SCHEME TO SWAT
THE GASOLINE TRUST
Movement on Foot to Organize Refinery With 1000 Stockholders
If 1000 or more citizens of California wish to put up $100 each for the purpose of starting a refinery for the production of gasoline, the state corporation department will not stand in their way, even though the promoters of the enterprise appear to know little or nothing about the business. But the department will insist that when the necessary number of subscriptions have been secured the stockholders themselves, and not the promoters, shall control the enterprise.
Commissioner of Corporations H. L. Carnahan has laid down this rule in issuing a permit authorizing the Gasoline Consumers' association, a California corporation, with an authorized capital stock of $1,000,000 to sell its shares. The promoters propose to sell only one share of the par value of $100 to any one subscriber and estimate that an initial investment of not less than $75,000 is necessary to start the business successfully.
The permit issued recites that the evidence submitted to the department shows that none of the promoters "has any special experience in or capacity for developing, managing or operating such a business, or any special knowledge of the oil refining industry," also that no detailed plan for the operation of the company or its business has been presented.
For these reasons it is made a condition of the permit that the subscriptions shall not become effective for any purpose to create any liability on the part of the subscriber until not less than 1,000 bona fide subscriptions have been secured from responsible subscribers. It is made a further condition that no part of the purchase individual would pay a yearly tax for sickness insurance, and the doctors would be remunerated by the state. A stage preceding this will probably be the hiring of physicians by individuals and families on yearly contracts. The physician will be paid so much a month or year to keep the patient well. No diminution will be allowed during health, no increase during sickness.
It is not very unlike the Chinese system by which the physician is paid during the health of the patient, but his fees are stopped upon the approach of illness.
This would put a stop to the abuses of the fee system. The doctor wouldn't starve if his people were well, nor would he keep on coming unnecessarily, nor would unnecessary operations be advised.
This plan is growing in favor among medical men. Dr. Otto V. Huffman advised it before a convention in Chicago this winter, and a bill for compulsory health insurance is to be introduced into the Ohio legislature next winter.

It is believed that the price of crude will raise a little in the near future, as the storage supply is being diminished. For these reasons it is made a condition of the permit that the subscriptions shall not become effective for any purpose to create any liability on the part of the subscriber until not less than 1,000 bona fide subscriptions have been secured from responsible subscribers. It is made a further condition that no part of the purchase price shall be paid or become payable except upon a call made by the board of directors of the association, all of the members of which shall have been elected at a special meeting of the subscribers.
The promoters of the enterprise are to receive a commission of not more than 20 per cent for their services in securing the subscriptions, but, as none of the money is available, they cannot cash in until not less than $100,000 par value of the company's shares have been subscribed.
The shares are to be sold in Los Angeles and at other points in Southern California.

TREASURY NET BALANCE
Outstanding obligations of the treasury department, together with unavailable assets, were over $13,500,000 greater than the so called net balance reported by Secretary McAdoo on May 31, 1916, after checking up the monthly financial statement for May, appearing June 15th:

Gathering momentum every second, the disabled car shot ahead at a Barney Oldfield pace, which allowed the driver ahead but faced by demands from the company that would impose on the country an annual $100,000,000 a year, the railroads proposed reference to an impartial Federal tribunal.

The net balance in the treasury can be applied to defraying the expenses of an emergency situation, such as war. Should we enter into a war with Mexico, it is apparent that there is no net balance available for the purpose. This would necessitate the devising of additional means of taxation.

It is generally known that the combined Taft-Roosevelt vote of 1912 exceeded that of Wilson by 1,211,444 and that the distribution was such that a united republican party would have swept the country. It is less generally known that the total vote for all candidates, democratic, progressive, republican, Socialist, prohibition and socialist labor, was only 148,100 more than in 1908, notwithstanding the increase in population and the addition of 23,722 votes from Arizona, the 49-376 from New Mexico and the woman vote of Washington and California. When these are deducted the total vote for president in 1912 was 395,807 less than in 1908. The stay-at-homes were distributed as follows in states in which the combined republican and progressive vote exceeded that of the democrats: Kansas, 10,500; Indiana, 66,400; Missouri, 17,300; Nebraska, 17,300; New Jersey, 34,600; New York, 50,367; North Dakota, 8000; Ohio, 81,000; Pennsylvania, 47,000; Wisconsin, 57,000. There weer also 37,000 in Kentucky which voted so closely on governor last fall. There were 7400 in Maryland and 4400 in Nevada, very close states.
There was no reason why Democrats could not support Wilson in 1912. The Socialist vote nationally grew from 420,793 in 1908 to 901,873 in 1912. It is natural to suppose that the stay-at-homes were republicans, who did not feel like voting for either Taft or Roosevelt. The number was much larger than the figures given, for there must have been a gain in population in the states mentioned. There was a gain of votes in Montana, Idaho, Utah, Wyoming and Oregon, where there was active anti-democrat leadership.
