WHAT'S DOING IN POLITICS RECORD OF A RAILROAD WOLF IN SHEEP'S CLOTHING Prattling That Tariff Is Dominant Issue, Record Shows Him Up In True Character as a Dumb Driven Creature of Railroad Push A railroad wolf in sheep's clothing has been going up and down the Thirty-ninth senatorial district, bleating "Tariff! Tariff!" but uttering never a word about his own record, in which the people of this district are vitally interested. He prattles about "mud-slinging" and libelers and blackmailers, but does not attempt to palliate or deny his attitude upon railroad bills up for consideration in the last legislature. We protest there has been no mud-slinging, no libeling, no blackmailing of Mr. Estudillo. Only facts have been printed concerning his political record, and if he is content to refer to these as mud-slinging, or libelous, or blackmail, no objection need be made on the part of the newspaper men who are performing their solemn duty to their readers. Mr. Estudillo lays stress upon the fact that he voted for the anti-prize fight bill. Fiddlesticks! While prize fights, as such might be prohibited by the law which he claims such honor for supporting, yet it is true, as every one knows, that "boxing contests" are "pulled off" at Jeffries' Lafayette Gill, the nominee of democratic party and anti-marshall republicans, is, on the other hand, clean and reputable attorney and ange grower of Riverside. Notification came to him unsought, and an honorable manner. In the time of his railroad adversary, notification was not characterized by such attributes. In this latter the thirteen delegates from the county, headed by the precious city Morrison and Speak-easy McLanan, two blithesome railroad agents instructed not to support tudillo by the Orange county rilican convention. When, after a time after their selection rule became current that the railroad taken some of the delegates in an effort was made to caucus on part of the clean men on the negation, Morrison and his pack of pigeons sidestepped and refused go into caucus. Subsequently the Glenwood hotel, the evening fore the assembling of the convention, Morrison, McMullan, and goats on the delegation held a ret caucus, in which it was placed that four of them should, after aited number of ineffectual ballots over to Estudillo and give him nomination. On the streets of erside the day of the convention was openly charged that money used to bring this about. Be as it may, certain it is that, adopting a secret ballot, four or branded goats went over to Estudillo and the deed was done. Estudillo's nomination was an disgrace to republicans of the trict. Yet, despite the disrepulsive means adopted to bring about his nomination; rebellious as republican Mr. Estudillo lays stress upon the fact that he voted for the anti-prize fight bill. Fiddlesticks! While prize fights, as such might be prohibited by the law which he claims such honor for supporting, yet it is true, as every one knows, that "boxing contests" are "pulled off" at Jeffries' pavilion in Los Angeles and other points in the state without let or hindrance. Query for Estudillo: What is the difference between a prizefight and a boxing contest? In each human blood is spilled, men are knocked unconscious, and debasing spectacles enacted for edification of those who have the price of admission. Further all, or nearly all, are fakes of the first water. Now, Mr. Estudillo, what is the difference between a prizefight and a boxing contest? But neither prizefights nor race track gambling are paramount issues in this campaign. Rather is that issue the clutch of the railroad upon the necks of the people—a clutch which Mr. Estudillo lends no effort to dislodge or sever. On another page is a record of his attitude upon the several railroad bills under consideration by the last legislature. We make the charge that upon the only one of these bills upon which he voted did he vote right. All the other bills Mr. Estudillo ducked. We have the proof. The record stands a mute testimonial to this man's dumb subserviency to the railroad push. Call it mud-slinging, or libel, or blackmail, as you will, Mr. Estudillo, the damned spot will not out. You stand convicted by the record as a pliant tool of the railroad machine. You dodged a vote on the reciprocal-demurrage bill, you dodged the bill compelling railroads to furnish a man a seat in its cars after it had taken his money for a ticket, you dodged the bill aiming to shorten the hours of steam railroad and street railway men, and you voted against the interests of the people in the bill which sought to make railroads maintain gates upon dan- Estudillo's nomination was an disgrace to republicans of the trict. Yet, despite the disrepulsive means adopted to bring about his mination; rebellious as republicans are toward him, he has the unbending effrontery to go about their trict exclaiming, "I will be owed." His nomination was and disgrace to the district. That Judge Gill was an honor to him his district. Gill's nomination by acclamation, in honorable articulation of his merits as a man lawyer; that of Estudillo came rounded by the vile odors of mad politics, with delegates dishonoring themselves and bringing contumely upon themselves and families. Judge Gill is probably the foreorator in the Eighth congress district. There is no public speech now in mind in the district who equal him upon the rostrum. Compared with his oratorical powers, schoolboy attempts at spread-easeism on the part of Estudillo are coerced and flimsy to the last degree. It is just the man to represent act as state senator. An orgrenter as well as a lawyer, he greater personal interest in maintaining the tariff on citrus than his opponent, who rants so much about the tariff. In a word, Gill is an upright citizen, having the courage of his tions and close to the people. Mr. Estudillo is owned body and soul by railroad, and on judgment day he be ready to duck St. Peter if Burke tells him to do so. Voters will do well to man cross in the No column for the posed $60,000 bond scheme for county poor farm and hospital. The San Francisco seawall boat this grab should be defeated, and cisively defeated. The Orange takes a crack at this hospital business in the following manner as a pliant tool of the railroad machine. You dodged a vote on the reciprocal-demurrage bill, you dodged the bill compelling railroads to furnish a man a seat in its cars after it had taken his money for a ticket, you dodged the bill aiming to shorten the hours of steam railroad and street railway men, and you voted against the interests of the people in the bill which sought to make railroads maintain gates upon dangerous crossings. You voted for the Johnson change-of-venue bill, which would have liberated Ruef, and yet you have the nerve to tell your hearers this bill was drawn by Lafayette Gill, whose bill was of another character altogether, and right well you knew it when you made the untruthful statement. Your record is that of a dodger, Mr. Estudillo, when it came to considering bills in which the railroad was selfishly interested. Now, call this mud-slinging, or libel, or blackmail, Mr. Estudillo, the fact remains these statements are true, and right well you know it. When you stand accused of treachery to your constituents, you fervidly exclaim you will not stoop to personalities, and that the tariff is the dominant issue. You have been weighed in the balance and found wanting, Mr. Estudillo, and though you brazeuly say you will be elected the people will have their say at the polls next Tuesday. If they want you to represent them, with all your statesmanlike attributes of a railroader, well and good. But we believe you will be defeated, Mr. Estudillo. We think you are already so dead politically that the vitality of two dead ducks is exhilerating in comparison. Voters will do well to manage cross in the No column for the proposed $60,000 bond scheme for county poor farm and hospital. The San Francisco seawall board this grab should be defeated, and decisively defeated. The Orange takes a crack at this hospital business in the following manner: There is still another proposition for the taxpayers to vote a bung on themselves; but this one ismitted by the supervisors. It is vote $60,000, four and a half per twenty year, county bonds for a city hospital and poor farm. This project has bobbed up at intervals the past twenty years until the supervisors finally decided to let the people settle it one way or the other. When the matter first came up, supervisors examined the question thoroughly, visiting such institutes in neighboring counties and writing not only to other counties in the state but to many places in other states. From all sections came practically the same reply: "It is white elephant." "It is an expensive luxury." "For a few patrons it is a fearful extravagance." Our investigations have been made sure that first one and so far as we heard not a board of supervisors favored the proposition. The outlay for grounds, buildings, etc., only be a beginning to the expense. Every year a large sum will be called for to pay salaries to doctors, subintendents, matrons, trained nurses, assistants, helpers, etc., teams, cows, carriages, implement tools, feed, etc., on the outside will, the nominee of the party and anti-machine boss, on the other hand, a suitable attorney and or of Riverside. In this latter case delegates from this city by the precious John-land Speak-easy McMul-lesome railroad agents, did not to support Es-ler Orange county repub-ron. When, after a short their selection rumors that the railroad had the delegates in camp, made to caucus on the clean men on the deleon and his pack of stool stepped and refused to uss. Nor is that all; the same amounts as now made to indigents in their homes will continue—it is so in other counties where they have these institutions. For instance, suppose the breadwinner gets hurt or sick, an allowance to the family will support all in their home and the well can care for the sick, except in extreme cases which can be provided for in private institutions. On the other hand if the county has such institutions, the sick will be taken there and the rest of the family will be supported in the home. To establish county houses will more than double the cost of caring for the unfortunates and will encourage shiftlessness among the im provident. Some time these institutions may be indispensable, but not now. Vote No on this proposition. The Calkins Syndicate papers are publishing attacks upon the direct primary. That means that Herrin is opposed to that very necessary legislation. And why should not Herrin oppose it? He ought to, because, with it in their hands, the people of California can nominate their own candidate for Governor and rescue this state from the grip that Harriman has upon it. He ought to oppose it because he knows that, given the direct primary, the people of this state will be able to get public officials who will represent them and not Harriman. Therefore, as was to be expected, the Herrin-controlled press of the state is attacking the direct primary and endeavoring to make its readers believe that it would not be a good thing for California to have. ence to further his plans. The county, however, will give him for his money. Like disco seawall bonds, had be defeated, and deed. The Orange Post at this hospital bond following manner: There will be something doing at the coming session of the legislature in the matter of county division legislation, according to reports that are current. The subject was under discussion at a recent meeting of legislative aspirants, and a few rather interesting facts relating to the proposed plan of action leaked out. The chief point of interest was the announcement that county divisionists from several sections of the state hav in contemplation a joint campaign, and that legislators from these districts will stand together and act as an effective block to legislation if their scheme is opposed. The leaders of the proposed campaign are supposed to be the Kings county people, who want to cut off the Coalinga oil district from Fresno county and tack it onto Kings. Los Angeles is crowding the do well to mark a two-column for the proposed bond scheme for a farm and hospital. Like California seawall bonds, it be defeated, and deeded. The Orange Post that this hospital bond is following manner: All another proposition refers to vote a burden but this one is sub-provisors. It is to cur and a half per cent, county bonds for a countrys poor farm. This proved up at intervals for many years until the survey decided to let the one way or the other. The leaders of the proposed campaign are supposed to be the Kings county people, who want to cut off the Coalinga oil district from Fresno county and tack it onto Kings. The proposition was before the last legislature and a bill was passed providing for a vote of the people in the territory affected. After many injunctions and much legal skirmishing a vote was finally taken and the Kings county people lost by a small margin. Then the commissioners refused to canvass the vote and more legal wrangling followed. Finally however the vote was declared and the scheme was officially killed. A new campaign is now under way and if another vote can be secured, Kings county hopes to win. A general law was passed for the formation of new counties, but it was so framed as to make division very difficult in case of any decided opposition. That was the reason why the efforts for Pomona county and San Luis Rey county failed. The hope of the divisionists is to have this law amended so that some of the obstacles to division will be removed. Another division scheme which was blocked was that to cut off Huntington Beach and Bay City from Orange county and annex them to Los Angeles.
