STATE LABORATORY WORK
Outline of the Objects of Whittier Institution, as Well as State Experiment Station at Riverside
Prof. Ralph E. Smith of the state pathological laboratory at Whittier has prepared a pamphlet upon the Southern California Pathological Laboratory and Citrus Experiment Station, a copy of which has been received at this office. Prof. Smith quotes the law creating these institutions, and proceeds in part as follows:
This rather indefinite measure had its origin in two distinct movements which had been gaining ground in Southern California for some time. One was a growing realization of the need of some local institution to provide for the investigation of plant diseases, as distinct from insect pests. The increasing prevalence of troubles of this sort, fungus, bacterial, or of unknown nature, and the almost entire lack of definite knowledge concerning them, made most desirable the establishment of some agency for furnishing information along these lines. This demand was most active in the coastward regions where crop production is more varied and plant diseases more prevalent than farther inland.
Another, quite distinct movement, originated in a feeling among citrus growers of the necessity of scientific local subscription. Beside of ground belonging to the institution, land is available for intensive plantings on the lands of the Whittier state school institution close by.
A laboratory building has been completed at Whittier consists of a two-story, framing of very substantial consoles 40x50 feet, with a shed and house annexed. On the lower are located the general office feet, library, private office andatory, culture storage room and sterilizing laboratory general laboratory, 15x30 feet second floor contains a photographic room, entomology office and laboratory, privateatory and janitor's room. Building has gas, water and utility throughout, and is well equipped with furniture, bench cases, microscopic and cultivaratus, glassware and supplies is in every respect a first-class technical, up-to-date laboratory purposes. In the use of fertilizers, improvement of varieties, methods of irrigation and cultivation, study of soil problems, and many other matters, the most foresighted growers foresaw the need of a deeper source of information than their own practical experience.
Regarding the work of the state agricultural experiment station at Berkeley, which had been by no means inactive along these lines, it was felt that the station was too far away for the most effective, intensive work, and the state too large for Southern California and its industries to receive sufficient attention through ordinary channels. Hence came about, by chance simultaneously, these two efforts to provide local branches of the station for special work. Two distinct bills were first introduced in the legislature, which, from their somewhat similar nature, were combined into one, providing literally for at least two separate institutions for the purposes specified.
The members of the commission designated to locate and establish the "Pathological Laboratory and Branch Experiment Station or Stations," after several visits to Southern California and inspection of a number of sites offered for the purpose, decided on the organization of a single institution, with two localized branches: a pathological laboratory at Whittier and a citrus experiment station at Riverside. Near the coast are located the principal sections of walnuts, vegetables, berries, lemons, and other products most threatened with various diseases, and diseases of the same crop are more prevalent here than in the interior. In the latter section is the greatest citrus belt, centering at Riverside, and here is the logical home of any purely citrus institution. Under a single management and control it seemed that the work could be made most effective under this organization.
The site selected for this branch consists of about an acre of land in the city of Whittier, at the corner of Greenleaf avenue and Baldwin street, one block beyond the terminus of the Pacific electric company’s trolley line from Los Angeles. Examinations for Appointment to Positions on Forest Service Exciting Interest among Young Men
Washington, March 21.—The United States Civil Service Commission has just announced that examinations will be held for the position of ranger at the Supervisors' headquarters at every National Forest on April 23 and 24. It is estimated that 300 more rangers will be required during the present fiscal year than were on duty last year, and eligibles to fill these vacancies will be furnished the Forest Service by the coming examination. The examinations will be held at the following places:
Arizona: Benson, Douglas, Flagstaff, Nogales, Roosevelt, Safford, Show Low, Springerville.
California: Alturas, Bishop, Elk Creek, Hemet, Hot Springs (Tulare County), Los Angeles, Nevada City, North Fork, Quincy, Salinas, San Luis Obispo, Santa Barbara, Sisson, Senora, Weaverville, Yreka.
Idaho: Boise, Hailey, Idaho Falls, Kooskia, Mackay, Meadows, Oakley, Pocatello, St. Anthony, Salmon City, Wallace, Weiser.
Applicants can secure information on the examination from the United States Civil Service Commission, Washington, D.C. or from the Forest Supervisor at any of the places mentioned in the seventeen states. Experience, a thorough knowledge of forest conditions, and a sound body, rather than book education, are the qualities sought in examining applicants who desire to become forest rangers. The man must have the ability, however, to make simple maps and write intelligent reports upon forest business connected with the position. A ranger must be able to take care of himself and horses in regions remote from settlement and supplies. Necessary qualifications of applicants include the knowledge of trail building, construction of cabins, and the ability to ride, pack, and deal tactfully with all classes of people. They must also know something of the land laws, surveying, estimating and scaling timber, logging, mining and livestock business.
The applicant should be thoroughly familiar with region of the country in which he seeks employment. In Arizona and New Mexico the ranger must know enough Spanish to conduct forest business with the Mexican users of the nation's forests. Personal equipment and horses for use in connection with duty of a ranger are furnished by the rangers themselves, and not by the Forest Service.
Working under the directions of the Forest Supervisors, the ranger patrols the forests to prevent fire and trespass, estimates, surveys and marks timber, supervises and performs other duties which a man thoroughly familiar with forested regions and possessing a fair education is able to fulfill.
Only those men who are at least 21 years of age and not more than 40, of good character, temperate, and in good physical condition are eligible to take the examination. The salary paid to beginners is $75 per month. Compensation runs as high as $1400 per year for rangers who have had some experience.
