Meeting of board of trustees called to order by President J. Fischer. Minutes of last meeting read and approved.
Auditing committee reported finding books of Secretary correct, and turning same over to the new secretary, A. Schenk.
Treasurer reported $589.00 cash on hand. Both reports accepted.
Resolved, That in as much, as it is impossible for zanjero, under the prevailing conditions, to make satisfactory water deliveries, not to consider complaints for the present...
Complaint against Rodriquez for stealing water referred to committee of A. Langenberger and Zeyn for investigation.
Water sales to the amount of $57.00, reported. Meeting adjourned.

Meeting of board of trustees called to order by President Fischer. Minutes of last meeting read and approved.
Committee reported on Rodriquez's water steal, that he denied having helped himself to water, saying it came to him by the ditch breaking. There being no visible evidence of that, the customary fine of $5.00 was imposed plus $2.00 reimbursement to zanjero for repairs on ditch, same to be paid in 8 days.
Bill of zanjero for $100.00, allowed.
Treasurer reported $633.67 on hand.
Owing to constant decrease in water trustees decided to make another inspection trip up the river and use every endeavor to bring down more water.
J. P. Zeyn moved that after next Friday, July 8th, owing to the scarcity of water, same be only sold to irrigate the old vines. After a lengthy discussion motion carried. Decided, if necessary, to have a committee watch the irrigators, and see that above resolutions be laborers, supplied with shovels, to help zanjero work on river was urged. There being no further business meeting adjourned.

Meeting of board of trustees called to order by President Fischer. Minutes of last meeting read and approved.
After investigating the tampering with main gate, complained of by zanjero at last meeting, Mr. Boldt was fined the customary $5.00. Castillo who admitted having helped himself to some water was also fined $5.00.
Mr. Durr withdrew his demand for $50.00 damages done him, by his water being used by other parties.
Treasurer reported $674.07 cash on hand.
Mr. Durr's bill of $122.00 for labor on new ditch at river was allowed.
Zanjero reported the new one-mile ditch not yet completed, also asked for some necessary new gates at B-6. Messrs. Rust and Langenberger volunteered to construct and set same for their bill. A complaint from Mr. Stappenbeck, regarding loss of water was tabled.
Water sales to the amount of $82.00, reported.

Decided, if necessary, to have a committee watch the irrigators, and see that above resolutions be carried out, and no water in any way be wasted. Also decided that as for 10 hours a day very little water came to Anaheim, the 24 hour run be, 16½ hour run per day, and the distribution be arranged accordingly.

Extra meeting of board of trustees called to order by President Fischer.
Following resolutions passed: 1st After trip to river it was found to advantage to use Mr. Langenberger's ditch to his old house, lowering same in places, and widening somewhat. Mr. Langenberger readily consenting to same. 2nd To construct necessary gate. 3rd To construct a brush network along north bank of river to protect the connection between the one mile new ditch, now under construction, and the Langenberger ditch. 4th Zanjo be instructed to hurry said connection of the two ditches. 5th Mr. Louis Durr, former zanjero, to supervise said constructions.

Meeting of board of trustees called to order by President John Fischer. Minutes of July 1 and 2nd, read and approved. Treasurer reported $615.67 on hand.
Messrs. Bremermann and Zeyn complained about failure to get water, referred to general meeting.
Zanjo reported water to be used on night of July 2nd was used to irrigate corn field on Lot B-7, and on the night of July 4th water to be used on Lot A-5, was otherwise diverted. He asked that same be investigated, and guilty parties fined. Matter was laid over to next meeting, and have guilty parties present.
As Rodriguez did not pay the $7.00 fine allotted to him, secretary was instructed to proceed legally to collect same.
Mr. Heyermann presented written proxy for share A-2.
The former method of running water 24 hours per day, was reinstalled.
It was further moved and carried that the stockholders honor be relied upon

After a lengthy discussion both pro and con, Mr. Langenberger's motion to restore the water sales to their former unrestricted usage, was carried to go into effect on July 15th.
Messrs. Bremermann and Zeyn withdrew their complaint about damages regarding non-delivery of water.

Zanjero reported that main canal and most of inside ditches free from sand, and in good condition.
Pasqual Silvas presented a written request for the use by him of waste water from the Metz & Humboldt vineyards, agreeing to keep ditch between said parties clean and in repair, and place gate at his expense. There being no objection from Metz or Humboldt, request granted. Written request from Mr. Bremermann that zanjero deliver water for his lot, at his lot. After a long and useless debate, zanjero instructed to in future deliver Mr. Bremermann's water to his lot.

Zanjero reported everything in satisfactory condition.
Written communication from P. Hammes, stating that water he was to have on Sunday evening; August 21st, failed to reach him, but was used on the lots of Keller and Rust, Mr. Schmidt and Schneider would testify to that fact. Mr. Hammes demanded $25.00 damages, resulting from the condition inasmuch as neither the accused or the witnesses were present, letter was tabled.

Secretary Agricultural Legislative Committee
California's tangled financial and taxation problem, paramount issue of the 1933 state legislature, both in its relation to agriculture and the welfare of the state generally, is still far from solution.
With the lawmakers back in their home districts for the 30-day intermission between sessions, the legislative box score for the first month tallies about as follows:
On Economy Issues
Refusal to submit emergency measures to the people to curtail school costs or other "fixed charges."
Refusal to accept the Rolph budget for the coming two years, due largely to its provisions for shifting certain costs back to the counties and local government.
Failure, at the first session, to submit a substitute budget.
Recommendations, through the Bush economy committee, for many drastic and far-reaching reductions in the cost of general government. The work of this committee constituted the only positive action of the session toward effecting economy.
On Taxation Issues
Many programs, but no action. The chief characteristic of the legislative mind on tax questions, during the open-session, was indecisiveness. This was due, in part, to a wide divergence of opinion on the part of general taxpayers and public bodies on means of equipping the tax load.
Introduction of measures to increase taxes on public utilities, especially phone and power companies.
Submission, during the last day of the session, of a plan for sweeping vision of the state and county structure. This program, the comprehensive and revolutionary submitted, was drafted by State controller Ray L. Riley and introduced Senators Jerrold Seawell, Placer County Will Sharkey, Contra Costa county Edward H. Tickle, Monterey county L. Pierovich, Amador county; Brad S. Crittenden, San Joaquin county; Bert B. Snyder, Santa Cruz county; Joe Riley, Inyo county, and Leonard Difani, Riverside county.
Casting up the ledger on the first session, the chief danger to the tax seems to lie in the indecisiveness of legislature—the possibility that it is to "get together" on a program thwart solution of the problem, terminate in the imposition of a valorem, or state property tax.
Most reassuring, however, in indicating that the legislators are seeking way out of the financial wilderness the growing recognition that a property tax would be ruinous to culture and business alike and something must be done to lighter oppressive burden on owners of property.
The far-reaching Riley plan, which is yet to be weighed and tested, demonstrates a commendable determination to cope with the problem.
In brief, this plan would cut into present taxes on farm and other property, limiting to 50 per cent amount of county and state revenue that could be raised from taxes on

Mr. Rehm's request for gate, (from previous meeting) was after some discussion, on motion of Mr. Schmidt, seconded by A. Langenberger, laid on the table until some future time. Meeting adjourned.

Meeting of board of trustees called to order by President Fischer. Minutes of last meeting, read and approved.
Treasurer reported $810.92 cash on hand, that included $97.50 paid by Messrs Adolph Hartmann and Robert Thiele for share G-1 bought from the Anaheim Water company. Secretary instructed to issue certificate of stock to the above named gentleman, and enter the share under their name in stock-book.

Committee who inspected ditches, reported all main ditches clean and in good condition for taking over by the new zanjero. There being no water salés for the past week, the equal distribution of the water in the main ditches was ordered, and the zanjero instructed accordingly. Meeting adjourned.

It would also return all public utility corporation property to the counties for taxation, junking the present state gross receipts tax, and providing, as a substitute, for the levying of a low percentage gross income tax on every person and business in the state to raise revenues for both counties and state above the 50 per cent collected through real estate taxes.
While there are objectionable features to a gross income tax, due to the fact that it pyramids through a tax on each turnover, Controller Riley contends that this is partially offset by a huge tax base which would permit an exceedingly light tax, estimated at not more than 1 per cent.
The program is revolutionary in scope and will require thorough study before California farmers render their verdict. But, regardless of the merit or lack of merit in the plan itself, it is an attempt to solve the problem.
Noted Veterinary to Meet Livestock Men
Livestock breeders who are considering or have made progress in eradicating contagious abortion from their herds will be interested in attending a meeting called for 7:30 p.m., Friday, February 10, at the school administration building on North Main street, Santa Ana, according to W.
