OUR FRUITS WELL PROTECTED CALIFORNIA PRODUCTS NOT AFFECTED BY TARIFF CUT Measure Gives $300,000,000 Revenue — Senate Voices Opposition and Threatens Emasculation—Iron, Steel Shoes, Hides and Lumber Hard hit The new tariff bill introduced in congress some days ago makes many radical changes and will provide an enormous increase in the national revenues. The California congressmen say that California is well treated in the new measure. A big new bond issue is provided until the revenues begin to come in. That California has no quarrel with the tariff bill as introduced in the House of Representatives is asserted by every member of the California delegation. As predicted there are several increases in the duties protecting California products. Some of these are: An increase in the duty on grapes from twenty to twenty-five cents per cubic foot of capacity of barrels or packages. An increase in the duty on lemons from a cent per pound to a cent and a quarter. An increase in the duty on figs from two to two and one-half cents per pound. An increase in the duty on olive oil in packages of less than five gallons. Ripe olives, formerly on free list, are made dutiable at the same rate as green olives. The schedules on wines and brandies, so important to California, remain unchanged from the present duties. Prunes remain at the present duty. Oranges retain the present duty of one cent per pound. Beans are scheduled at the present rate. Beets are unaffected. The present duty of twelve cents a pound on hops remains. Quicksilver remains as in the Dingley law. The duty on cattle remains at the present figure. Walnuts and almonds retain their duty. Brazil nuts, now free, and which compete with California walnuts and almonds, are made dutiable. The duty on salt remains unchanged. The duty on wool so far as the grower is concerned, remains practically unchanged. The duty on borax is cut from five to two cents per pound. It is said, however, that this gives enormous protection to that article. There is a general cut in the duties on lumber. Rough lumber is reduced fifty per cent, from two to one dollar per thousand. The refiners' differential on sugar is reduced from a cent and ninety-five hundredths to one cent and ninety-one hundredths per pound. The duty on barley is cut from 30 to 15 cents per bushel, but as California either consumes or exports her entire barley crop, this is said to have little effect upon California producers. Duties on large sized plates are reduced, but increased on smaller sizes. Duties on nails, wire, hardwood and tools are reduced. Duties on cigarettes are increased 50 per cent, but beer and wine are not touched. A duty of 8 cents a pound is led on teas which are imported by the country in which produced cents a pound when imported other countries. Cocoa is taken from the fresh and made dutiable at four cent pound. Duties on prepared cocoa increased 50 per cent. The countervailing duty on petroleum is maintained in the bill, having been included after a meeting of the ways and means committee, and at the almost universal request by the independent oil men of California and such other oil producers were aware of the fact that the committee had first removed this duty. All of the great products of the soil, citrus fruits, prunes, hops and the like, receive ample protection, with here and there an increase in the duty. Mustard, which is raised in considerable quantities at Lompoc, Santa Barbara county, receives protection for the first time. Beans, of which Southern California produces practically America's whole supply, are protected as before. The maintenance of the wine schedule in the face of much adverse influence, is regarded as a triumph for Needham and the California interests. The increase in the duty on grapes means thousands of dollars to the raisers of fancy table grapes. There is a possibility of a further increase in the duty on lemons when the bill gets into the senate. THE NEW TREE PLANTING LAW PROVISIONS OF THE BILL FOR STREET DECORATION City Councils May Order Entire Length of Thoroughfare Thus Beautified, and Costs May Be Assessed Against Property Owners Provisions of the new tree planting law passed by the legislature apply with especial force to this city, where so much has been done in the work of beautifying city streets by planting trees during recent years. Important features of the new law are as follows: Section 2. The city council of any municipality in the state may, at its discretion, pass a resolution of intention to plant, or cause to be planted, with shade trees, any graded street, lane, alley, place or court within the limits of such municipality: Such resolution of intention may embrace the entire length of any street, lane, alley, place or court, or any portion thereof, but must specify the kind of trees to be planted, their size, age and the distance apart. The street superintendent shall thereupon cause to be conspicuously posted along both sides of the street mentioned in the resolution, at not more than three hundred feet in distance apart; notices of the passage of said resolution. Said notice shall be headed, "Notice to plant shade trees," in letters not less than one inch in length, and shall, in legible characters, set forth the language of the resolution, and the date of its passage. The city clerk shall also cause a copy of the ranch was changed. The owners of a majority of the frontage of the property on both sides of the street proposed to be planted as aforesaid, may, within ten days after the expiration of the time of publication of said resolution, file their written statement of objections to the proposed work, with the city clerk, which must be signed by the objectors, each one writing after his or her name the number of feet frontage owned by him or her. Such objection must show wherein the parties making them will be injured or aggrieved by the proposed work and if the objection be to the kind of trees proposed to be planted, they must name some other kind of tree to be substituted therefor. The city council shall, at its next meeting after the filing of said objections, fix a time for hearing the same, not less than one week thereafter. The city clerk shall thereupon notify each objector, or his agent, who has signed his or her name to the statement, by depositing in the postoffice of said city a notice addressed to him or her postage prepaid, notifying the objectors of the time and place of hearing. At the time specified, the council shall hear the objections urged, and pass upon the same, and its decision shall be final and conclusive, except that in the choice of trees to be planted, it shall be governed by the written request of the owners of a majority of the frontage on both sides of the street which it is proposed to plant. If the objections be sustained no further proceedings shall be taken under the resolution of intention for six months after the date of its passage. Everett's farm, the bed of Cache Creek, for 100 feet has been thrown up in a knoll thirty feet high, torn as by a terrific explosion, while about seven acres of the ranch on what is called a point, extending to a place where the upheaval occurred, has sunk from forty to 100 feet.
