Water Board Makes Protest Opposes Constitutional Amendment on Ballot Effecting Law of Riparian Rights At the regular meeting of the board of directors of the Anaheim Union Water Co. went on record in opposition to Amendment No. 7 on the November ballot. The following resolution was unanimously adopted: RESOLVED: By the Board of Directors of Anaheim Union Water Company that said board is opposed to the adoption of Assembly Constitutional Amendment No. 27, which will be printed as No. 7 on the ballot for the next election. The general declarations of the proposed amendment are not necessary and add nothing of value to the law of California relating to water. The last sentence of the Act provided: "This section shall be self-executing, and the Legislature may also enact laws in the furtherance of the policy in this section contained." That is the joker of the Act, and will serve to open the door for a class of legislation which has been attempted heretofore, which will upset long established water law and water rights in California, and be beneficial to Promoters and Power companies at the expense of irrigation and mutual water companies. BE IT FURTHER RESOLVED that a copy of this resolution be mailed to each stockholder in this company. Superintendent's report was read and upon motion accepted and ordered filed. Superintendent reported that he had shut down all pumping plants on October 12th. Upon motion president and secretary were instructed to sign the contract for the sale of royalty oil from the La Habra Reservoir Site with the Standard Oil company. Oil production reports for the month of September were read and upon motion accepted and ordered filed. Upon motion the following transfers of stock were granted: It. Fossek, I share to The First National Bank of Anaheim, of Anaheim, California, as trustee under its Trust No. 61. A. O. Stovall, 8 shares to Archer W. Kammerer and Coralie G. Merrlam, newly elected Republican state chairman, Monday heard from Southern California County Republican chairmen the assurances of overwhelming victories south of the Tehachapi. From the figures given it is estimated Hoover's majority in the eight Southern California counties will total more than 300,000, or more than the total vote in many eastern states. The county Republican leaders held their first meeting of the campaign Monday to plan for the closing weeks before the Presidential election, with Merrlam presiding. Requa, arriving Monday morning from San Francisco for the conference, declared that he felt confident that Hoover will win easily in both Northern and Southern California. He also declared that the organization work by women groups throughout the state was largely responsible for the unprecedented California registration and the promise for a big Republican victory. Requa said: "I am entirely satisfied with the progress of the campaign in California. Since coming here from San Francisco I have had the reports of a number of county chairmen and my optimistic belief as to Southern California has not only been verified but has been exceeded. "I have at all times expected a splendid majority south of Tehachapi and as I am sure there will be a satisfactory majority north of Tehachapi, the combination of these two obviously assures California to Hoover by a large majority. "We are coming now to the really intensive work of the campaign and I expect during the next three weeks to see a still further development of the Hoover sentiment that has at all times strongly been in evidence. "If anyone will take the trouble to examine the registration in this state and note the overwhelming preponderance of registration, they ought not to lie awake nights wondering what the result is going to be. We not only promise to carry California for Hoover." The increased shipments to Southern California, while assisting materially in overcoming the first rush of orders, have hardly met the demand, which is steadily growing as more of the new cars go to the owners. There never has been a Bulck that has created the degree of owner enthusiasm that the present models have. Bulck this year is attracting buyers from classes both below and above its price division. More and more Bulcks will be found in the garages of the finest homes, where heretofore only the more expensive models were used. The golf club parking spaces reflect the same condition. A check of one golf club showed more Bulck owners than any other make. We find that many buyers, visiting our showroom, are amazed to learn that wide range. The appearance of the car the Bulck price division covers such a naturally suggests a lot of money, but Bulcks, with the same mechanical construction throughout, are available at figures which are surprisingly low, we believe. Buena Park News Mrs. William E. Cunby entertained with a theatre party at the new Buena Park theatre, Tuesday evening. The party was held in the north club room and after the show refreshments were served to the guests. Those enjoying the affair were Mesdames L. A. Fry, George Trapp, David Lemke, S. S. Green walt, Ralph Cummins, E. W. Thurman, Ivan Ellmore, Arch Bosanko, all of Buena Park, and Miss Ruth Brown of Huntington Beach. Several new families have moved into Buena Park this last week. In this period there have been registered in Southern California 84,714 new motor cars. September contributed 10,153 to this total. Ransbottom are building a five-room stucco on Tenth street. Work on the new church is progressing rapidly, and it is expected that services will be held in it in two weeks, although the formal dedication will take place November 18th. Mr. and Mrs. L. A. Newman are remodelling their home on Court street. Ray Thompson, proprietor of the Buena Park Cafe, is building a new restaurant building at the corner of se???? In spite of the unexpected shower, about forty ladies met at the H. H. Haggarty home. Thursday, for a potluck luncheon and business meeting of the Ladies' Aid and Missionary Society. The affair, first planned to be a lawn party, overflowed the spacious living room, dining room and kitchen, while two gas heaters made it a winter affair instead of summer. After the bounteous dinner was disposed of, an apron sale was held and about $12 worth of aprons sold in as many minutes. A business meeting of each society was held and a short program given by the Missionary society. The occasion was the organization here of the Northern California Cavellers. Cavellers, it is explained, are the past presidents—the former gavel wielders—of the Purchasing Agents' Association. The Los Angeles Gavellers arrived by plane in the morning, attended the big luncheon, and flew back to Los Angeles that afternoon. The plane used was the speedy big Richfield, tri-motored Fokker cabin air cruiser, and holder of the inter-city passenger plane record—Mills Field (San Francisco) to Vall Field (Los Angeles) in two hours and 13 minutes. Use of the plane was contributed the Gavellers by the Richfield company. Featuring the visit of the Southern Californians also was the fact that a photograph, taken just before the Richfield took off in the morning, was transmitted by phototelegraphic process by the phone company and published at noon here the same day by an afternoon paper. It is the proposal to reorganize California's educational system, eliminating the present "double-headed" organization in the state department of education, and taking the schools once and forever out of politics. "Didn't know it was in politics," you may say. But it has been. At the present time California has a state board of education appointed by the governor. The state superintendent of public instruction is elected by the people. Now this system works fine as long as the two pull together. But should they get at loggerheads (as in 1925-27 when the state board refused to confirm appointments made by the superintendent) then, the machinery clogs up. Such a situation needs to be corrected. No. 6 proposes a constitutional amendment, killing for all times the double-headed system. A ten-member board of control would be created, holding office for ten-year terms. Two new members would be appointed in each odd-numbered year. All appointments would be confirmed by a two-thirds vote of the state senate. The board could then appoint a director of education, removing any possibility of an executive officer in conflict with the board he represents. This assures a unified single control which is essential to the success of any business enterprise. It places the responsibility clearly in one administrative body, and assures the same definite administration for schools of California as is made possible in most cities where boards of education select city superintendents of schools. The question has been asked what other states have this system? They are the states with the largest, finest and most efficient educational systems in the country—New York, Massachusetts, Pennsylvania, Illinois, and many others. This measure has been approved by Governor C. C. Young, the California State Legislature, the State Board of Education, State Superintendent William John Cooper, the heads of all University of California Education departments, all teach college presidents, state associations of teachers and superintendents, and leading educators of California. It needs your vote to become a law. Vote YES on No. 6 and take California schools out of politics. Mr. and Mrs. Leo J.
