Pacific Coast Must Widen Its Highways Increasing Tourist Travel Makes Wider Roads Necessary Increased tourist travel, motor vehicle registration, and use of motor trucks has resulted in traffic that is demanding wider and more substantial highways on the Pacific coast, according to a recent summary of highway projects made by engineering authorities of the Automobile Club of Southern California. In the three Pacific coast states there are many notable examples of recent construction of greater paved road areas on the main traveled highways, arterial streets, bridge approaches and business streets. It is stated, to meet the needs of modern traffic. One of the outstanding highway projects of recent years in California, it is held, is the reconstruction and widening this summer of an old 24-foot pavement to a 72-foot width, over the summit of Cahuenga Pass, north of Hollywood. This heavily traveled highway, forming Los Angeles' leading outlet to the north, was surfaced with a pavement averaging 10½ inches in thickness. Contracts have recently been awarded for extending this reconstruction and widening work. Other important California projects typical of the trend toward relieving traffic congestion by increasing width include the present paving of Pico boulevard, Los Angeles, a main artery to Santa Monica and the ocean, with an eight-inch pavement to a width of 70 feet. Washington boulevard, Los Angeles county highway, was paved between Culver City and Venice. 2.45 miles, to a width of 78 feet between curbs. It is proposed to make this highway, which carries the principal beach travel, 100 feet wide, with 70 to 78-foot pavement. A section of state highway between Montebello and Whittier, of Los Angeles county, completed last December, includes three and three tenths miles of 56-foot pavement, and for this wider pavement the highway commission secured additional right-of-way to make an 80-foot roadway. A public garage is hereby defined to be any place where automobiles or other motor vehicles are kept, stored or repaired for others, for hire, or compensation. SECTION 3. The City Clerk' of the City of Anaheim shall certify to the passage of this Ordinance and cause the same to be published once in the Anaheim Gazette, a newspaper of general circulation, printed, published and circulated in said city, and thirty days from and after its final passage it shall take effect and be in full force. Wider highways between Tacoma, Seattle, Everett and Marysville, projects forming sections of the Pacific Highway, longest hard-surfaced road in the world, were recently provided for by the state highway department of Washington, it is reported. Crowding of two highways between Seattle and Tacoma has resulted in plans for a major route which will be paved with two 20-foot strips separated with four feet of gravel. Grading of this 50 to 58-foot roadbed is practically completed and paving is scheduled for 1927. Similar construction is under way between Seattle and Everett. The North Trunk 20-foot highway is to be widened to 44 feet from the Seattle city limits to the King-Snohomish county line. From this county line to Everett, the pavement will consist of two 20-foot strips. Bond issues totaling $4,000,000 were recently passed in Portland, Ore., and its county, Multnomah, to widen bridge approach streets in the city and main county arterial highways. In these and many other reconstruction programs in the coast states is seen the need for wider highways to relieve the ever-swelling traffic, it is pointed out by auto club engineers. Construction is a charge met but once, these authorities observe, but maintenance; reconstruction and widening must go on so long as highway transportation continues to be a vital part in the daily activities of people. ORDINANCE NO. 495 AN ORDINANCE FIXING THE COMPENSATION OF THE MARSHAL AND DEPUTY MARSHALS OF THE CITY OF ANAHEIM AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH. The Board of Trustees of the City of Anaheim do ordain as follows: SECTION I. The compensation of the City Marshal and ex-officio tax and license collector, is hereby fixed at Two Hundred Seventy-five ($275.00) Dollars per month, payable monthly, which compensation shall be in full for all services now, or which may be hereafter required of him by any law of the State of California, or by any Ordinance or Resolution of the Board of Trustees of said City, now in effect, or which may hereafter be enacted or adopted. Nothing in this section, however, shall be construed to prohibit the Marshal from demanding and receiving such compensation as may be allowed by law for services rendered for serving process from the Superior Court or Justice's Court, in the State of California, or from collecting from parties to Civil actions any lawful fees for the service of process therein. SECTION II. The Marshal shall appoint, subject to the approval of said Board of Trustees of said City, one or more Deputy Marshals, which offices are hereby created. About many of these elements of successful production even the best informed know too little, and the average farmer must make every effort to keep up with the known essentials which limit or control production. These extension service schools bring to the grower, in his own community, a contact with research, on one hand, and general orchard practice on the other, which valuable because it is the result of locally disinterested and unbiased observation of the elements of citrus production in California, made by trained and well directed investigators. Millar and twenty-eight (28) other electors residing in the territory hereinafter described, requesting that the Board of Trustees of the City of Anaheim call a special election to be held within the boundaries of that certain inhabited and unincorporated territory situate within the County of Orange, State of California, and hereafter particularly described, for the purpose of submitting to the qualified electors of said territory the proposition of whether or not the said territory should be annexed to and incorporated in and made a part of the said City of Anaheim, and which said territory proposed to be annexed and incorporated in said City, and described in said petition is particularly described as follows, to-wit: Beginning at a point on the present city boundary of the City of Anaheim, which point is the intersection of the east line of Walnut Street and the center line of Ball Road; thence east along said center line of Ball Road to a point 175 feet eastwardly measured at right angles, from the easterly line of South Los Angeles Street; thence northwardly parallel with and distant uniformly 175 feet eastwardly from the easterly line of South Los Angeles Street; to a point on the southerly line of the northerly 14.90 acres of Lot 25; thence eastwardly along said southerly line of the northerly 14.90 acres of Lot 25; and parallel with and distant uniformly 520.74 feet southwesterly from the southerly line of East Vermont Avenue; to the easterly line of South Orange Street; thence eastwardly across the westerly 10 acres of Lot 21 to the southwestern corner of the northerly 10 acres of the easterly 25 acres of said Lot 21; thence eastwardly along said southwestern corner of the northerly 10 acres of the easterly 25 acres of said Lot 21; And that at said special election there shall be submitted to the qualified electors residing within the boundaries of said territory, the question of whether said described territory shall be annexed to, incorporated in and made a part of said City of Anaheim. A Special election shall be held and the same is hereby ordered and called to be held within the limitations of the territory described and bounded, as hereinbefore more particularly set forth, on Tuesday, the 11th day of January, 1927, pursuant to the provisions of an Act of the Legislature of the State of California entitled "An Act to provide for the alteration of the boundaries of and for, the annexation of territory to municipal corporations, for the incorporation of such annexed territory in and as a part thereof, and for the districting, government and municipal control of such annexed territory;" approved June 11, 1913, and all acts amendatory thereof and supplementary thereo. And that at said special election there shall be submitted to the qualified electors residing within the boundaries of said territory, the question of whether said described territory shall be annexed to, incorporated in and made a part of said City of Anaheim. SECTION 2. That said territory is hereby designated at "South and East were the bona fide signatures of the persons whose names they purported to be, and WHEREAS, after receiving said petition and on the 23rd day of September, 1926, said Board of Trustees proceeded to examine and did examine Ira B. Millar, who then and there testified under oath that the facts set forth in said petition, and in his affidavit accompanying the same were true, and then and there testified as to the number of qualified electors residing within the boundaries of said territory hereinbefore described, the genuineness of the signatures to said petition, and all other matters connected therewith and relating thereto. Whereupon from the evidence introduced at said hearing, and at said time, said Board of Trustees finds the facts as follows: FIRST: That the territory described in said petition and asked to be annexed to the City of Anaheim is inhabited territory, and that said territory is located in the County of Orange, State of California, and that no portion thereof lies within the boundaries of any municipal corporation and the same is contiguous to the City of Anaheim. SECOND: That said petition was signed by not less than one-fourth the number of the qualified electors residing within the territory described therein, as shown upon the register of voters of said County of Orange, and WHEREAS, the Board of Trustees of the City of Anaheim deems it to the advantage and to best interests of said territory, the boundaries of which are hereinbefore described, and the inhabitants residing therein, and to the City of Anaheim and its inhabitants to annex to. incorporate in and make a part of the City of Anaheim the said territory, and believes that the prayer of said petition heretofore filed, as aforesaid, should be granted and a special election called within said territory for the purpose of voting on said proposition. NOW THEREFORE: SECTION 1. SECTION 7. The Inspector and Judgeof such election shall immediately onthe closingofthepolls.counttheballots,makeup,certifyandsealtheballotsandtallysheetsoftheballotstcastatsaidedpecialelectioninthe mannerandformprovidedbylawandshallthereupondeliverthesametoanddepositthesamewiththeCityClerkoftheCityofAnaheim. SECTION 8. The City ClerkoftheCityofAnaheimishereydirecttoprocureallsuppliesthatmaybenecessarytoproperlyconductsaidedelection. Sample ballots containingthe matterrequiredtobeprintedontheballotstobeusedatsuchelectionshallbesuppliedtotheelectorsentitledtovoteatsaidedelectionbytheCityClerkofsaidedCityofAnaheimbuta failureonthepartofanyelectortocreceivesuchsampleballotshallnotbeheldtoinvalidateetheelectionoraffectinanymannerthelegalitythereof. SECTION 9.
