector or the Health Department from time to time and the laws of the State of California.
APPLICATION FOR PERMIT INSPECTION FEE
Section 4. Each application for such permit shall be in writing, upon a form provided by the Plumbing Inspector for that purpose. It shall state the name and address of the applicant and a description of the property, whereon it is proposed to conduct a camp ground. It shall also contain such other information as the Plumbing Inspector may require and it shall be filed by the applicant. It shall be filed with the Plumbing Inspector not less than five days, nor more than thirty days before said camp ground is made ready for use, and it shall be accompanied by an inspection fee of $100 and 25¢ per fixture, for which the Plumbing Inspector shall issue a receipt.
MONEY TO CITY TREASURER
Section 5. All monies received by the Plumbing Inspector as inspection fees, under provisions of this ordinance, shall be paid into the City Treasury and placed in the General Fund.
Section 6. INVESTIGATION REQUIRED BEFORE ISSUING PERMIT. Upon the filing of such application accompanied by the inspection fee, it shall be the duty of the Plumbing Inspector, or any of his duly authorized representatives, to investigate whether said proposed camp ground, or the site selected therefor, conforms with the requirements of this ordinance, the rules and regulations of the Health Department and the laws of the State of California,
such camp grounds and any other equipment in connection therewith, in a clean and sanitary condition, and shall maintain said equipment in a state of good repair.
Section 12. POWER OF HEALTH DEPARTMENT TO FORMULATE AND ENFORCE RULES AND REGULATIONS. The Health Department is hereby empowered to formulate, from time to time, and to enforce, any rules and regulations that said department may deem advisable governing the operation of camp grounds or camp cars and/or trailers bearing on any matters of sanitation or housing.
Section 13. No camp ground hereafter established shall be located within the following areas of the City of Anaheim:
Zones "A" and "B", as defined in Ordinance No. 511 of the City of Anaheim.
Section 14.. GROUND AREA FOR CAMP CARS AND/OR TRAILERS. Every camp ground hereafter established shall be laid out with, and all existing camp grounds shall provide, available unoccupied space of not less than 10x30 feet or 300 square feet for each camp car and/or trailer and such available unoccupied space shall not be construed to mean the space directly under any portion of any camp car and/or trailer. Camp cars and/or trailers shall be arranged in rows abutting or facing on a driveway or clear unoccupied space of not less than ten feet in width, which space shall have unobstructed access to a public street or alley.
Section 15. DRAINAGE OF PREMISES. Every camp ground hereafter established shall be located on a well drained area, and the premises of every such camp ground, or any existing camp ground, shall be properly graded so as to prevent the accumulation of storm or casual waters.
Section 16. WATER SUPPLY. An adequate supply of pure water for drinking and domestic purposes shall be supplied to meet the requirements of said camp ground. Said water supply shall be obtained from faucets only, conveniently located in said camp ground, and no dipping vessels or common cups shall be permitted.
Section 17. REMOVAL OF WHEELS OR SIMILAR DEVICES. It shall be unlawful for any person, firm or corporation owning or operating a camp car and/or trailer located in a camp ground to remove or cause to have removed the wheels or any similar transporting devices from said

No proposal will be accepted on a contractor who is not licensed in accordance with the provisions of Chapter 791, Statutes 1029, as amended.

Proposals must be submitted on bank forms furnished by the city engineer.
The City Council of said City reserves the right to reject any oral proposals, and to waive any informality in any proposal.

REQUIRED BEFORE ISSUING PERMIT. Upon the filing of such application accompanied by the inspection fee, it shall be the duty of the Plumbing Inspector, or any of his duly authorized representatives, to investigate the premises, and determine whether said proposed camp ground, or the site selected therefor, conforms with the requirements of this ordinance, the rules and regulations of the Health Department and the laws of the State of California, and no permit shall be issued unless such camp ground or the site selected therefor complies with such requirements, and meets the approval of the Plumbing Inspector, and said Plumbing Inspector may, at his discretion, approve or reject any proposed camp ground site.
Section 7. REVOCATION OR SUSPENSION OF PERMIT. Any permit granted hereunder shall be subject to revocation or suspension by the City Council, in the following manner, to-wit: A notice shall be served on the person holding said permit, specifying wherein he has failed to comply with this ordinance, and requiring him to appear before the City Council of the City of Anaheim at a day and hour therein specified, not less than five days after the personal service of said notice on such permit holder, requiring him to show cause at said hour and place why said permit should not be revoked or suspended. At the time and place mentioned in said notice, the person holding said permit shall have the right to appear in person, or by counsel, and to introduce such evidence as he may desire, and the City Council shall confront said permit holder with any charges that said Plumbing Inspector or City Council have against him, and, after said hearing, the City Council may, at its discretion, revoke or suspend the permit.

SECTION 17. REMOVAL OF WHEELS OR SIMILAR DEVICES. It shall be unlawful for any person, firm or corporation owning or operating a camp car and/or trailer located in a camp ground to remove or cause to have removed the wheels or any similar transporting devices from said camp car and/or trailer, or to otherwise permanently fix it to the ground in a manner that would prevent the ready removal of said camp car and/or trailer without first obtaining a permit so to do, from the Building Department of the City of Anaheim.
Any alteration to any camp car and/or trailer as above set forth, shall be construed as removing it from the requirements of this ordinance, and converting it into a dwelling, and it shall thereupon be subject to the requirements of the Building Code of the City of Anaheim and the State Housing Act of California.
SECTION 18. DOGS NOT ALLOWED AT LARGE. Dogs at no time shall be permitted to run at large in any camp ground.
SECTION 19. TOILETS: There shall be provided in every existing camp ground and every camp ground which may hereafter be established, one water-closet for each sex; one of such water-closets shall be distinctly marked "For Men", and one of such water-closets shall be distinctly marked "For Women", and there shall be provided an additional water closet for each sex for every 4 or fractional part thereof in excess of 8 males or 8 females living in said camp ground; provided, however, that the Plumbing Inspector may exempt any camp ground existing at the time of the

Section 23. LIGHTING. Every camp ground heretofore or hereafter established shall be provided with means of lighting the same at night, and all public water closets and bath units shall be provided with sufficient lighting facilities which shall be kept lighted during the time from one-half hour after sunset until one-half hour before sunrise.
Section 24. Any water faucets, toilets, garbage receptacles or other equipment required by the provisions of this ordinance in camp grounds, or which may hereafter be required by any rules and regulations of the Plumbing Inspector pertaining to camp grounds shall not be construed to mean water faucets, toilets, garbage receptacles or other equipment now or hereafter located in or adjacent to camp grounds, and which may already or hereafter be required under provisions or other laws or ordinances.
Section 25. EACH VIOLATION SEPARATE OFFENSE. Every person, firm or corporation violating or contributing in any way to the violation of any provision of this ordinance shall be deemed guilty of a separate offense for each day during which such violation continues, and shall be punishable therefor as herein provided. All ordinances or parts of ordinances in conflict herewith are hereby repealed.
Section 26. It shall be the duty of every person, firm or corporation owning, leasing, renting or operating a camp ground in the City of Anaheim to comply with all of the provisions of this ordinance, and/or any rules and regulations formulated by the Plumbing Inspector governing camp grounds, and any such person, firm or corporation violating any of the provisions of this ordinance or said rules and regulations, or contributing in any way to the violation thereof shall be deemed guilty of a misdemeanor, and upon conviction thereof, shall be punished by a fine not exceeding Three Hundred ($300.00) Dollars, or by imprisonment in the City Jail not exceeding three months, or by both such fine and imprisonment.
Section 27. If any section, subsection, sentence, clause or phrase of this ordinance is for any reason held to be unconstitutional, such decision shall not effect the validity of the remaining portions of this ordinance. The City Council hereby declares that it would have passed this ordinance and each
