OUR FRIENDS THE TREES Address by Enos A. Mills of Forest Service at Riverside "No nation has ever fallen for having too many trees. But scores of lands have been depopulated and brought to ruin through forest destruction. Most of the great nations of the past have been rich in natural resources, but the one resource most useful to and most used by every nation that built itself to greatness was the forest. The forest is a producer of wood—one of the most useful of materials. The forest is not only a resource within itself but it maintains numerous influences, which enable us better to master and manage the air, the waters and the soil so that these will render us the greatest service and do us the least damage. "Prof. L. G. Carpenter, probably the world's greatest irrigation engineer, says that forests are absolutely necessary for the interests of irrigated agriculture. Among the many helpful influences of the forest the most important one to the people of Southern California is its water-saving influence. The forest greatly checks the evaporation of water. In this locality the winds have the ability, the capacity to annually evaporate more water than annually falls. Can you realize that on your almost treeless foothills that as high as 80 per cent of the annual precipitation is evaporated by the winds and lost. "Western winds are extra dry. They are insatiable. La Follette, former governor of Consin, and Cummins, former governor of Iowa, are both credited with belief that fortune destines them to the White House. La Follette is traveling the country of reform, especially railroad reform. It is a policy that made supreme in Wisconsin, and he believes, will appeal as strongly to people of the other states where is as fully understood. Cummins has made an issue years of tariff reform, but that likely to be shelved by the passage of a new tariff law. Now he is voted to the income tax which he regards as one of the most important and the most fetching questions fore the people. This is not the open season railroad reform, but it is wide for taxation, and Cummins there holds the center of the stage. The prominence he has achieved during his brief experience in senate has been encouraging to friends who approve of his personal ambition. Is there any better protection for the water supply than the protection which you can give by thoroughly covering your hills and mountains with-forests or chaparral? "Your own John Muir probably is the greatest authority concerning the relation of forest to stream flow and he says that cut down the forests and streams will vanish. The experiences of China, Spain, Greece and Syria, and that of other lands are grim evidence of the fact that forest destruction on a large scale will lead to waterless river channels. At one time millions of acres of land in the countries just mentioned were productive agricultural lands. These lands were watered with streams which rose in forest-covered hills and mountains. The forests were destroyed, all the streams vanished, and the desert came. If the republican insurgents, after the defeat the Cummins' amendment, should port the Bailey amendment and latter should by any possibility adopted by the house and senate would be lost as an issue. Doubt, however, that the republican congress will adopt an amendment of such importance presented by democrat, and feel encouraged they will succeed in capturing issue. MONEY FOR REFORESTATION The Tri-counties reforestation mittee is likely to come in for something of a financial lift from county, if the plan suggested by board of supervisors material terless river channels. The trash accumulates in the forest, but this trash will also cover the ground and keep it loose, open and porous, so that the ground will quickly absorb water. Hence this accumulation of trash, which the forest provides, together with the countless tree roots which penetrate and perforate the earth, literally conducts much of the water quickly into the earth where cannot be evaporated. Once the water is into the earth it must seep slowly away. Its passage through the earth being slow, its runoff is thus delayed." The Tri-counties reforestation committee is likely to come in for something of a financial lift from the county, if the plan suggested by the board of supervisors materializes says the San Bernardino Sun.
