WHAT'S DOING IN POLITICS THE FIGHT AT SACRAMENTO FOR DIRECT PRIMARY BILL Machine-Free Senators Standing Loyally for Principle—Collar Wearers, Posing as Friends of Bill, are Covert Enemies—Estudillo's Case. Regarding the senatorial deadlock at Sacramento over the direct primary bill, the correspondent of the Los Angeles Express gives the following interesting version: "Pinhead" McCarthy, the discredited labor leader, who was supported by the Schmitz-Ruef crowd for mayor of San Francisco against Mayor Taylor, is the latest recruit to the ranks of the opponents of an effective direct primary. For the last three days he has been hanging around the capital trying to persuade Senator Mark Anthony that Assemblyman Leeds' scheme for testing the sentiment of the people on the question of United States senator by legislative districts isn't as bad as it might be. He evidently was commissioned to deliver the stubborn senator over into the hands of the enemy; but if such was the object of his mission he has made a dismal failure. Neither threats nor cajolery have thus far been able to budge Senator Anthony and Pinhead has given him up as hopeless. Even the local Calkins' newspaper which refers to McCarthy as "one of the great labor leaders of the United States," admits that there is no hope of changing Anthony's vote. As a matter of cold fact, both Senators Kennedy and Hare have been opposed to the direct primary from the start. The roll call on the test vote in the senate, which occurred several weeks ago in connection with the machine's plan to render the direct primary law unconstitutional by requiring a 40 per cent vote to nominate, shows that both Kennedy and Hare voted with the enemies of the bill. Every senator who is opposed to concurrence in Leeds' district scheme has been a consistent friend of the direct primary from the very start. Every senator who fought the bill from the start and who voted to render the bill unconstitutional is lined up now with the solid twenty in favor of Leeds district scheme. The character of the republican senators who are thus accused of treachery to the principle that they are pledged to uphold is so well-known that the charges only render their accusers ridiculous. But, as Senator Cutten remarked, "It's a deal better than what the assembly and our opponents in the senate would have had us accept." Barton and Westerfield wanted the county government act amended so as to help out the Enterprise, and when Estudillo refused to stand for their "raw" work, they got mad and tried to whip him into line for their little "joker" bill. The state law at present provides that the county delinquent tax list shall be published by the tax collector in some newspaper in the county at a rate fixed by the board of supervisors. The plan of the present tax collector in this county has been to pass this business around among the different papers of the county, and the list has been published at different times in a number of county papers. That seemed to be a very fair arrangement, and the provision of the law was satisfactory to newspaper men, public officials and taxpayers throughout the state. But it did not suit the Enterprise.
