The group will go in caravan formation, leaving Santa Ana at 8:00 o'clock; Anaheim at 8:15; and Northam Station just north of Buena Park at 8:30. A special demonstration for 4-H members will be given at the show, beginning at 10:30 o'clock, in the judging pavilion. In the afternoon members may attend the rodeo given in connection with the live-stock show. Several Orange county members are exhibiting livestock at the show and have good chances of winning some prizes, according to Ross E. Crane, assistant farm advisor. Robb (This is a non-political, non-partisan column dealing in Townsend news and views, and written by a prominent Townsend leader. Any opinions which are expressed herein are not necessarily those of the Gazette). Last week this column outlined the basic cause of present paramount problems of the nation. The problem of unemployment it was pointed out was due to a considerable degree to technical advances connected with our production methods. It was also suggested that in relation to the displacement of man power by machine power, the people's buying power had been reduced. That this buying power reduction had naturally lessened the volume of goods consumption pro-rata in the nation. By this analysis it was made apparent that the problem of unemployment had been still further increased. The final result being stagnation of business, a general lack of economic security and a resort to crime on the part of many. The Townsend plan has no quarrel with improved industrial methods of production. It believes that man's genius to invent labor saving devices should be... supervisor W. V. Mendenhall of the Angeles forest has announced that at least half of the planned development of the region expected to be devoted to public use should be completed by that time. But the Townsend plan advocates economic changes so that a market can be provided for the large volume of needful and desirable products capable of being produced by the new technological methods. How can a needed volume of demand for goods produced be sustained when the machine age production methods actually result in increased unemployment with a consequent reduced buying power? That is the question which must be satisfactorily answered before the nation can profit most from the intellectual achievements of its own people in the field of mechanical invention. The conclusion inevitably reached is that in a nation where the profit system is the base of government, that buyers and consumers of things produced are of equal importance with ability to produce. If that demand and consuming ability needed can not keep pace with production methods in vogue through the medium of gainful wage employment, then another method of sustaining consumer demand must be invented. This the Townsend plan advocates doing through the voluntary retirement from gainful employment of those who are 60 years of age or older. The younger unemployed will then be given their places of employment and such others as are created by the new industrial life which it is believed the nation will enjoy. Phone 2322 Washington Conference Next Year May Seek Supreme Court Curb WASHINGTON—one of the big news stories of 1937 probably will be about a national conference in Washington of important groups and individuals favoring a constitutional amendment or some other check on the United States Supreme Court. The gathering will have the unpublicized approval of President Roosevelt and its purpose will be to sift and discuss the innumerable and widely varying proposals for some curb on the court's unrestrained power to invalidate national and state legislation. The administration would like to know the extent of sentiment for curbing the power of the court. New Dealers spend much time discussing how it should be done. If a constitutional amendment is the plan decided upon finally, the amendment must be framed so that it will be acceptable to two-thirds of each house of Congress and 36 of the states. It might take years to get the amendment ratified. It has been suggested that certain acts be earmarked as not reviewable by the court. But then Congress might carmark so many laws that in effect the court would be destroyed and there would be a breakdown of the system of checks and balances. There is talk of requiring a court vote of 6-3 or even 7-2 to invalidate an act of Congress. Objections to this plan are that if the justices insisted on voting 5-4 then cases which had come up through the lower courts would reach dead end, and there would be, in effect, no higher court of appeal. Roosevelt and his advisers may resign themselves to waiting for the retirement of one or more of the four conservative members who are over 70. One reason they don't want retirement at 70 made compulsory is the fact that Brands, progressive and kindly to the New Deal, is 80 years old. Such decisions as the 4-4 vote on the New York unemployment insurance act, in which no opinion was written, are being used in criticism of the court. It is supposed that Justices Hughes and Roberts in this case joined their liberal colleagues, Justices Brandeis and Cardozo. Riverside-Beaumont Highway Open Soon First of the year is expected mark completion of the new Riverside-Beaumont highway, according to a report received by the engineering department of the Automobile Club of Southern California. Grading and road mix surfaces is progressing rapidly on the 111 mile section from Box Spring grade to a point northeast of McEnno. The new alignment will eliminate the old hazardous McEnno grade and permit a saving time between Riverside and Beaumont. Prestige of the court has suffered somewhat from a situation where the rights of states to provide unemployment insurance systems can be upheld or invalidated by the temporary liberalism or conservatism of one or two men. The unemployment insurance law would have been thrown out by a 4-4 vote if it hadn't happened that the lower court decision had been favorable. Unless Roosevelt decides that should be postponed, the conference on proposals for a constitutional amendment or other measures to curb the court, is likely to be held early in 1937.
