To Form Class in Parental Education
P.-T. A. Will Hold Meeting in Anaheim Library Soon
The formation of a class in parental education, the first to be organized in Southern California according to announcement is to be effected at the Anaheim library at a future date. It was announced at the fifth annual school of instruction meeting of officers and members of the Fourth District Parent-Teacher Association Saturday.
The class will be under the supervision of Miss Ruth Whitlock, a member of the faculty of the University of California at Los Angeles. It is not to be confused with night courses or university extension courses. It was pointed out. It is a part of the new work sponsored by the state to teach better parenthood.
By action of the body it was voted to take out a life membership in the state association for Mrs. J. V. Kelsey of Garden Grove, who is the president of the fourth district of the Parent-Teacher Association. This will be the first life membership in the association granted to a Parent-Teacher Association official. Among the few who have previously been granted life membership in the association are Governor G. C. Young, Mrs. Susan A. Dorsey, superintendent of the Los Angeles city schools; Dr. and Mrs. C. C. Noble, veteran Parent-Teacher Association workers, and F. O. McCulloch, husband of the state president.
Mrs. James K. Lytle, executive state secretary, spoke on a program of parent-teacher planning and activities, stressing three cardinal points as guide posts for all presidents and officers.
The first of these is to hold strictly to the objectives of the work which deal only with the welfare of the child in the home, the school and the community. The second point is to concentrate on a definite goal for service right at home. The third point as developed by Mrs. Lytle is that of developing an informed opinion on public questions.

AN ORDINANCE FIXING AND LEVYING A PROPERTY TAX ON ALL PROPERTY WITHIN THE CORPORATE LIMITS OF THE CITY OF ANAHEIM FOR THE FISCAL YEAR 1927--1928.
THE MAYOR AND THE CITY COUNCIL OF THE CITY OF ANAHEIM DO ORDAIN AS FOLLOWS:
SECTION 1. That there be and hereby is fixed and levied a property tax for the fiscal year 1927-1928 of Fifty-eight cents and two and eight-tenths mills (.5828) on each One Hundred Dollars ($100.00) of the assessed valuation of all real and personal property within the corporate limits of the City of Anaheim, for the ordinary annual expenditures of said City.
SECTION 2. That there be and hereby is fixed and levied a property tax for the fiscal year 1927-1928 of Two and four-tenths mills (.0024) on each One Hundred Dollars ($100.00) of the assessed valuation of all real and personal property within the corporate limits of the City of Anaheim, except only the property within the annexed territories as described and approved by Ordinances Numbers 395, 423, 435, and 456, for the purpose of paying the annual interest of the indebtedness of said City incurred for the purpose of constructing a City Electric Light Plant, together with one-fortieth (1-40) of said indebtedness.
SECTION 3. That there be and hereby fixed and levied a property tax for the fiscal year 1927-1928 of Six and five-tenths mills (.0065) on each One Hundred Dollars ($100.00) of the assessed valuation of all real and personal property within the corporate limits of the City of Anaheim, except only the property within the annexed territories as described and approved by Ordinances Numbers 395, 423, 435, and 456, for the purpose of paying the annual interest of the indebtedness of said City incurred for the purpose of constructing a City Electric Light Plant, together with one-fortieth (1-40) of said indebtedness.

Short talks in response to introductions were given on Parent-Teacher Association subjects by the following state officers and visitors who were present at the meeting: Mrs. James K. Lytle, executive sate secretary; Mrs. J. L. Thornton, state chairman of press and publicity; Mrs. Ertle McAteer, state chairman of visual instruction; Mrs. Benjamin T. Ferris, state chairman of life memberships; Mrs. G. H. Goodale, state chairman of study circles; Mrs. J. Edmund Snow, state chairman of American citizenship; Mrs. O. M. Robertson of Riverside, president of the Twenty-third district Parent-Teacher Association; Mrs. E. D. Erwin of Corona, vice-president of the Twenty-third district, and Mrs. J. C. Holt of Omaha, Neb., a visitor.
The group was welcomed by J. A. Clayes, principal of the Anaheim Union high school.
Course in Municipal Administration Will Be Held at U. S. C.
Announcement is made by Dr. R. B. von KleinSmild, president of the University of Southern California, of the establishment of an Institute of Municipal Administration, which, to be held next summer in Los Angeles (August 13-18, 1928), is already engaging the interest of municipal organizations of all types.

Experts in municipal affairs, nationally-known educators and public officers, and municipal administrators will augment the regular Trojan teaching and lecture staff in the conduct of the institute.

European Countries Raise Tariff Rates
The suggestion of ex-Senator Hitchcock of Nebraska that the Democratic party adopt the tariff as its main issue in the next presidential campaign and his statement that "European countries are breaking down their tariff barriers" has led to an examination of recent tariff history in Europe. This shows that almost without exception the various European nations have increased their tariff rates within the past two years, and many of them have raised duties since the first of the current year.
As recently as August 1, Germany increased its import duty on sugar from 10 to 15 marks per 100 kilos. Some of the duties charged on this same commodity by other European countries are as follows: Szecchoslovakia, 4.54 cents a pound; Russia, 4.20 cents a pound; Poland, 2.48 cents a pound; Spain, 7.54 cents a pound. Compared to these rates, the United States duty of 1.76 cents a pound seems almost inconsequential.
W. T. Pope, horticulturist of the Hawaii agricultural experiment station, says that recent investigation shows that the banana was one of the earliest food plants cultivated by man. It was formerly known as "The Apple of Paradise."
