Forest Fires
The attention of all persons who inhabit or frequent the forest or brush covered areas of California is called to the following provisions of the State Forest Laws relating to forest fires:
Under Statutes 1907, Chapter 536, it is a misdemeanor, punishable by a fine of not less than $25 nor more than $500, or imprisonment not less than fifteen days nor more than six months, or both, to commit any of the following acts:
1. To set fire on the lands of another, except camp fires, which may be built on unenclosed lands if the owner has not forbidden it in any way, and provided the builder totally extinguishes the fire before leaving it.
2. To allow fires, lawfully set, to escape from the control of the person having charge thereof, or to spread to the lands of another.
3. To build a fire anywhere (except camp fires and fires set to facilitate redwood logging) without first securing written permission from a state fire warden.
4. To use any engine or boiler, burning fuel other than oil, unless the engine or boiler is equipped with adequate devices to prevent the escape of fire from any part.
5. To refuse to obey the summons of any state fire warden to fight fire. (For this the fine is not less than $10)

Your cooperation is sought to this end. If you have evidence that the state forest laws have been violated, place it in the hands of your district attorney, at once, and notify me. Gypsy Moths
Boston, May 18—In asking the Massachusetts legislature for $300,000 to cover the expense of warfare against gypsy browntail moths, Archie H. Kirkland, state superintendent for the suppression of insect pests, said that over 80,000 parasites of the moths have been let loose from the experiment station at Melrose Highlands the past weeks and that 20,000 more will be ready for liberation soon.
This action is regarded as a most important step in the campaign of the United States department of agriculture and the state authorities against the destructive moths. Scientists say there is every reason to believe that in time these parasites will suppress the gypsy moth here as they have in Europe.
Locking Up vs. Over-Cutting
A stock objection of critics of our national forest policy has been that governmental bureaucrats and landlords were "locking up" valuable resources in the national forests. Now comes from Denver another criticism which hardly consists with this. It is that the government is over-cutting; that forests are actually being destroyed; that those forests which were scarcely ever touched prior to the establishment of the forest reserves—those high upon the mountains—are now being lumbered by wholesale; and that the practice of making contracts which permit large areas to be denuded of choice, healthy timber, should be discontinued.

The government in reply, states that the cutting is confined to mature and overmature trees; that immature trees are spared; that inferior trees are removed; that every effort is made to encourage the sale and use of dead timber that the green may be saved, and to find new uses for dead timber and inferior species; that, wherever timber sales are made, lumbermen who a few years ago cut stumps four or five feet high and utilized tops to 12-24 inches, now cut stumps to a maximum of 18 inches and utilize tops to 39 inches. Further, it is stated that the amount of timber which may be cut from any national forest in any one year is now definitely limited to an amount equal to that which the forest may be expected to produce within the same time. In a word, that the cut applies to the annual products only. If this representation is incorrect let the critics produce the facts of rebuttal.
