Office Distributes Telephone Almanac A limited number of copies of the Telephone Almanac, published annually by the Bell System, are available to the public at the business office of the Southern California Telephone company, according to R. J. Rossbery, manager. The almanac contains information about the sun, moon and stars, an average temperature and rainfall table for principal cities throughout the nation, a rebus for children, and numerous historical features. Copies will be given free to persons calling at the business office of the telephone company. Vocabularies keep pace with habits. The woman who burns a table edge with a cigarette butt doesn't say: "Oh, dear!" All Employers Must Register Under New Act Thousands of California employers, under misapprehension as to registration provisions of the Unemployment Reserves act, have not filed their names and the number of employees working for them with the commission. J. L. Matthews, chairman, made this announcement recently following a check up of the commission's files and a survey of business throughout the state. "The law specifically requires that every California employer, whether he hires one or 100 persons, must file a report regarding the total number of his employees with the commission," Mathews said. "Despite the fact the commission collects only from those persons who hire eight or more individuals, registration of the group hiring from one to seven persons is necessary so that the commission may determine whether or not he is exempt from provisions of the law." Penalties may be assessed against those employers who have failed to register, and before long the commission will start enforcement. It hopes all California employers will register before this time. Citrus Growers Plan Institute To Survey Loss Two citrus institutes are scheduled for growers in Orange county and southern California in the near future, according to announcement from the farm advisor's office. The annual Orange county citrus institute is set for March 9, and the San Bernardino citrus institute in connection with the Orange Show is announced for February 23. The latter will be held at the Elks club in San Bernardino, beginning at 10:00 o'clock. The program will include talks on water supplies, proringing and marketing. The Orange county institute on March 9 will bring to local growers the latest information on the Valencia frost situation from the standpoint of orchard and tree management, and the marketing problem. The economics of orchard heating for Orange county conditions will also be presented. The day's program will include prominent speakers from the marketing associations, experiment station and the university, according to Farm Advisor Harold E. Wahlberg. These institutes are held under the auspices of the agricultural extension service and the farm bureau citrus departments. At the present moment, "The Forgotten Man" in Sacramento—and in much public thinking—is the man who, by dint of unrelenting labor and refusal to be licked, is still holding a job, still conducting his farm or business, still producing, and paying out the bulk of his income to support the dependents of his family and his government. An unpleasant analysis, possibly, but no one who reads the bills pending before the current legislature can discount its truth. And to agriculture, the problem has more serious implications than to the state as a whole, for agriculture is one of two industries which actually produce new wealth; the other is mining. Fundamentally, on these two industries falls the burden of producing all that others may spend! What, you may ask, are the danger signals at Sacramento? Briefly, they are these: In direct expenditures, the current legislature promises to be more liberal in its grants to the beneficiaries of relief of all forms than any other. A splendid, progressive attitude, you may say—but someone must foot the bill: the "forgotten man" who is still solvent, but who may shortly be insolvent if present burdens continue! And there is also the more serious danger that thousands of unemployed, through their own choice—due to government pampering and break down of morale — will become permanent wards of the state, indigents and unemployables. Again, there is a manifest tendency—due to the fact that labor has suddenly felt its power and come into political ascendancy—to decry all employers, all providers of employment, and seek legislation for "the workers" which will gradually—and in some cases, rapidly — bankrupt their industries, destroying employment, instead of improving it. There is little need of dealing with specific measures; it is sufficient to state that some of the relief measures now pending would provide unemployed families with greater income by far than that received by the average hard working farmer, who must somehow produce his share toward providing all government relief. No one will discount the fact that the unemployed must be cared for; no real American will discount the fact that the laborer is worthy of his hire; but no one need be heartless to recognize that the providers, as well as the beneficiaries, deserve their day in court—and sympathetic, helpful consideration on the part of their lawmakers. Otherwise, the story of the Prodigal Son will be re-enacted in California, multiplied ten thousand fold—except that, in this instance, there will be no fatted calf to be killed! The bidder must submit with his proposal a satisfactory check certified by a responsible bank and payable to the order of the County of Orange, or a bidder's bond for an amount not less than five (5%) per cent of the aggregate sum of the bid, as a guarantee that the bidder will enter into the proposed contract. The work to be done in accordance with the profiles, plans and specifications on file in the office of the County Clerk, in the Court House, Santa Ana, California. Copies of the plans and specifications will be furnished upon application to Everett E. Parks Architect, 201 Moore Building, Santa Ana, California, for which a deposit of Ten Dollars ($10.00) will be required, to be returned on the filing of bid and the return of plans and specifications provided said plans and specifications are returned within ten (10) days after award of contract.
