GOOD ROADS MEETING
Placentia Kisses and Makes up—Orangethorpe and Neighbors Likewise—Commission Submits New Map—Amendments Suggested—Westminster Schotched—Your Humble Servant Squelched—Near Riot—Dr. Dodson Proposes a Freeze Out—Meeting Marked by Earnestness, and Proved Highly Beneficial

That free for all meeting on good roads came off as scheduled on last Thursday. The highway commission forsaw what might be coming and wisely had the combatants meet and fight it out before meeting with the commission. This program was not learned until nearly eleven o'clock. At this time Dr. Hasson of Buena Park was elected chairman and Allan Knapp secretary, and the game was on under full steam.
Placentia Strenuqua
Placentia people were grouped in two hostile camps, ready and anxious for the fray, a veritable powder magazine that even an accidental spark could explode. Then the county engineer, Halladay, submitted a new map of roads as proposed by the highway commission, and this showed one road coming down Placentia avenue and another coming down the Sam Kraemer road, through the new town of Placentia and along the road parallel with the new railroad to Placentia avenue. The road from Sam Kraemer's to the school house was omitted. The white winged dove of peace spread its wings over the two hostile camps and everybody kissed and made up. Even Pierotti at last joined in and said, "All right, boys, I'm with you, and for the bonds."
Buena Park et al.
Placentia giving it out that "Orange county would never get a smell of the $18,000,000 of state money." Mr. Crookshank and others said that we need not wait for the state, as we were too rich to wait for such a small matter; further, that the state would finally reimburse the county, anyway.
Mr. Talbert, chairman of the board of supervisors, put forth the claims of the beaches, and it was well put, in favor of a coast boulevard to be built out of the state money, and that the county proceed and build the roads as outlined.
In reply it was shown that we had a right to expect that the state engineering department would expend the money as the act directed; that to assume that Orange county would get nothing would be to brand the state engineering department people as outlaws. The county engineer put the cost of that part the state should build at $600,000, and I held that the taxpayers would not stand to lose this, nor ever to have the chances of getting it jeopardized in any manner. Even if the state did finally reimburse us, it would be practically a matter of collecting the money here and then returning it to us; that under the act it would be just as legal to build a highway to New York as to build an ocean boulevard.
Mr. Crookshank then said he did not believe it would be legal to proceed and leave out the main highway of the county. Here the district attorney was called in and he told the commission that they could proceed and leave out this highway. On the motion being put apparently only two votes were cast in the affirmative. Negative loud and decisive.
Dr. Dodson to the Rescue
Dr. Dodson then made a motion that the commission proceed and an election be called to vote bonds to cover the whole system with the amendments suggested by the meet-
ed one road coming down Placentia avenue and another coming down the Sam Kraemer road, through the new town of Placentia and along the road parallel with the new railroad to Placentia avenue. Buena Park et al.
Loaded down with petitions and loaded up with oratory these people unlimbered their heavy battery first. B. F. Porter of Orangethorpe protested vehemently the leaving out of Orangethorpe avenue, as the revised map showed a connection straight out west from Fullerton city limits to Buena Park, leaving Orangethorpe high and dry. Mr. Porter intimated that Fullerton was to blame for this. W. T. Brown of Fullerton followed and explained that although Fullerton desired the connection with Buena Park directly west or north and west, she was not opposing Orangethorpe. This was the signal to cease firing and a conference of the three sections was proposed. In conference they decided to ask for Orangethorpe from the Spadra road to the Buena Park road, and also the road north and west from Fullerton city limits between the Cox and Emery ranches to the Park road.
Westminster Felt Secure
While the Westminster people had made a winning fight against odds in the original report, they felt secure and slept, stayed at home. Their friends from Bay City, Huntington Beach and Newport Beach combined forces and lifted their road from Westminster and put it one mile further south. This was done over the vehement protest of Mr. Knapp of Garden Grove, who said he would rather "lose his right hand than have it sign something which his homepeople had instructed him not to." What will happen when Stone and Burlingame hear of this kindness?
Dr. Hasson Turns Marrying Justice
The meeting adjourned for the different sections to get together and were to convene again promptly at one o'clock. Some time after 1 a hunt was made for the chairman and he was found as he put it, "Just wait a minute or two, as I have just married a couple here."

Dr. Dodson then made a motion that the commission proceed and an election be called to vote bonds to cover the whole system with the amendments suggested by the meeting, and that the bonds to cover the main highway and the one from Riverside be not sold until the state was through and then if the state built these highways these bonds to be destroyed.
After a long silence, as there was no second forthcoming, your humble servant volunteered the second, explaining that the commission would finally come around to his way of thinking in the end, and all would be well. This motion was discussed for half an hour, and amended same by striking out the "destroying of the bonds."
Freeze Out
Should this idea prevail the state would have bonds for money to do this work and so would the county. Who would win in such a great game of freeze out? In answering, remember the state must build these highways, so the act says, if the county does not provide for them. If $600,000 of bonds were set aside for these highways, and the state would build them, Dr. Dodson argued, and the point was well taken, the people then would want to know where this money would be expended. Others said let the commission lay out other roads and build them. This motion prevailed, as amended.
Meeting Beneficial
The meeting was highly beneficial and though every step was marked with earnestness, there were no grilling incidents. It was notable, too, that men who only a year ago were dead set against the bonds were now among those who desired to go ahead without waiting for the state. Out of it there certainly will be a safe and sure method evolved to proceed at an early date.

So the commission came in and joined in the general discussion. Beside the changes already mentioned Newport Beach and Huntington Beach asked that a road through Talbert from Huntington Beach to Santa Ana which was on the original map but left off from the revised map be placed back and that there be but one road to Newport Beach and that by way of Old Newport. These reports were all adopted without a protest except as to the Westminster road.
Sat Upon
Your humble servant made a motion that it be the sense of the meeting that the matter be proceeded with by omitting the main highway from East Whittier to the San Diego county line and from Riverside to Fullerton, as the state must build these highways. After a long silence and intervening business some one got up courage to second the motion.
Near Riot

Official Report of Directors' Meeting Held on Saturday
Anaheim, Cal., February 18.
A regular meeting of the board of directors of the A.U.W.Co. was held on the above date, with all the members present. The minutes of the preceding regular meeting were read and approved.
On motion of Hale, the ditch committee were given power to act in regard to the company ditch between the Parker and Tucker ranches, east of Anaheim, which had been filled in by the county while grading the road.
A communication was received from Engineer Pillsbury of the Pacific electric railway company, stating that as per our request, they had issued instructions to have the obstructions in our canals removed without delay, and that the canals would be in first class shape by the time of the receipt of their letter. The communication was placed on file, and the secretary instructed to thank the railway company for their promptness.
A communication was received from the board of trustees of the city of Fullerton, stating that they had received a petition from residents on Commonwealth avenue, asking that the open cement ditch on that street be replaced by a pipe line. The trustees agreed to accept a former proposition made by this company, whereby the pipe line would be constructed provided the city and property owners concerned pay part of the expense. The ditch committee were given power to act in the matter, and they were requested to meet with the city trustees and arrive at a definite agreement with them regarding amount to be guaranteed by them towards the cost of the construction and also concerning a clear and proper right of way.
The demand of the Los Dos Ranchos Co. for $204.70, being one-half the cost of construction of a line-fence between land of the A.U.W.Co. and land belonging to heirs of J. W. Bixby, was considered. Action on same was deferred until next meeting.
A request was received from the board of trustees of the city of Anaheim to have the ditch on Broadway West and Walnut St.

Thinks No Road Bonds Can Be Carried Now
The bond election for good roads in Orange county has been hanging fire for some time and it was generally supposed that no further steps would be taken in the matter until it was known what route the state highway down the coast would take. The project, however, has come to life again, and at the last meeting of the associated chambers of commerce of the county the following resolution was adopted:
Resolved, that the county highway commission and board of supervisors of Orange county be requested to proceed at once to call the bond election for the roads proposed as amended, and that they also be requested to give us an agreement to withhold the bonds necessary to build the roads from East Whittier to the San Diego county line and from the Riverside county line to Santa Ana.
The action of the Orange county people in this matter is quite unexpected in view of the fact that Orange is one of the counties in Southern California that is sure to be benefited by the highways built under the state bond issue. The law provides for one highway down the coast from the northern to the southern boundary of the state and that road cannot go anywhere except through Orange county. Until the route of that highway is definitely determined, it would seem to be the part of wisdom to delay action on bonds for a county system of highways. In other words we should say that Orange ought to get all it can from the state and then go ahead with plans for county highways. Riverside county's bond issue is in a state of suspended animation until we know the plans of the state engineers; and this county is not certain even to be on the line of the state highway system at all. We hope we might be, but that is all.
It sounds good to Riverside to hear talk of a macadam road from the Riverside-Orange county line to Santa Ana; but we have some doubt about the ability of our neighbor to carry a bond issue while this state highway matter is pending. We feel very certain we could not do it in Riverside county.—Riverside Press.

The superintendent was instructed to construct the pipe line as soon as possible, as the work had previously been ordered done, and deed of right of way inside the property lines is now on file.
Application of Fred Kordt for a delivery gate and for the purchase of 40 feet of 12 inch pipe, was referred to the ditch committee with power to act.
Application from J. Harmon for a change of route of the ditch through his property on Placentia road, was referred to the ditch committee.
Applications on file for the transfer of stock were on motion granted. On motion the meeting adjourned. H. S. Armstrong, Secretary.
