Farm Employes Social Security Status Is Vague When is a rancher not a rancher? When is he an industrialist? When is an agricultural employee an independent business man? When is he a farmer? These are just a few of the thousands of questions confronting the bureau of internal revenue in the collection of federal old age pension taxes. Southern California with more than a million residents in allied agricultural endeavors offers many knotty problems for unravelling in interpreting the social security laws. Recent rulings from Washington indicate the strictest definition of the term "agricultural employee." In one case decided within the past week, employees of a group of orange ranchers banded together for cooperative farming of their groves were ruled taxable on the ground that they are employees of the cooperative and not of the actual "owners or tenants" of the separate ranches. Another ruling which affects a large class is one which declares taxable those employees of organizations which send them from ranch to ranch fighting pests and parasites. Still another declares that clerical help, including ranch managers, are not exempt. Basis for this ruling is the fact that they are not engaged in the actual farming of products in their raw state. Other recent definitions state that employees of organizations specializing in the transportation, packing, or labelling, of grown products are not expected. Mechanics whose only duty is the maintenance of machinery, tractors, automobiles, etc., have been ruled taxable in most instances. With the deadline for filing the social security tax forms set at Feb. 28, Nat Rogan, collector of internal revenue for southern California, today declared that all ranchers should apply for individual rulings in cases where there is the slightest doubt. Offices of the Internal Revenue Bureau in this district are located at the Federal building, Santa Ana. Visiting Motorists for Year Numerous Twenty-seven foreign countries, four distant United States possessions and territories, and the 48 states of the union were represented in the 252,727 non-resident cars that entered California in 1936, Ray Ingels, director of motor vehicles, announced today. This represents an increase of more than 18 per cent over the 1935 total of 213,428, Ingels said. The number of persons in the cars was given as 757,167 last year, an increase of 23 per cent over the 1935 total of 615,728. Arizona headed the list with 19,345 cars, followed by Oregon with 17,300; Washington was third with 14,451, and Texas was fourth, when 12,551 automobiles entered from that state, Ingels said.
