Seeking to Protect California’s Fish
State Commission Endeavoring to Prevent Use as Fertilizer
The question as to whether or not sardines, one of the great natural resources of the state, are to be reduced to fish meal, fish oil and fertilizer or are to be used as food products will be decided shortly, following the closing of the cases against four Monterey canners by the Division of Fish and Game in the superior court of Monterey county.
In the four eulits the Division of Fish and Game, acting for the people, sought to enjoin the Monterey Canning company, the Sea Pride Canning company, the San Carlos Canning company and the Carmel Canning company from operating, due to the alleged failure of the defendants to secure the 15 cases per ton of sardines required by the Division’s order during the months on August, September and October, and also charges were made that the defendants companies used more than the 25 percent of the capacity of their plants in reduction plants. The 25 per cent is the allowance made by law, and is the leeway given the canners to take care of over and under catches, broken, undersized, oversized and spoiled fish.
Much testimony which sought to show that fish offal should include all fish not canned, was introduced, but the state showed even by the witnesses for the defense that this interpretation of the term had not been considered until a meeting of canners was held in Monterey in September, at which it was decided to defy the commissioner’s order and pack less than 15 cases, but more than 12. This action was taken, it was disclosed, after the commission had refused to grant the canners permission to can but 12 cases.
The case with which 15 cases can be obtained was explained not only by N. B. Scofield, head of the bureau of commercial fisheries of the division, but also by numerous canners not involved in the suits.
B. D. Marx Greene, former executive officer and attorney for the Division of Fish and Game, but now retained by two canners organizations, put up a desperate fight for his clients.

Seek to Have Motor Traffic Officer Under State Control
A two-year study of the crime problem in California has convinced the California Crime Commission that traffic cannot be controlled and traffic violations reduced until officers patrolling the highways are placed under the direct supervision of the state, and the present "double-headed" system of authority eliminated.
In its report on file today in the office of Governor Young, this body came out flat-footed for state control, declaring that "only in this way can responsibility be placed and absolute control obtained."
The members of the crime commission based their conclusions on a survey in which thousands of persons were interviewed and letters written to hundreds of others.
"The commission favors a change in the method of appointment so that complete selection, appointment and control of these officers will be in the hands of the Division of Motor Vehicles," the report said.
Pointing to the present dual system which permits the county boards of supervisors to recommend officers for appointment to the state division and to fix their salaries, the report said:
"This extraordinary method of appointment works for divided responsibility and control. In many cases, officers who have been appointed from lists certified by the supervisors refuse to obey orders issued by the Division of Motor Vehicles.
"The result is a general demoralization of the entire organization."
The report of the crime commission coincides with the general opinion entertained by state authorities that there should be a change in the present method of traffic control and in resolutions adopted by the California Development Association, the League of Municipalities, the California Traffic Officers Association and other interested bodies.

Photoplay New Course at U. S. C.
Believing that the importance of the photoplay to the intellectual, social, moral and esthetic culture of the world warrants an active interest on the part of university leaders in the further development of the photodrama in art and social utility, President R. B. von Klein-Smid of the University of Southern California announces that beginning with the spring semester opening February 6th, a new course, "Photoplay Appreciation" will be offered in the College of Liberal Arts.
In general charge of Dean Karl T. Waugh and Professor W. Ray MacDonald, the course, to be given on Wednesday afternoons from three to five o'clock, will consist of formal lectures delivered by qualified members of the Academy of Motion Picture Arts and Sciences, of which Douglas Fairbanks is president and Milton Sills is chairman of the committee on college affairs, and university faculty members.
With subject matter prepared from bibliographical sources and from information gained through questionnaires and interviews with members of the Academy of Motion Picture Arts and Sciences and university authorities, the course will cover evolution of the photoplay, a critical survey of modern photopplays, and the social significance of the screen story. Students will be required to observe and comment on current photopplays.
Permanent reproduction by Vltaphone and Movietone will make the selected lectures available for all colleges, it is planned.
U. S. C. Gets Big Endowment Fund
$100,000 Donated to the School of Medicine
A gift of $100,000 from Dr. and Mrs. Wilbur W. Beckett to the endowment fund of the School of Medicine of the University of Southern California was announced Monday by Harry J. Bauer, chairman of the Semi-Centennial Commission of the University.
Dr. Beckett has long been engaged in the practice of medicine in Los Angeles and active in the development of the city's medical welfare. He is vice-president and medical director of the Pacific Mutual Life Insurance company, and a director of the Citizens Trust and Savings Bank, the Pioneer Security company and numerous other Southern California corporations.
In transmitting his gift to the university Dr. Beckett expressed the opinion that the provision of adequate medical training was the chief educational need of Southern California.
"It is a great pleasure to me to place at the disposal of the University of Southern California funds that will be used for its medical school," Dr. Beckett stated. "The advancement of medical education is a worthy end under any circumstances, but it is particularly gratifying to be able to help in making provision for such education here in Southern California where adequate medical training is recognized as the chief educational need of the community."
Such a school will raise the standards of the medical profession locally. It will provide opportunities for research among our physicians. It will make it unnecessary for our young people to leave Los Angeles to obtain a medical education. Such a medical center will provide the means that Los Angeles needs for promoting the science of medicine and for disseminating that science to the profession as well as to the laity.
And it is most fortunate that it is the University of Southern California that is sponsoring the teaching of medicine, since it makes it possible for the new medical school, like other outstanding medical schools throughout the country, to have at its disposal the facilities of a great university.
To me there is no worthier object for gifts than the building and endowing of a school that is to train our young men and women to heal our sick and to apply themselves to the health problems.

At the conclusion of the semester's work the syllabus will be revised as experiences and observations gleaned throughout the term dictate. It is anticipated that this course will be developed in such a way as to give students an accurate conception of the photoplay as an art form and as a social institution. It is also hoped to build up a literature and library of textbooks, critical works, analytical works, and reference articles on the protoplay for general use.
Farm Bureau Has 1,500 Members
The Orange County Farm Bureau today has a membership of 1,500, a gain of 300 over that of last year. This figure was announced at a progress dinner at the Orange County Fair grounds, at which farm center committees and officials of the organization gathered.
The membership campaign will continue for two weeks longer in an attempt to reach the quota of 2,000 members.
A. Ahif, president of the California Farm Bureau federation, addressed the group of 100. Enos Lee, director of the American Farm Bureau federation and chairman of its finance committee, also talked to the assembly.
John Ragan of Villa Park, chairman of the membership committee, presided at the affair, which opened at 6:30 p.m., with dinner.

California’s Historic Pageant is Attracting Crowds
California’s historic pageant drama, the Mission Play, written by John Steven McGroarty, and produced in its own playhouse at San Gabriel for seventeen consecutive seasons, is enjoying greater popularity and patronage this year than ever before.
The eighteenth season opened January first with the 2,820th performance, and with Juanna Vigare dancing her 2,828th number in the colorful flesta scene. The only performance she has missed since the Mission Play began, is the afternoon she was married to her dancing partner, Juan Zorraquinos, before the ancient alter of the old San Gabriel Mission, where the women of her family have "stood up" before the Mission Padres for more than 150 years.
The Mission Play and the magnificent Mission playhouse in which it is presented by a cast of more than 100 talented artists has been established as a California institution through the generosity of Mr. McGroarty and a group of other prominent Californians, who have given this famed production and its home to the people of the state. All proceeds are pledged to the restoration and preservation of the historic landmarks of the state.

A report says that the pay of the average college professor is only about one-third what it should be. Judging from their public expressions, however, we know of a few of them who would be overpaid at a dollar a day.
