"NO," ON BOTH THESE BILLS HARBOR IMPROVEMENT BOND PROPOSITIONS Recommendations of Shipowners' Association on Two Proposed Bond Issues; $1,000,000 for Purchase of The Lands at Islais Creek To the People of the State of California: The Shipowners Association respectfully submits for the information of the public, and particularly those who have not had the time or opportunity to study the question closely, its conclusions and recommendations as to the position that should be taken in voting on Tuesday next on the question of issuing 20 year bonds to the amount of $1,000,000 for the purchase of lands at Islais creek and $2,000,000 for the construction of additional seawall and betterments along the present San Francisco water front. There has been a great deal said about the merits and demerits of the proposed Islais creek bond issue. But in the usual discussion on this subject little reference is made to the other bond issue of $2,000,000 for the extension of the seawall and betterments on the water front including a belt line railroad) which must be voted upon at the same time. We have given both measures careful consideration and feel that the results of that consideration should be laid before you. The motives of those who have opposed and of those who are supporting the Islais creek bond issue have been made the subject of more annual installments out of the improvement fund and the settlement fell due June 30, 1907. At the same session of late in 1907, the two passed which must be voted fall, one providing for $2,000 for a seawall and betterment, the other providing for an issue for the acquisition of at Islais creek. The interest and sinkin both of these bond issues provided for out of the improvement fund. Under the law no bonds can be issued run for more than twenty years, providing for $3,000,000 ifified by a vote of the proponents which will be issued be twenty year bonds and then in the harbor improvement must be sufficient to meet ent and prospective demand fund and to pay the interest off the principal on these bonds within the next twelve months. The Shipowners association isfied that the moneys in the improvement fund for now will not be sufficient to cover charges. Differences of opinion been developed between members and the proponents of Islais creek plan as to the cost of acquiring the land point, the figures varying from $1,000,000 and $500,000. In our consideration of tion, for argument's sake, accepted the figures of the moneys of the Islais creek s wit, $500,000, as correct, to believe these figures wrong. We, however, are satisfied there will not be sufficient in the harbor improvement We have given both measures careful consideration and feel that the results of that consideration should be laid before you. The motives of those who have opposed and of those who are supporting the Islais creek bond issue have been made the subject of more than one attack. To our minds, such attacks are entirely uncalled for, unjustified and throw no light upon the policy or expediency of the proposed bond issues. Such attacks are always misleading and measures of such vital and public importance to the future development of California should be considered on their own merits. The moneys collected by the state harbor commissioners are derived from dockage, wharfage, tolls and rents, etc. The harbor commissioners out of their receipts, pay such expenses as salaries, office rent, dredging, pile driving, etc., and in addition reserve $10,000 per month for urgent repairs. All the rest of their receipts are turned into a fund known as the San Francisco harbor improvement fund. Out of this fund must be provided all moneys for paying costs of repairs and construction and taking care of interest on bonds and sinking funds for their repayment. If at any time the amount in the harbor fund is insufficient to meet these demands, the harbor commissioners must either increase the water front charges or must apply to the legislature for a special appropriation to make up the deficit. The first course, increasing the dues and charges, (which means a driving away of shipping), is nevertheless the one most likely to be adopted, as it has been the policy of the state to make each harbor self-supporting and to avoid calling upon the state itself to provide by taxation funds for the development, improvement or maintenance of any of the harbors in the state. At the present time, the state harbor improvement fund has, in addition to paying costs of repairs and construction, to take care of the following: In our consideration of the motion, for argument's sake, accepted the figures of the moneys of the Islais creek settlement, $500,000, as correct, to believe these figures wrong. At the present time, the state harbor improvement fund has, in addition to paying costs of repairs and construction, to take care of the following indebtedness: In 1892 the state authorized the issuance of $600,000 of bonds for the ferry depot. The amount which must be paid out of the harbor fund for the next four years, including interest and sinking fund, is $199,000. In 1904 the state authorized the issuance of an additional $2,000,000 of bonds for the construction of a seawall and appurtenances. The necessity of a decision upon the legality of this issue delayed the harbor commissioners somewhat in the sale of their bonds and the result is that of this $2,000,000 bond issue at the present time there have been sold only $750,000. As the work of extending the seawall is rapidly progressing, it will become necessary to sell the balance of these bonds shortly so that, in any fair consideration of the subject, one must consider this full issue of $2,000,000 as a lien on the harbor improvement fund. In 1907 there was loaned to the state harbor commissioners from the state school fund, an additional sum of $250,000 for emergency work, necessitated by the earthquake and fire. This sum with interest must be repaid to the state in five equal annual amounts which will bring no revenue which will be use less until at a cost of not less than $2,000,000 so locked up by this addition as to make it impossible for any further liens thereon near future for greatly new terms there and elsewhere might seriously handicap the commissioners if they were led by any emergency such mon prudence might expect. For these reasons, in two years from now the portion of these lands necessary for a tidal basin will remain submerged in deep water as they are now and values of submerged lands are not at all likely to appreciate in so short a space of time. In conclusion, it is our view, there-fore: That both the present proposed bond issues should be defeated at the polls. That next January the people should approach the legislature and request laws authorizing bonds for the acquisition of any necessary lands and for the extension of the seawall and large and extensive modern docks and equipment equal to any in the world under seventy-five year term bonds.
