Year’s Activities of County Traffic Cops Halted 8172 Motorists During the Past Year It probably is not generally known here that the force of men employed in Orange county as traffic officers under direction of the state motor vehicle division is exceeded by only one county in the state. San Diego. This fact has been revealed in a public way by a statement just issued by the division recounting that it maintained in the state an average force during the year of 272 men. Including the captain, 16 men are employed here and 17 in San Diego. It no doubt will be of interest to the public to know that the 272 officers in the state during 1927 ordered 234,738 motorists to pull to the curb and explain why they were going to fast, driving with faulty lights, taking too much of the road, cutting in or otherwise violating the state motor vehicle act. The number halted indicates that the officers have been rather busy while on duty, and it is an accepted fact that the percentage receiving attention in Orange county is on a parity with the average in the other communities. Records in the office of the local officers reveal that the 16 men here arrested and halted 8172 motorists for various infractions of the state law. Considering the number of motorists who drive the highways of Orange county daily, the number of arrests indicates that the operators drive more or less sanely. "Stepping on the gas" was one of the favorite outdoor pastimes of those accosted, the survey shows, for of the total number of drivers stopped, 2496 were for excessive speed, 3027 were for having faulty headlights or tall lights on their cars, 1290 were for violating rules of the road, and 1359 for miscellaneous offenses. Get New License Or Be Stopped Drivers Carrying 1927 License Must Explain to Officers With applications for 1928 license plates arriving at the rate of 100 a day from motorists who were too late to "get under the wire" and avoid the legal penalty, Frank G. Snook, chief of the division of motor vehicles, has notified state traffic officers to stop every car on the highways bearing 1927 license plates. Only those drivers who are able to produce proof that they have made applications for their plates will be permitted to proceed. The officers were instructed to impound all other cars until their owners have forwarded the application and double fee required by law after February 31. A special squad of officers was ordered to work certain isolated districts of the state where large numbers of car owners are known to have disregarded the repeated warnings of the division to shop early for plates. "Search every nook and corner of the state for license fee dodgers," was the order. Division officials estimated that more than a half million dollars would be collected in delinquent fees and penalties during the first six months of the year. The motor chief issued a final warning to tardy motorists that failure to comply with the law would result in arrest and prosecution. He said: "Anyone who has been careless or neglectful enough to fail to send for their plates should delay no longer. There can be no reasonable excuse and our officers will accept none. In common justice to those motorists who have obeyed the law we must see that every car owner pays this very small and very reasonable fee. Delinquent motorists should therefore not hesitate to forward their applications, for ever." TARIFF KEEPS WHEAT OUT The United States Department of Commerce reports that no wheat has been imported for consumption since July 1, this year. That proves that the tariff of 42 cents a bushel protects the American wheat growers in their home milling markets. If it were not for the tariff, mills all along the border would depress the American market with threats to bring in Canadian wheat. It is true, as free traders say, that the United States has a surplus of wheat and must sell it a broad at world prices. But there are years when we have no surplus of good milling wheat; and always there are large regions in the United States that are deficient in first-class, milling grades, and the inevitable tendency would be, when supplies ran low, for the millers to bring in Canadian grain, if it were not for the tariff. But one consulting the reports of the Department of Commerce will discover that, since July 1, 5,665,000 bushels of Canadian grain were imported into the United States. It is necessary to note the distinction in the official reports. No wheat was imported for consumption in this country. The imported grain is for grinding in bonded mills for the export trade. The importing mill pays the tariff of 42 cents a bushel and is allowed, on proof of export, to draw back 99 per cent as a refund. But he can't take the rebate until he has given proof that he has mixed with the imported Canadian grain a liberal percentage of American-grown wheat. That provision was put in the law for the benefit of American wheat growers and with the approval of their representatives in Washington. It was reasoned that the Canadian wheat would find foreign markets anyway, and it would be better, under these safeguards, to let some of it be ground in American mills and help to carry American-grown wheat abroad. MANGANESE IN LAKE Manganese is a constituent of most rocks and is readily dissolved in ground water and reprecipitated. In the belt of lakes that lie along the south edge of the area covered by glaciers in the northern United States during the coniferous year. The company is now setting out 215 acres to nursery plants, an addition to the five-acre experiment plot put in here a year ago. The action of the corporation is taken as an indication that it will use the Santa Maria valley as one of its chief centers of production. Eight thousand acres have been set as the minimum amount of land to warrant an extraction factory, according to J. M. Williams, manager of the guayulo who is in Santa Maria now supervising ule nursery and plantings near Salinas, the planting of the new acreage. The large local planting is believed to be the forerunner of others making up in the aggregate a "factory unit." Some 7260 guayule plants to the acre are set out with a planting machine developed by the company. They are set two feet apart, and the rows are three feet apart. The plant matures and is ready for the mill in four years, at which time it is lifted from the ground. STOCK VALUES UP The total value of all main types of livestock on farms in California on January 1, 1928, was $182,301,030, as compare dwith $167,591,000 on January 1, 1927, according to the annual livestock report just released by the agricultural statistician for the federal state crop reporting service. An increase in all classes of livestock, except horses, is noted in the report. Continued improvement in the California livestock situation is shown by the report, with cattle and sheep reported at 50 per cent of normal for January. Pasture conditions in the state are reported in good shape, except in the northern sections, where cold and dry weather has caused some decline. February's rainfall is expected to imprvoe this condition, however. MANGANESE IN LAKE Manganese is a constitutent of most rocks and is readily dissolved in ground water and repreceliated. In the belt of lakes that lie along the south edge of the area covered by glaciers in the northern United States during the continental glaciation, manganese and iron oxides have been found, here and there, in quantities that warrant mining. Most of these deposits have not yet been covered by sediment, but there was recently discovered in southern Idaho a minable bed of manganese oxides that had been deposited in a lake of the glacial period and later covered by 100 feet of silt. Up to May 1, 1927, it had yielded 1,200 tons of high grade manganese ore. This deposit is described in Bulletin 795-H, recently published by the geological survey. Department of the Interior. Proof of its ancient origin was shown by the presence of several teeth of an extinct mammoth under the bed. ROAD TO BIG BEAR The construction program on the new high gear road from San Bernardino to Big Bear lake took new life when the United States Department of Agriculture opened blds on December 13 for the grading of 3.5 miles of mountain highway from Waterman canyon towards Squirrel Inn. This will be one of the heaviest mountain grading projects yet undertaken. When this contract is completed, there will remain approximately two miles of similar work to be done by the division of highways to complete the road to Squirrel Inn. The improvement between Squirrel Inn and Running Springs park is still under way, and the gas shovel which has been in operation since August, 1928, has advanced from the Running Springs end through the Allison ranch.
