THE OWNERSHIP OF WATER
AS IMPORTANT TO THE FARMER AS OWNERSHIP OF LAND
Often the Most Valuable of the Irrigated Lands Have High Value, While Adjoining Lands Without Water are Practically Worthless.
The ownership of water for irrigation is as important to the farmer as the ownership of the land. In arid countries the water is often the most valuable of the two elements, land that is practically without value being made valuable by the application of water. It frequently happens where the water supply is limited that lands for which water is available has a high value while adjoining lands of exactly similar character are practically worthless. This being true, it is readily apparent that the ownership of water is at least equally important with ownership of land, and that the ideal condition, from the standpoint of the farmer, is the ownership by himself of both.
In the broad sense the community at large has an interest in both the land and the water that is superior to that of the individual owner, whoever he may be, but the present civilization regards private ownership of the agricultural lands by men who live upon and till them as the best method of conserving the public interest and promoting the public welfare. Land laws of the United States have been from the beginning designed to place the lands in the hands of men who would use them. This purpose has not always been achieved. There have been bad laws as

Our attitude toward water necessary to irrigation and used for irrigation should be the same, but unfortunately it has not been the same. Early settlement in this country was in those sections where rainfall is abundant; when the march of civilization reached the arid lands the conditions encountered were new. A people to whom the ownership of land had been all important very naturally continued to so consider it, with the result that all too little thought was given to the ownership of water. The diversion or distribution of flowing water in considerable quantities calls for large investment, in labor and machinery, in dams, dikes, and canals, and water laws were so framed as to encourage the investment of capital in irrigation systems as a distinct enterprise. To a very large extent it is still so regarded; but there is a growing appreciation of the fact that the ownership of water is not less important to the farmer than the ownership of the land, and a strong tendency to develop irrigation systems under conditions that provide for and insure their ownership in common.
The ideal system of water ownership is that which makes the water forever appurtenant to the land. The ideal water development is that in which the costs are borne by the land. The best attribute of farm life in America is the independence of

This is a matter of vast importance to the people of the United States, for it bears directly upon the most important problem of our national life—that of maintaining upon the soil a prosperous, independent, homeowning population. Millions of acres in the west must come under irrigation, and it is of national importance that these lands be developed under conditions assuring the greatest freedom and highest standard of citizenship. The water must be appurtenant to the land.

Los Angeles Man Gets Contract for 35 Miles of Pipe for Irrigation Land, to Which California Farmers Would Give the Overlook
California irrigation methods are to be introduced into Colorado for the reclamation of 7000 acres of land along Beaver Creek, and a Los Angeles man received the contract for 35 miles of concrete pipe to cost $70,000, to be laid from the dams to the land to be watered.
This is the first big private reclamation project to be tried in Colorado, and it has attracted considerable attention from the fact that the company has advertised its intention of adopting California methods. The engineer in charge is from California, the pipe lines are to be laid by Arthur S. Bent of Los Angeles, and are to be built of concrete by a method peculiar to Southern California.
The land to be reclaimed is near Florence, Colo. It is located on a flat plateau and is called "shael land," and the intention of the company is to grow apples.
"A California farmer would hoot at the idea of farming this land," said Mr. Bent. "It looks more like a rock quarry, but experiments have proven it to be the best apple-growing land in the world. The entire tract has been divided into plots of ten to fifty acres each, and the company has already sold over $100,000 worth to people interested in ap-

"The engineer in charge recommended concrete pipe as the most permanent improvement available. It has been tested and will outlast either wood or iron, there being no limit to its life when properly laid.
"The letting of the contract attracted a great deal of attention, as it called for the largest amount of concrete pipe ever laid at one time, and there were many companies after the job. Most of the pipe will be twelve and eighteen inches in diameter, the only large pipe being near the intakes.
"Dams have been built along Beaver Creek, and the water will be taken out on grade with the land to be irrigated. Our work of laying the pipe lines will commence immediately under the direction of Superintendent J. M. Eads. He will take a dozen experienced men with him, and will employ about fifty more at the scene of operations.
"Our method is to manufacture the pipe in the field. We will use cement from the nearest available plant and take the gravel from Beaver Creek. The method of making this pipe is to tamp the steel molds full of concrete in a very moist state. The mixture is one part cement to three of gravel. It is so firm when tamped into the mold that it will keep its shape as soon as completed. Then the mold is removed and the operation repeated.
"So tough is the finished product that the small stones in the pipe break in two before it will come apart, and it takes a heavy blow of a sledge hammer to fease even the smaller pipe.
