WHAT'S DOING IN POLITICS
Spiendid Services Rendered the Republic by Sec'y Taft—In Opinion of Shrewd Observers His Nomination is Assured
Contemporary critics who ponder the last eight years of this nation's history will read in vain if they do not find the impress of William Howard Taft's genius upon many of the most important events of the time. Mr. Taft has been, and still is, a most useful man in the public service. He has been a superb and satisfactory solver of problems; no problem has been too nice or too large for him during his tenure in the several positions to which he has been called.
Whether in the Philippines or in Panama; whether in Cuba or abroad as the special peace envoy of the American government, he has always met, in fair and faithful fashion, the obligations put upon him. No man in his time has added more to the strength of the American nation, or increased, in greater degree, the respect and esteem in which it is held by distant peoples.
It was Taft who started the natives of the Philippines toward the light and liberty of civilization. It was worth a life's work to do it; for it means something to fit men who have made little more than the first flight upward from the trammels of savagery, into the nice vestments of our own kind. There is a superior force in that man, an informing spirit which amounts to an inspiration, who can persuade a naked nomad to substitute orderly government for tribal warefare, and to lay aside his bolo for the Christian Bible.
It was Taft who saved Cuba from the ing of his presidential candidate name of Governor Hughes this week mentioned in the resolution convention selecting delegates to cago. In the Eleventh Missouri district, a part of the city of St. Louis, another convention two delegates understood to Hughes, although not instructed.
On its face, this news, implicated in Missouri, a Taft state, found have been plucked from the list is calculated to give satisfaction somewhat discouraged leader Hughes movement. But the tion is sobered by the circumstance although Hughes newspapers disposition to emphasize it, that two Missouri conventions are ful validity. They were conducted by what is known Niedringhaus faction. On 21, conventions also claimed regular were held in the district selected delegates instructed.
So the most that can be said Governor Hughes has secured delegates. Whether will ever get a chance to vote will depend on the action of the dentsials committee of the convention.
In the meantime Secret keeps up the work of securing tested delegates. Two states were held last week—Oklahoma and of Nebraska passed explicit Taft resolution district conventions were held braska, all instructing for Taft in Ohio, all likewise instructing Taft and one each in Oklah
It was Taft who saved Cuba from the destructive vengeance of revolutionaries when Palma quit the presidency under fire, and with what success he served is shown by the constantly recurring demand, on the part of the Cubans, that he continue the just policies enforced during American administration of the island's affairs. The Cubans are demanding that they be allowed to remain under Taft and Taft's just administrative policies. There could be no more eloquent tribute to the just nature of the man.
Progress in Panama has been steady since Taft first organized the government's forces in the zone.
As an adviser in the president's cabinet, Mr. Taft has been of inestimable value, and President Roosevelt has often declared him to be the most useful man connected with his administration. There are other able men in the cabinet; there may be keener minds and harder heads among the president's advisers; but there is no man who can do as many things in a wholly satisfactory way as William Howard Taft.
These things mean something to the American people. They explain Mr. Taft's popularity and strength in the nation. President Roosevelt is popular because he is a man of action; he knows how to do things; and Mr. Taft is popular for the same reason. He knows how to do things also, when to do them, and how to do them in the best and quickest way. That is why the American people believe in him so firmly.
For this record and for these reasons and many more that might be adduced, the Post-Intelligencer welcomes the opportunity afforded by the proposed organization of a state Taft-League at Tacoma so say that William Howard Taft should be made the nominee of the national Republican convention at Chicago, and that the members of the delegation from this state selected and dedicates it to him.
In the meantime Secretary keeps up the work of securing tested delegates. Two states were held last week—Oklahoma and of Nebraska passed explicit Taft resolution district conventions were held braska, all instructing for Taft in Ohio, all likewise instructing Taft, and one each in Oklahoma Iowa, also instructing for Taft Virginia districts four units delegates were selected, but their adopted strongly indorsed dent Roosevelt, and it seem include the delegates in the convention.
In the opinion of most polls servers the nomination of S. Taft is now assured—probably first ballot. From northern states it is generally conceded will have at least 400 first ballots. With only half of the 23ern delegates he would have not enough to nominate. Nor figures exhaust his strength. A diligent effort has been made far has not been possible to order-Taft block. Wisconsin, Indiana, Pennsylvania, and New will each present the name of son to the convention. In except as against the favorite delegation from each of these likely to show a majority for strong minority for him.
Several important results are ready flowed from the great retary Taft has secured. One the practical disappearance of who sagely wagged his head that President Roosevelt was nominee. Nebraska, it will be was to be the state which will pudiate Taft and, with the b teeth, declare for the presidential nomination. The Nebraska actions have been held, and the outbreak has not occurred. I noticeable that the political tide country is improving. S. Taft has grown in esteem with acquaintance. The smile that continents in good humor is his effect. The charge that the act of war was "dangerous" to them has fallen from its own ridicuity It has not survived the putti-

President Roosevelt has shown in giving advice concerning his successor. All the candidates have advertised their allegiance to the president's policies—have declared, like Peter, before the crowing of the cock, that they have never known Wall Street. If Secretary Taft is lacking in independence, it is a reproach that his rivals are stopped from bringing against him. And this better political feeling, it is agreeable to note, has already had a good effect on business—is dissipating the pessimism recently epidemic.

Unless within the next few days
Congress shows evidence of greater
activity and a more earnest determination to carry into effect some
of the recommendations of the President, he will send in another message calling attention to the delinquencies of the national legislators
and again urging action. Among
the measures which he regards as
essential are a new employers liabillity law, the amendment of the antitrust law, permission granted to the
railways to make traffic agreements
subject to the approval of the Interstate Commerce Commission; the reenactment of the Erdman Act in constitutional form; the establishment of postal savings banks, etc.
The enactments of an employers' liability law is probable but there is grave question as to whether the President can prevail on Speaker Camnon to permit a bill creating postal savings banks to pass. Mr. Cannon, who is himself a banker, is unalterably opposed to such measure.
